Configuration Drift Is a Production Incident With a Long Fuse

Configuration drift is the gap between infrastructure’s declared configuration and what is actually running. A service can keep working while that gap quietly makes future deployments, updates, or disaster recovery less predictable. The practical response is to detect differences, inspect them, and choose deliberately whether to adopt the live change in code or restore the declared configuration.

What configuration drift means

Infrastructure has at least three relevant representations: the configuration engineers intend, the state record maintained by an infrastructure tool, and the live resources in the cloud. Drift describes divergence between these representations. The exact comparison depends on the tool: Terraform, for example, can find that a managed resource was changed outside Terraform, while CloudFormation compares actual resource properties with the values expected from a stack template and its parameters.

A console change made during troubleshooting is a common illustration. An engineer adjusts a security-group rule to resolve an immediate problem, but the Terraform configuration still declares the old rule. The service may continue operating normally; the difference becomes consequential when a later plan proposes reverting the rule or a rebuild creates infrastructure from the unchanged configuration. HashiCorp uses a security-group change to illustrate this workflow in its drift and policy tutorial; it is an example, not a report of a production incident.

Drift is not proof that a system is broken, that a change was malicious, or even that the live change was a mistake. It can be intentional, especially during a time-sensitive operation, or accidental. The risk is allowing an unreviewed difference to become an assumption that future automation or recovery procedures cannot safely rely on.

Why a working system can still carry a latent risk

Drift often has a long fuse: normal traffic can continue while the configuration that future automation trusts no longer describes the live environment. The mismatch may surface only when a team runs an update, replaces a resource, rebuilds an environment, or invokes disaster recovery. The phrase describes a possible delay, not a measured duration; not every drift event causes an incident.

AWS warns that out-of-band changes can complicate later CloudFormation stack update or deletion operations. It also cautions that undetected differences at a recovery site can give a team false confidence that the site is ready. A recovery procedure built from stale declarations may recreate an older configuration rather than the one operators have come to depend on.

What drift detection can—and cannot—tell you

CloudFormation drift detection

CloudFormation defines a resource as drifted when a checked property differs from its expected value or has been deleted; a stack is considered drifted if one or more of its resources drift. The service checks only supported resource types and only properties explicitly set in the template or parameters. It does not compare implicit defaults, and nested stacks require a separate drift-detection operation. AWS also documents cases where a reported difference can reflect a default supplied by the underlying service rather than a meaningful configuration change. Terraform plans and health assessments

Terraform comparisons involve declared configuration, Terraform’s state, and the remote resource. A refresh-only plan can show differences and propose a state update without changing the live infrastructure. Applying that refresh-only plan updates state; it does not make the remote resource match the declared configuration. A later ordinary plan may still propose changing the live resource to match the code. HashiCorp explains this distinction in Manage resource drift.

HCP Terraform health assessments use non-actionable refresh-only plans to check for drift without updating state or configuration. HashiCorp’s tutorial says assessments run about once every 24 hours after enablement, subject to workspace prerequisites. Check the current product and edition requirements before relying on that schedule or assuming the feature is available in a particular workspace. The assessment is a check, not a universal audit or automatic repair. Details are in Use health assessments to detect infrastructure drift.

Coverage is not completeness

A clean result means only that the check found no difference within its supported scope. It does not establish that every resource, setting, account, region, default, or unmanaged object matches an intended design. For any drift process, verify what it observes, how often it runs, whether it compares live resources with state and configuration, whether it changes either, and whether it covers recovery environments as well as production.

How to investigate and resolve a Terraform drift finding

  1. Run a read-only comparison first. Use terraform plan -refresh-only to review differences between the remote resource and Terraform’s state. Read the proposed changes before doing anything that updates state or infrastructure.
  2. Establish what changed and why. Check the resource, affected attributes, timing, and available change history. Determine whether the change was an approved emergency adjustment, an accidental edit, or an unexpected change requiring further investigation.
  3. Choose the desired configuration. If the live change is valid and should remain, update the Terraform configuration to express it. If it should not remain, keep the declared configuration as the target and plan a normal reconciliation to restore it.
  4. Review the action that will follow. A refresh-only apply updates Terraform’s state record but leaves the remote infrastructure as-is. A normal plan may propose changing the live resource to match the declared configuration. Inspect that plan for unintended effects before applying it.
  5. Reconcile and verify. Apply only the reviewed action, then run a new plan to confirm that the code, state, and live resource agree for the settings Terraform manages.

Detection and remediation are separate decisions. Updating state alone does not make infrastructure conform to code; changing code alone does not prove the live resource has been reconciled. HashiCorp’s resource drift tutorial describes the refresh-only workflow and the choice between updating configuration and overwriting drift.

Build drift checks into operations and recovery

Use a cadence that reflects how quickly unmanaged changes could create risk; the sources do not establish one schedule that fits every environment. AWS recommends regular CloudFormation drift detection and documents an automation pattern that uses Lambda functions triggered by EventBridge rules to check and notify. That is an implementation option, not a universal cadence recommendation. See CloudFormation best practices.

Include disaster-recovery sites and regions in the same ownership and review process. AWS recommends keeping templates accurate, applying them regularly to the recovery environment, monitoring for changes, and tracking configuration across environments. Compare recovery resources with the intended design—not just with the current primary site—and ensure findings have an owner who can decide whether code or infrastructure should change.   • Define which resources and attributes each check covers, including unsupported, implicit-default, and unmanaged settings that may fall outside it.
  • Track coverage across accounts, regions, and recovery sites, not only the primary production environment.
  • Make findings reviewable: identify the affected resource, the observed difference, and who owns the decision.
  • Keep the final remediation in the declared configuration when a live change is accepted, so future plans do not treat it as an unexplained exception.
