It is one part of the plan—not a guaranteed shortcut or an automatic extension of every wind farm. A new turbine design or layout still needs case-by-case assessment and the relevant consent.
What is wind farm repowering?
Repowering covers more than swapping old turbines for new ones. It can involve extending the life of components, replacing turbines, or redesigning a site. The scale of the proposal matters: a substantial redesign is a new development proposal on an established wind farm site, not simply continuation of the previous approval. The Scottish Government supports repowering in principle while treating individual proposals on their merits. (Scottish Government, Onshore wind: policy statement, 2022)
Why consider an established site?
A location with a proven wind resource may also have access tracks, substations and a grid connection that could be reused. Scottish policy identifies this established infrastructure as a potential cost-effective advantage. Whether it remains suitable depends on the new proposal; reuse is an opportunity, not a guarantee.
Those advantages do not settle questions about turbine height, layout, land use, landscape or other local environmental and amenity effects. Changes in design can change those effects. Proposals therefore require case-by-case consideration, including appropriate environmental evidence and attention to mitigation and community impacts. Prior consent for an earlier scheme does not itself approve a replacement design.

Does an existing wind farm need new planning permission?
A proposal to repower is considered as a new proposal, rather than being automatically covered by the old consent. The precise consent route depends on the development and applicable planning requirements; the available sources do not establish one route for every project. Applicants and communities should look at the specific proposal and its stated consenting process, rather than assume that an existing site can be redeveloped without fresh scrutiny. How does repowering fit Scotland’s 2030 target?
The Scottish Government’s 2022 Onshore Wind Policy Statement sets an ambition for at least 20 GW of installed onshore wind capacity by 2030. Its policy page, reporting DESNZ statistics, said Scotland had more than 10.4 GW installed and generated 4,440 GWh of onshore wind electricity in Q3 2025. These figures measure different things: GW describes generating capacity, while GWh measures electricity produced over a period. (Scottish Government, Onshore wind)

Repowering is only one route to that ambition. The Onshore Wind Sector Deal includes new sites, repowering and extensions, as well as consented projects that have not yet been built. How do the main development options differ?

What do the pipeline figures show—and not show?
At the end of December 2025, Scotland’s planning pipeline contained 1,201 renewable projects with an estimated total capacity of 84.8 GW, including 18.1 GW of onshore wind. These are pipeline estimates across projects at different stages, not installed capacity, approvals, a construction schedule or a guarantee that the projects will be built. Is repowering guaranteed to be faster?
No. The Sector Deal set determination ambitions of 12 months for Section 36 applications without a public inquiry and 24 months where there is one. These are ambitions, not guaranteed deadlines. A Scottish Government answer published by the Scottish Parliament on 14 July 2026 reported that none of 46 applications received between January 2025 and June 2026 had been determined by that date. Of those, 27 could no longer meet the 12-month ambition, while 19 remained within it. This is a dated snapshot of that application cohort, not a finding about every application or later progress. Can communities have a role on public land?
Forestry and Land Scotland describes a process for wind farm sites on public land as a lease approaches its end. It says it will notify eligible community transfer bodies and key stakeholders. If no eligible community body expresses interest, it may negotiate with the current operator or tender a repowering opportunity. This is a route specific to the public-land process described by Forestry and Land Scotland; it is not an automatic right for every community or wind farm. (Forestry and Land Scotland, wind farms)
