‘I Died on Monday’: Seattle Woman’s CPR Account and the Proposed Fire Department Budget Cut

A Seattle woman says she survived cardiac arrest after firefighters performed CPR for about an hour. Separately, Mayor Katie Wilson’s proposed 2027–28 budget would reduce Seattle Fire Department overtime funding by $7.06 million. The budget has not been described as an enacted cut, and the woman’s account has not been independently verified in the reporting available.

What the Seattle woman says happened

We Got This Covered attributes the account to TikTok creator Hellcat Hysteria. She says she had cardiac arrest, had no pulse, and that 13 Seattle firefighters took two-minute turns performing CPR for about an hour. Those details are her reported account as relayed by the outlet—not independently confirmed incident or medical records. We Got This Covered’s report describes her TikTok video.

The phrase “I died on Monday” is also reported as her wording in the video. It should be understood as a personal description of a reported cardiac-arrest emergency, not as an independently established medical finding.

What the proposed $7.06 million reduction covers

KIRO 7 reports that Mayor Katie Wilson’s proposed 2027–28 budget reduces Seattle Fire Department overtime by $7.06 million. The proposal concerns overtime funding; it is not reported as a final, enacted budget cut. The department’s budget language, as quoted by KIRO 7, says it would “decrease reliance on overtime staffing and implement planned unit outages as necessary, minimizing operational impact when possible.” KIRO 7’s budget report covers the proposal.

Why staffing and response times are disputed

KIRO 7 reports that Fire Chief Harold Scoggins and union president Kenny Stuart cited a possible change in daily minimum staffing from 222 firefighters to 209 in connection with the proposal. The union warns that lower staffing could lengthen response times. The department’s stated approach is to use planned unit outages and minimize operational impacts where possible. These are competing forecasts and mitigation plans, not proof of what response times will be if the proposal takes effect.

A separate We Got This Covered report gives figures of 67% of calls receiving a response within four minutes in 2025 and 74% in 2023. Those are secondary-reported figures; the underlying dataset was not located, and the report does not establish that the change was caused by the proposed budget reduction. They should not be read as a forecast of the effect of this proposal. The report containing the response-time figures does not tie them to the proposed cut.
