Le président kényan William Ruto et Aliko Dangote, dirigeant du Dangote Group, ont participé à la cérémonie de lancement dans le comté de Lamu. Le projet prévoit une raffinerie conçue pour traiter 700 000 barils de pétrole brut par jour, selon Associated Press et le ministère kényan de l’Information.
Il ne s’agit pas seulement d’une raffinerie isolée. Le plan présenté par le gouvernement comprend aussi une centrale électrique de 1 000 MW, ainsi que des activités de fabrication d’engrais et de produits chimiques. Ces installations font partie du projet annoncé; leur réalisation et leurs retombées ne sont pas encore des résultats acquis.
Nairobi rattache le complexe au développement du corridor LAPSSET et à l’approvisionnement des marchés régionaux d’Afrique de l’Est. Il s’agit là d’objectifs officiels, et non d’effets déjà constatés.

Pourquoi « en un temps record » n’est pas démontré
Associated Press rapporte un délai prévu de 40 mois. Ce chiffre décrit un calendrier annoncé à partir du lancement du chantier, pas une durée de construction déjà observée. Pour parler de record, il faudrait notamment comparer des projets de capacité et de périmètre similaires, en partant du même jalon. Les informations publiées ne fournissent pas ce benchmark.
La formulation vérifiable est donc la suivante : le chantier a été lancé le 30 septembre 2026 et Dangote vise un achèvement dans 40 mois, selon Associated Press. Elle distingue le lancement effectif de la date d’achèvement prévue.

Équipements annoncés et rôle de Honeywell
Le ministère kényan des Transports a indiqué que plus de 110 équipements se trouvaient déjà sur le site le jour du lancement et que 400 autres devaient arriver au cours des 60 jours suivants. Ces chiffres sont ceux de l’annonce gouvernementale, rapportée par le ministère kényan des Transports; ils ne constituent pas un bilan indépendant des livraisons ultérieures.
Honeywell a annoncé avoir été sélectionnée pour fournir des technologies de procédés, des licences, des services d’ingénierie, des catalyseurs, des équipements et des solutions numériques. Son communiqué décrit le périmètre de sa collaboration annoncée, pas l’avancement global des travaux.

Les montants d’investissement publiés varient entre 15 et 17 milliards de dollars. Associated Press rapporte 16 milliards, mais les chiffres disponibles ne permettent pas de vérifier qu’ils couvrent tous le même périmètre. Le montant doit donc être attribué à sa source plutôt que présenté comme une valeur unique incontestée.
Les enjeux locaux restent à suivre
Avant la cérémonie, Kenya News Agency rapportait qu’un responsable local disait que la participation publique n’avait pas encore été organisée et que des dirigeants et propriétaires fonciers proches du site demeuraient dans l’incertitude quant au déroulement du projet. Cet article précédant le lancement ne permet pas de savoir si ces préoccupations ont depuis été résolues. Il ne suffit donc pas à les présenter comme la situation actuelle.

Les bénéfices économiques, les emplois, les consultations locales, le financement et le rythme des travaux sont des éléments qui peuvent évoluer. Les annonces de lancement, les livraisons attendues et les objectifs officiels ne prouvent pas à eux seuls que ces résultats seront atteints.

- La capacité nominale des raffineries comparées, exprimée en barils par jour.
- Le même point de départ et le même jalon d’achèvement pour calculer les délais.
- Le périmètre des installations incluses, notamment les unités industrielles et la centrale prévue à Lamu.
- Le statut du financement et l’avancement réel du chantier, plutôt que les seules dates annoncées.
Sans ces éléments comparables, les 40 mois restent un objectif de calendrier, pas la preuve que le projet établira un record.
