Former Coral Gables commissioner Kirk Menendez alleged in September 2025 that he withdrew from a 2023 coffee meeting after hearing someone might offer him $100,000 to support moving city elections from April to November. City officials referred the allegation to state authorities, but the available reporting does not establish that an offer was made or verify a final investigative finding.
What did Kirk Menendez allege?
During a September 10, 2025, Coral Gables Commission debate over his proposed appointment to the city’s Planning and Zoning Board, Menendez said he had heard in 2023 that a person might offer him $100,000 in exchange for supporting a change to the city’s election schedule. At the time, officials were discussing moving elections from April in odd-numbered years to November in even-numbered years.
Menendez said he canceled a coffee meeting after hearing about the possible offer. He did not identify the person who had invited him, telling the Miami Herald that “the meeting never happened.” The cited coverage does not confirm that an offer was made or identify a verified would-be offeror.
How did officials respond?
Mayor Vince Lago asked the city to notify state authorities and criticized Menendez for not contacting them when he first heard about the possible offer. Lago also described the allegation as damaging to his reputation. Those comments reflect the mayor’s response; they do not independently establish whether the allegation is true.

Lago also asked the city to notify the Florida Commission on Ethics.
At the time of the contemporaneous report, State Attorney’s Office spokesperson Ed Griffith said prosecutors would be interested in speaking with Menendez as they began gathering information. Griffith said “all allegations of an attempt to bribe an elected official must be taken seriously.” That was an initial response to a referral, not a finding that an attempted bribe occurred.

What is known—and what remains unverified?
- Documented: Menendez publicly made the allegation during the September 2025 appointment debate, and city officials referred a transcript to state authorities.
- Not established in the cited reporting: whether anyone actually offered money, who might have made an offer, or whether the claim was corroborated.
- No final outcome verified: the available coverage does not establish that prosecutors or the ethics commission closed the matter, substantiated the allegation, or brought charges.
A referral means officials sent information for review. It is not itself a determination that a crime occurred, a charge, or an adjudication. Any later account of a final outcome should be tied to a dated official record or direct statement.
Why was the allegation raised at the board appointment?
The allegation became public amid a dispute over Menendez’s proposed appointment to the Planning and Zoning Board. The commission rejected the appointment 3–2, according to the Miami Herald. Mayor Lago, Vice Mayor Rhonda Anderson, and Commissioner Richard Lara cited multiple concerns, including scrutiny of the Coral Gables War Memorial Youth Center Association, whose president Menendez was.

The board vote and the association-related concerns are separate from the alleged offer. The vote neither proves nor disproves Menendez’s account.

The public record described in contemporaneous coverage shows an allegation and official referrals—not a verified bribe or a final ruling. Menendez’s claim concerned a possible $100,000 offer tied to a proposed change in election timing, but the identity of any offeror and the existence of an actual offer remain unestablished in those reports.

The dispute should also be kept distinct from a separate 2024 city audit controversy. In that matter, the Herald reported that a partial review had identified “no misuse of City funds” in Amazon purchasing-card spending from June 2023 through January 2024, while covering only eight months of an intended two-year review. That audit issue does not establish anything about Menendez’s allegation.
