Delhi’s draft excise policy has been sent to the Union government for approval, but it was not confirmed as approved or in force in reporting available on 3 October 2026. Officials expected it could be notified and implemented in October, before Diwali; that remains a forecast, not a start date. The proposals reported so far point to government-run liquor retail continuing, while possible changes to outlets, premium brands, hospitality rules, margins and duty remain unsettled.
When could Delhi’s new excise policy take effect?
Hindustan Times reported on 1 October that Chief Minister Rekha Gupta and a ministerial committee had cleared the draft and sent it to the Union government for approval. An unnamed Delhi government official said, “Once the necessary approvals are received, the policy is likely to be notified and implemented in October.” The report therefore described a possible October rollout before Diwali, not an officially confirmed deadline or effective date. The Delhi Excise Department’s notifications page, as displayed on 3 October, listed notices including a 24 September dry-day order and July country-liquor notices, but did not show the new policy in that visible listing. That limited check does not rule out a notification elsewhere or one posted later. For a confirmed start date, look for the final government notification and its commencement provisions rather than relying on the reported forecast. Delhi Excise Department notifications
What changes have been reported in the draft?
The final policy text was not available in the reporting reviewed by 3 October. The following are proposals or expectations attributed to officials, not settled rules.

Government corporations are expected to keep running retail shops
Hindustan Times reported that government corporations are expected to continue operating liquor outlets and that private retail players are not expected to return. An unnamed official said, “The retail stores will remain operated by government corporations, though their numbers may increase. However, it will not be open to private players.” The same report said four government corporations operate more than 700 outlets in Delhi. More premium brands and possible outlet changes
The report said the proposal may change how outlets operate and increase premium-brand availability; the number of government-run shops may also rise. It did not establish the final shop count, outlet format, brand range or implementation details.

Hotel, club and restaurant rules remain unclear
Officials said the government was examining liquor-related provisions for hotels, clubs and restaurants. No final service-hours rule or other confirmed hospitality requirement was reported, so businesses and customers should not treat any particular hours or conditions as settled.
Could liquor prices rise?
Possibly, but no new price, duty rate or retail margin has been confirmed. The Indian Express reported on 28 September that officials were considering higher fixed retail margins and excise duty, which could push prices up. An increase in either could affect prices, but the impact would depend on the final policy and how it applies across beverage types and price slabs. Brewers Association of India Director General Vinod Giri told the paper, “If the government is looking at excise duty as a means of increasing revenue, there may be some headroom to raise it.” That is his assessment, not a published government decision. The Indian Express also reported current-system figures: an official cited retail-margin caps of ₹50 per bottle on Indian Made Foreign Liquor and ₹100 per bottle on foreign liquor. It reported excise duty of 30% to 300% on Indian spirits across wholesale-price slabs, rather than one uniform rate. The paper quoted Giri citing 150% duty on beer and 85% on imported liquor; those two figures are his description of the current system, not independently verified official schedules. None of these figures is a confirmed proposed rate or proof that every product’s price will rise.

The Delhi Legislative Assembly Public Accounts Committee’s 19 March 2026 document said the government was framing a new policy and urged attention to licensing transparency, fair competition, digital monitoring and public health. Those are committee recommendations, not evidence that the draft contains those specific provisions. Why is the new policy being watched closely?
The earlier 2021–22 framework was withdrawn in 2022 amid allegations of irregularities and corruption. Hindustan Times reported that the CBI and Enforcement Directorate investigated the case and that a Delhi court discharged former chief minister Arvind Kejriwal, former deputy chief minister Manish Sisodia and others in the CBI case in February 2026, while related proceedings continued. That court development concerns the CBI case and should not be read as a resolution of all related proceedings. Hindustan Times, 1 October 2026
For consumers, the immediate practical distinction is between a reported proposal and an enforceable change: until a final notification is published, the reported rollout date, retail arrangements and possible price increases should not be treated as confirmed policy.
