Munster Rugby’s 2023 United Rugby Championship (URC) title was a defining achievement of Ian Flanagan’s seven-year tenure as chief executive. But as Flanagan prepares to step down at the end of October 2026, his final stretch in the role has also been marked by reported financial deficits and a governance controversy over the attempted appointment of attack coach Roger Randle. The findings of the board-commissioned review into that process were not included in the Irish Examiner’s October 2 report, so the outcome remains unresolved in the account available here.
What defined Ian Flanagan’s tenure at Munster?
Flanagan was appointed CEO seven years before his planned departure, succeeding the late Garrett Fitzgerald. The sporting high point came in 2023, when Munster won the URC title—its first trophy since 2011. The Irish Examiner also credited Flanagan with playing a pivotal role in delivering the province’s €7.3 million Centre of Excellence in Cork, which opened in 2025.
Those achievements form one part of the record. The reported financial position, the process behind the Randle appointment, and the response from former players and other stakeholders form another. A championship does not settle questions about governance or finances, just as controversy does not erase sporting and infrastructure achievements.
Why is Flanagan stepping down?
The Irish Examiner reported on October 2, 2026, that Flanagan planned to leave at the end of that month. The report does not establish a single cause for his decision. It sets his departure against a difficult recent period for Munster, including financial pressure and criticism of the Randle hiring process.

At the time of the report, Munster’s board had commissioned an independent governance and organisational review. Its findings were not provided in the article, so it would be premature to treat the controversy as a completed account of why Flanagan is leaving.
What financial pressure did Munster report?
According to the Irish Examiner, Munster stated at its June 30, 2026 AGM that it had recorded a €1 million capital deficit for 2024–25. The province also forecast a similar deficit for 2025–26; that was a forecast, not a final result. The article said the accounts for that later period were expected the following June.

The report linked the pressure to the lack of home knockout draws and away quarter-final defeats: Munster lost to the Sharks in South Africa in 2025 and to the Bulls on May 30, 2026. It also cited European exits at Exeter and Bordeaux-Bègles. This is the Irish Examiner’s account of the pressures; the article did not include Munster’s underlying AGM accounts or a breakdown of the causes.
What was the Roger Randle controversy?
Munster’s attempted appointment of Roger Randle as attack coach was followed by the cancellation of the arrangement by mutual consent. The episode prompted the board to commission an independent governance and organisational review in May 2026, according to the Irish Examiner.

The review was led by Dr Martin Kelleher and undertaken by The Governance Company. The newspaper reported that delivery was expected by the end of September 2026, but its October 2 article did not give the findings or establish whether they had been published. No conclusion about the review’s findings can be drawn from that report.
The report also referred to a 1997 rape allegation concerning Randle. It supplied no legal outcome, and an allegation should not be treated as proof of guilt.

How did players and other stakeholders respond?
The Irish Examiner reported that the hiring process led three former players—Billy Holland, Killian Keane and Mick O’Driscoll—to resign from Munster’s Professional Games Committee. It also said public backlash prompted departures from the voluntary Commercial Advisory Group.
Flanagan acknowledged the criticism. “I understand that. I accept it. I acknowledge it,” he said, according to the report. He also said he wanted Munster to “re-establish trust” and “strengthen our processes and our governance so that it doesn’t happen again.” Those are his stated intentions, not findings that the review had already confirmed.

Former Munster captain Peter O’Mahony, speaking in a podcast interview discussed in the report, was more blunt when asked whether the organisation was well run: “No, I don’t,” he said. “I think Munster needs to have a good look at the governance of the building, the governance of the whole organisation, and I think it needs change.” These are O’Mahony’s views, not an independent determination of Munster’s governance.
Was Munster Rugby well run under Flanagan?
The available account presents a mixed record rather than a definitive verdict. Munster won a major trophy and completed a significant Cork facility during Flanagan’s tenure. At the same time, the Irish Examiner reported a capital deficit, forecast a similar deficit for the following year, and described a contested hiring process that led to resignations and a board-commissioned review.
The review’s conclusions are central to assessing the governance dispute, but they are not set out in the October 2 report. Without those findings and fuller financial detail, it is possible to distinguish the reported achievements, figures and criticism, but not to claim that they prove a complete judgment on the organisation or on Flanagan’s leadership.
