OneMain Financial has regulator-documented historical customer-information exposures and a separate 2026 California breach-notification listing. A reported cyber claim involving “Tower Insurance NEW,” by contrast, was unverified in the incident report reviewed. The records do not establish a shared breach or connection between the organizations, and they do not show that every customer’s information was exposed.

These entries differ in jurisdiction and evidence type: OneMain’s historical incidents appear in a U.S. regulator’s order, while the Tower cyber story is a secondary report of an attacker-attributed listing. Neither Tower’s discount case nor either company’s privacy statement proves that data was taken.
What the New York order says about OneMain
On May 24, 2023, the New York State Department of Financial Services (DFS) issued a consent order describing three historical incidents. The order also identified deficiencies in certain aspects of OneMain’s vendor due diligence and monitoring and its efforts to ensure secure in-house application development. These are the order’s findings, not details of the separate 2026 California listing.
Payment processor account-number reuse, 2017–2018
DFS described a third-party online debit-card payment processor that allowed some customers to access other customers’ nonpublic personal information after old account numbers were not purged before being reused. The order dates this exposure from December 29, 2017, through January 9, 2018.

Collections law firm email intrusion, 2018
According to the order, a hacker accessed emails at a collections law firm for an unknown duration. Some messages contained OneMain customer information.
Loan documents displayed to the wrong customers, 2020
DFS said a software update to OneMain’s online portal on July 10, 2020, unintentionally migrated some customers to other account holders’ loan documents.

What the 2026 California listing does—and does not—say
The California Attorney General’s breach list records OneMain Financial Group, LLC with breach dates of May 5 and May 8, 2026, and a report date of September 25, 2026. The linked notice sample identifies the company and dates. In the rendered public record reviewed, it does not identify the exposed data categories, affected-person count, or cause.

That gap matters: the 2017–2020 events in the New York order cannot be used to fill in details about the 2026 entry. Nor does OneMain’s general privacy notice establish which information, if any, was involved in this notification. What is known about the Tower cyber allegation
GalaxyWarden’s August 22, 2026 report says Coinbase Cartel listed “Tower Insurance NEW” and claimed a New Zealand insurer was a victim. The report characterized the claim as unverified and said Tower had not publicly confirmed it as of that date. A listing on an extortion site establishes that an allegation was made; by itself, it does not prove unauthorized access, data theft, or impact to any customer.

The report does not provide a verified count of exposed records or confirmed categories of information. Its status snapshot is dated August 22, 2026; it does not establish whether there have been developments since. The name also needs care: the report’s “Tower Insurance NEW” label does not, in the reviewed materials, settle the exact legal entity behind the listing. See GalaxyWarden’s incident report.

In December 2025, New Zealand’s Financial Markets Authority (FMA) reported that Tower Limited admitted misleading customers about multi-policy discounts. The FMA said the company was ordered to pay a $7 million penalty and reported more than $11 million in overcharges affecting approximately 61,000 customers and 90,200 policies. These figures concern discount representations and overcharging—not stolen data.

The FMA’s Head of Enforcement, Margot Gatland, said: “Tower used the advertised MPDs to attract and retain customers, without having systems that could reliably deliver on the promised discount.” The statement concerns delivery of discounts and customer representations, not cybersecurity. Information the companies say they collect
Privacy disclosures describe categories an organization may collect; they are not evidence that those records were exposed in a particular incident.
- OneMain: Its November 2025 federal privacy notice says collection depends on the product or service and may include Social Security number and income, account balances and payment history, credit history, and credit scores. Read OneMain’s privacy notice.
- Tower Limited: Its March 2026 privacy statement lists possible information including identity and contact details, financial and payment information, insured assets and cover details, health and insurance history, claims-related information, and communications. It identifies Tower Limited and related companies in Fiji and the Pacific; that does not by itself establish the legal entity behind the “Tower Insurance NEW” listing. Was your information exposed? Practical next steps
- Check for a direct notice. Review mail, email, or account messages from the organization that may apply to you. For OneMain, distinguish any 2026 notification from the older incidents described in the New York order.
- Verify the communication independently. If a message asks you to click a link or call a number, find the company’s official website yourself and use its published contact details to confirm the notice.
- Follow the notice’s specific instructions. A notice may explain what information was involved and what action is appropriate. The California listing’s rendered record does not answer those questions, and the Tower report alone cannot determine individual impact.
- Use official updates for current status. Check the relevant company’s official communications and applicable regulator notices. The Tower incident report only describes what was reported as of August 22, 2026.
OneMain says it assesses vendor cybersecurity risks, monitors vulnerabilities, conducts incident-response and cybersecurity drills, performs an annual risk assessment, and maintains an Enterprise Cybersecurity Incident Response Plan.
