The Union Cabinet announcement confirms that goal, but does not yet explain exactly how an ambulance will be detected or how signal priority will operate at each junction.
What Delhi approved
On 30 September 2026, the Cabinet Committee on Economic Affairs approved Delhi Police’s ITMS at an estimated cost of ₹1,789.52 crore, inclusive of taxes. The Press Information Bureau says the project will cover 42 identified traffic corridors in three phases over 24 months, followed by five years of operation and maintenance. These are planned project figures, not evidence of a live system’s performance. The PIB announcement sets out the approval and intended capabilities.
The planned network includes 1,092 adaptive traffic control locations and 1,029 enforcement locations. Delhi Police will select a Master System Integrator through competitive bidding, while C-DAC will provide technical support as Project Management Consultant. The announcement also cites around 71 lakh active registered vehicles in Delhi as context for the project.
How adaptive signals could help an ambulance
Adaptive traffic control adjusts signal timings to prevailing traffic conditions and coordinates signals along identified corridors. In principle, an emergency-vehicle priority function could use that coordinated network to give an ambulance a sequence of clearer junctions, rather than treating each traffic light as an isolated obstacle. The official description says the ITMS will facilitate green corridors and priority movement for emergency vehicles, enabling faster passage through congested stretches.

That is the stated objective, not a published operating specification. The Cabinet announcement does not say whether an ambulance will be identified through an onboard device, GPS or automatic vehicle-location feed, a dispatch-system connection, siren detection, operator input, or another method. It also does not set out who authorizes priority, how conflicting pedestrian and cross-traffic movements are managed, or what happens if a vehicle is outside detection range.
What is known—and not known—about signal priority
Hindustan Times reported an explanation from S. Velmurugan, senior adviser at the National Council of Applied Economic Research: emergency vehicles could carry sensors that communicate with traffic signals; a detected vehicle could trigger a green light until it clears an intersection, with the process repeated at later signals. This is expert commentary describing a possible mechanism, not a confirmed ITMS design. The report also says what happens when a vehicle is outside the stipulated detection range remains to be worked out by Delhi Traffic Police and implementers. Read the Hindustan Times report.

Implementation details will determine how the intended priority works in practice. Useful points to watch as the system is rolled out include which corridors and junctions are covered in each phase, how ambulances are detected and priority is authorized, how signals coordinate safely with other road users, and whether police control rooms and emergency dispatch are integrated. The announcement says each later phase will follow evaluation against prescribed testing, commissioning, acceptance, and performance parameters; it does not publish those detailed parameters or measured ambulance travel-time savings.
How this differs from Delhi’s existing green-corridor service
Delhi Traffic Police already describes a Green Corridor service for emergency organ transportation, specifically heart, liver, and kidney transportation. That is a distinct service and should not be taken as confirmation of how the new ITMS will handle ambulance priority. Delhi Traffic Police’s Green Corridor page describes the existing service.

A separate police release dated 12 February 2016 documents a manually coordinated ambulance movement for a critically ill patient travelling from Domestic Airport Terminal 1D toward Medanta Hospital. Police said personnel were deployed along the route and reported that 10.5 km to the Rajokari border was covered in nine minutes. This is a historical example of coordinated traffic management, not a result from the newly approved ITMS. See the 2016 Delhi Traffic Police release.

The approval establishes project scale, rollout plans, system components, and an intended emergency-vehicle benefit. It does not establish that the ITMS is already operational, name a selected system integrator, publish the ambulance-priority workflow, or report measured reductions in ambulance travel times. Faster passage is the intended outcome; whether and how much it improves will depend on deployment and performance in operation.
