Claim Check: Did 73% of People Allocated Social Housing in Dublin Go to Irish Citizens?

A reported figure says 73% of social homes in Dublin went to Irish citizens, but the statistic cannot be verified from the material available: the underlying Dublin City Council data, time period and definition of “Irish” are not accessible. Treat it as an unconfirmed claim, not an established description of allocations.

What the 73% figure claims—and what is missing

An indexed Irlandia24 report attributes the figure to new Dublin City Council data and phrases it as 73% of social homes going to Irish citizens. The report itself could not be inspected, and no underlying council table or release was available to check. The claim therefore lacks the information needed to establish what was counted or whether the percentage is accurate.

In particular, the source material does not establish:

  • the allocation period covered;
  • whether the count refers to people, households or tenancies;
  • whether “Dublin” means Dublin City Council or a wider area;
  • whether the denominator covers all allocations or only a particular category of home or scheme;
  • how records with unknown, joint or multiple nationalities were treated; or
  • what the source means by “Irish.”

“Irish” needs a defined measure

Citizenship, nationality, country of birth and ethnicity are not interchangeable. The accessible report wording refers to Irish citizens, but without the original council table it is not possible to confirm that this is the category the council recorded—or whether the indexed wording accurately reflects the data. The figure should not be relabelled as a share of Irish-born people or people of Irish ethnicity.

What allocation rules can—and cannot—tell us

Irish legislation provides for local authorities to adopt allocation schemes governing the order or priority in which dwellings are allocated. That legal framework does not establish the demographic profile of allocations in a particular year, nor does it show that citizenship determined who received a home. A claim about recipients’ characteristics requires the relevant allocation data and its definitions.

Do not confuse it with another Dublin-related 73%

A separate Irish Times report published on 8 June 2023 said that 73% of new-build social housing units delivered in 2022 came through the private sector. That is a figure about how homes were delivered, not the nationality of people allocated homes. The matching percentage does not corroborate the claim about Irish recipients.

What other official material establishes

The Housing Agency’s 2025 report listing covers demographic and socio-economic profiles of social-housing applicants and HAP recipients, but the available indexed extract does not provide this Dublin allocation statistic. Census 2022 material on Dublin housing offers broader housing context; the indexed passage does not report the nationality of social-housing allocations. Neither should be presented as confirmation of the 73% claim.

What would be needed to verify the claim

A reliable check would require the original Dublin City Council release or table and its accompanying notes. It should state the period, geography, population counted, allocation categories included, recorded definition of “Irish,” and treatment of missing or multiple-category records. Any comparison with population figures would also need matching dates, geography and definitions; applicant or waiting-list demographics are not a substitute for completed allocation data.
