The Bulwark’s account pairs that argument with polling figures it attributes to Quinnipiac, while acknowledging that the poll’s reported Democratic generic-ballot lead is larger than the margin shown by a polling aggregator it cites.
What does “Trump + AI = Blue Tsunami” mean?
In their Bulwark opinion article, William Kristol, Andrew Egger, and Jim Swift argue that the Trump administration’s approach to AI could become an electoral liability for Republicans. Their reasoning links three things: a reported Democratic advantage on the generic congressional ballot, reported voter preference for stricter AI-development guardrails, and reported dissatisfaction with Trump’s handling of AI.
The “blue tsunami” language is the authors’ forecast about how those issues might combine in an election. It is not a measured result, and the poll figures cited in the article do not show that AI will determine individual votes or an election outcome.
What polling does the article report?
The Bulwark says a Quinnipiac University Poll found that 34% approved and 61% disapproved of Trump’s job performance. On the generic congressional ballot, it reports a 12-percentage-point Democratic lead. The article itself calls that result an outlier against the roughly 8-point Democratic lead in the FiftyPlusOne polling aggregator it cites. It also notes that Republicans won the national House vote by 2.6% in 2024.

The article reports these AI-related Quinnipiac results:
| Question or measure | Reported result |
|---|---|

| Republican respondents’ preference on guardrails versus expanded development | 52% preferred stricter guardrails; 29% preferred expanded development |
| Priority: AI safety versus keeping the United States at the forefront of innovation | 79% prioritized safety; 15% chose innovation |
| Republican respondents’ priority: safety versus innovation | 62% prioritized safety; 32% chose innovation |
| Approval of Trump’s handling of AI | 25% approved; 58% disapproved |
| Which party respondents preferred on AI | 42% preferred the Democratic Party; 29% the Republican Party |
These figures are reported by The Bulwark as findings from the Quinnipiac poll; the underlying questionnaire and results were not independently reviewed for this account. The article does not state the poll’s publication year in the returned text. It says the survey was in the field over the weekend before the White House lunch it discusses, but gives no exact field dates. The results therefore cannot measure a response to that lunch.

What do the numbers establish—and what do they not?
As presented by The Bulwark, the poll suggests that respondents favored safety-oriented AI policy and that the Democratic Party had an advantage over the Republican Party on AI. The reported 71% figure concerns whether people say they would be more likely to vote for a candidate who supports stricter guardrails. That is a stated preference, not evidence that AI is a decisive voting issue or that those respondents will cast ballots accordingly.
The generic-ballot result also needs context: the 12-point Democratic lead attributed to Quinnipiac is larger than the roughly 8-point lead the article attributes to FiftyPlusOne. Neither figure, as reported in the article, establishes the eventual outcome of a congressional election.

What administration actions does the article describe?
The authors say Trump issued an executive order rebranding “Artificial Intelligence” as “Super Intelligence” and that the White House released a “White House Accord on Super Intelligence” setting out broad self-regulatory principles. They characterize the order as describing the technologies as “transformative” and capable of enabling “what was previously impossible.” Those are descriptions and quotations relayed by the opinion article; the order and accord were not separately checked here.
On how the accord came together, the article relays Semafor’s account that Mark Zuckerberg proposed the idea in a conversation with House Speaker Mike Johnson, then discussed principles with Nvidia CEO Jensen Huang. It says Zuckerberg circulated a draft and Huang gathered support. The Bulwark characterizes this account as apparently resting on a single source, so it should be treated as attributed reporting rather than an independently established history.

Could AI become a midterm issue?
The article’s case is that Democrats might use AI policy to argue that Republicans are out of step with voters who want stronger safeguards. The reported poll figures provide a basis for that political argument, but they do not settle whether candidates will emphasize AI, whether voters will prioritize it over other issues, or whether it will affect election results. “Blue tsunami” is therefore best read as a campaign-risk thesis, not a prediction supported directly by a ballot poll.
