An adjudication desk is a workflow for investigating records that disagree—not a machine that declares one source true. A useful desk keeps each source and its context intact, compares records on explicit grounds, records a human disposition and rationale, and leaves unresolved uncertainty visible. The title does not identify a particular public implementation, so this article describes a practical design rather than claiming details about a specific system.
What an adjudication desk is—and is not
When records disagree, the disagreement is a signal to review, not proof that either record is correct. One value may be newer, more authoritative for a particular field, or based on a different definition or time period. A one-sided value can also be incomplete rather than wrong.
The desk’s job is to make the review traceable: preserve the observations, establish whether they are comparable, assess their evidence and source context, document a disposition, and show what remains uncertain. It can organize evidence and route cases; it should not be presented as a truth oracle. The examples below support review and governance practices, not a guarantee that automated ranking finds ground truth.
What a review record should preserve
Keep the source representation alongside any normalized form. Otherwise, a convenient cleanup step can obscure what the original record said or how it changed. For each observation, retain the information needed to interpret and revisit it:

- Source identity and authority: who or what produced the record, and what that source is in a position to attest to.
- Capture context: when the observation was captured, the relevant circumstances, and the schema or format in which it arrived.
- Time and version: the period the observation applies to, when it was recorded, and the applicable source, policy, or dataset version.
- Provenance and lineage: where the record came from and which transformations or derivations were applied.
- Evidence class and quality: whether it is a direct observation, a derived value, an assertion, or another defined class, plus relevant freshness, limitations, and support for the specific claim.
- Review disposition: the conclusion, reviewer or authorized decision-maker, rationale, and open questions.

How to compare conflicting records
Do not blend different considerations into an unexplained score. Compare the records on named axes and keep the observations visible so a reviewer can see why a conclusion was reached.

Check whether the records are comparable
First establish whether both records refer to the same entity, definition, unit, and period. A value for a different reporting window or a similarly named but distinct entity may look contradictory without actually answering the same question. If the match is ambiguous, mark it as ambiguous instead of silently treating it as settled.
Assess source role, provenance, and time
Ask what each source can attest to, how the observation was captured, and whether transformations affect its meaning. Distinguish the time an observation applies to from the time it entered the system. A newer capture is not automatically more authoritative, and an older record may still be relevant to an earlier period.

Assess evidence and state uncertainty
Identify whether each value is directly observed, derived, or asserted, and whether it supports or contradicts the exact claim under review. Then record what the evidence supports, what the reviewer inferred, and what could change the disposition. These comparison axes synthesize dataset metadata practices described by Rillor and provenance and source-quality considerations discussed by CLEAR; they are practical guidance, not a published universal scoring standard.
A practical adjudication workflow
- Define the question and scope. State the claim or decision, relevant period, entities, and sources under review. A narrowly framed question makes it easier to distinguish a true conflict from records that describe different things.
- Preserve source records before normalization. Retain source identity, capture context, schema, version, and transformation history with the original representation. Make normalized values traceable back to it.
- Group records cautiously. Match records by entity and relevant time. Surface uncertain matches for review rather than merging them as if identity were certain.
- Compare on explicit axes. Examine authority, provenance, freshness, evidence class, and comparability. Keep disagreements visible; do not hide them in a single opaque rank.
- Record a disposition and rationale. Separate what the records show from what the reviewer concludes. Note who reviewed the case and what evidence supports the decision.
- Escalate consequential or unresolved cases. Route missing or contradictory evidence to an authorized person. If further evidence could change the outcome, specify a targeted follow-up search or collection step.
- Version the result and its limits. Preserve the disposition and the version of the evidence considered so a later correction or policy change does not silently overwrite the earlier reasoning.
This sequence is a synthesis for building a reviewable workflow; the sources cited here do not prescribe it as a universal standard.

When to require human review
Automation can surface mismatches, group candidate records, or identify missing evidence, but consequential conclusions need a clear authority for review. Escalation is especially appropriate when records remain contradictory, a match is uncertain, a source’s role is unclear, or the decision has material consequences.
Human review should produce more than an approve/reject flag. Capture the disposition, reviewer authority, evidence considered, rationale, unresolved questions, and whether additional evidence was sought. Related approaches—and what they establish
These public examples illustrate adjacent ideas, not confirmation of a specific system behind the title.
- ODES (Open Decision Evidence Standard): describes a vendor-neutral, portable evidence record for AI-influenced decisions, including authority, human disposition, evidence, and freshness. Its site labels the material an early open discussion draft rather than an established final standard; a relying party validates the record and applies its own reliance rules. ODES.

Design for correction, not just closure
A useful outcome may be “unresolved pending evidence,” not a forced winner. If a source is corrected, a definition changes, or new evidence appears, the desk should make it possible to see which prior disposition relied on the earlier record and to review it again. Preserve the previous version and the reason for change rather than silently replacing the history.
That approach makes disagreement inspectable: readers of the decision can distinguish source facts from normalization, inference, and authorized judgment. It also makes the limits legible—what was not established, what was not comparable, and what could still change the result.
