Federal officials said ICE arrested 104 people in southwest Kansas during a three-day operation from September 22–24, 2026. Local reporting described a different part of the story: residents worried about stops and detention, families and workers stayed home, and neighbors organized practical help. Those accounts are not a case-by-case accounting of who was arrested or why.
What happened in southwest Kansas?
The U.S. Attorney’s Office for the District of Kansas said on September 29 that the Department of Homeland Security had reported 104 arrests during “Operation Safe Community – Kansas,” conducted September 22–24. The office characterized the arrests as targeted enforcement against people with criminal histories. That total and description are the federal government’s account, not an independent review of every arrest. Read the U.S. Attorney’s Office statement.
KCUR and the Midwest Newsroom reported enforcement activity and arrests in Dodge City, Garden City, Liberal and surrounding areas. Their September 24 report documented residents’ uncertainty and concerns about traffic stops and possible profiling. Those concerns are attributed accounts, not a finding that every stop was unlawful or discriminatory. A local advocate told the reporters that families she contacted said detained relatives had no criminal records. The federal statement, by contrast, rejected claims that the operation was arbitrary or discriminatory and cited examples of arrestees’ convictions. The reviewed reporting does not reconcile those accounts for individual cases. KCUR’s report.
Why were residents afraid to leave home?
Fear was accompanied by reported disruptions to school, work and local business. Liberal Vice Mayor Janeth Vazquez told KCUR that 120 Meadowlark Elementary students missed school on Wednesday; that is her reported figure, not a district-wide verified attendance total. City leaders said many businesses closed for the week, and workers missed shifts at meat-processing plants because they were afraid to go in. Residents organized grocery deliveries and rides to school, while students protested in Liberal on September 23. KCUR reported these observations and statements, not a comprehensive impact survey.

KCUR also recounted an encounter involving Guadalupe Navarrete and her father, Frank Duran, whom the report identified as U.S. citizens. Navarrete said an officer demanded identification after their vehicle was stopped. Neither was detained. Duran told KCUR that his daughter was shaking and crying at home afterward. Their account illustrates the effect a stop can have without establishing what happened in other encounters.
Were people arrested inside meatpacking plants?
The reviewed reporting does not establish that ICE made arrests inside meat-processing workplaces during this operation. KCUR said reports of detentions at plants were unconfirmed when it published its September 24 account. The Associated Press later reported that meat-industry groups described worker absences and operational disruption, while DHS said its Kansas presence was not conducting worksite raids. That distinction matters: reports of workers missing shifts or plants facing operational problems do not, by themselves, show that arrests occurred inside the workplaces. KCUR reported that more than 2,500 union members worked at National Beef’s Dodge City location, underscoring the scale of the local workforce without establishing the location of any arrest.
What support was reported for residents?
KCUR reported that Catholic Charities of Southwest Kansas partnered with Oklahoma-based Cardoza Law to offer free legal consultations to residents. The report does not establish whether the offer is still active, how to contact the providers, who qualifies or whether a consultation includes representation. Residents should confirm those details directly with the organizations before relying on the offer.

How should readers assess competing accounts?
Separate the speaker, the claim and the event being described. A federal statement about the operation’s purpose and arrest total is not the same kind of evidence as a resident’s account of a traffic stop, an advocate’s report about a family, or an employer group’s description of workforce disruption.
