Paul Saldaña’s story connects Austin’s Latino history to the institutions that shaped his life: East Austin, Austin Independent School District (AISD), city government and community work. A DSE Media interview presents him reflecting on that civic path and his public relations firm. His account offers a personal vantage point on local history—not, by itself, a complete or independently verified record of how Austin’s political institutions worked.
What the DSE Media interview covers
DSE Media’s “Making Names” interview discusses Saldaña’s civic career, his years connected to Austin ISD, community building in East Austin and the work of Saldaña Public Relations. The firm’s August 6, 2026 announcement also describes those themes. Neither source, as available here, provides a transcript or an exact quotation from the featured conversation, so its historical claims are best presented as Saldaña’s account rather than as verbatim testimony.
Saldaña’s roots in Austin and public life
Saldaña Public Relations’ biography describes him as a native Austinite whose family has been connected to the city for six generations. It identifies him as the firm’s president and principal and says he previously served as chief of staff to Mayor Gus Garcia. Those details place his reflections in a local and civic context, while the biography remains the firm’s own account of his background.
School desegregation as lived experience
An April 2017 Austin Monitor interview reported that Saldaña grew up on Austin’s east side, experienced AISD desegregation firsthand and was transferred among schools ten times before graduating. The same article captured his perspective as an AISD trustee on representation and the school board’s responsibilities.

That experience helps explain why school policy and representation are not abstractions in his story: they intersected with his own education. The reported number of transfers belongs specifically to the Austin Monitor’s account; it should not be generalized to other students or treated as a measure of the district’s broader experience.
His account of representation on Austin’s council
The DSE Media interview account describes Saldaña’s narrative about Austin’s former at-large city council and informal understandings concerning Black and Mexican-American representation. In that telling, Austin had a five-alderman at-large system; after a closely contested election involving Black businessman Arthur DeWitty, the council expanded to seven seats. The account further associates Place 5 with Mexican-American representation and Place 6 with African-American representation.

These are claims relayed through the interview account, not a full institutional history established by the materials cited here. In particular, the account characterizes the representation arrangements as informal. That distinction matters: a convention or political understanding is not the same thing as a written legal requirement. Dates, election details, the mechanics of the change and the history of specific council places should be checked against contemporary records before being treated as settled fact.
Where to explore Austin Latino history further
The Austin History Center at Austin Public Library published its Austin History Center Latinx Resource Guide in September 2023. It points readers toward archival material concerning Latino communities in Austin and Travis County, including holdings that may contain historical statistical information. The guide also acknowledges significant gaps in the collection.

Those gaps are important context for anyone tracing community history. An absence in an archival guide or collection does not show that people or events were absent from the city’s history; it may instead reflect what was recorded, preserved or collected. The guide is a starting point for finding sources, not a complete account of Latino life in Austin.

Saldaña’s reflections are most useful when read at the scale they can support: as a local participant’s account of civic life, schooling, community and representation. The Austin Monitor provides a separately reported account of his school experience and trustee perspective; the Austin History Center guide helps readers locate archival material while warning that the holdings are incomplete. Together, these sources offer ways into the subject without making one interview stand in for the full history of Austin’s Latino communities.
