Tenants are processed over time, so October 1 is the rollout’s start—not a date when every tenant changes at once. Microsoft’s current plan sets April 1, 2027 as the permanent shutdown date for EWS in Exchange Online. Administrators should inventory EWS-dependent workloads now, plan replacements, and treat any continued EWS access as temporary.
This change applies to Exchange Online, including Microsoft 365 mailboxes. It does not retire EWS in on-premises Exchange Server. Hybrid organizations must check where each mailbox is hosted and which Exchange endpoint each application uses.
What changes for Exchange Online tenants
EWS is an API that applications and integrations can use to access Exchange data. Microsoft announced in 2018 that EWS would no longer receive functionality updates, then set October 2026 as the start of its Exchange Online disablement process in 2023. The current rollout changes the default access state for tenants that have not explicitly chosen to keep EWS enabled.
The tenant setting EWSEnabled can be Null, True, or False. Before rollout, Null is the default and allows EWS. As Microsoft reaches a tenant during the phased deployment, a tenant still at Null is changed to False, which blocks EWS requests. True retains EWS during the transition, subject to Microsoft’s app ID allow-list rules.

Enabling EWS is not a permanent exemption. Microsoft says tenant administrators will lose control of EWSEnabled when EWS is fully and permanently disabled on April 1, 2027. Microsoft’s Exchange Team describes that deadline in its post “Exchange Online EWS, Your Time is Almost Up,” published February 5, 2026 and updated June 19, 2026.
How to tell whether your tenant has changed
Do not infer a tenant’s status from the calendar alone. Microsoft’s rollout is tenant by tenant, and the published sources do not establish the live completion status of any specific tenant. Check your tenant’s configuration and Microsoft 365 Message Center notices; Microsoft says it will provide tenant-specific usage summaries there.

If you have deliberately enabled EWS, review the app ID allow list against actual application needs and Microsoft’s workload-specific instructions. The available guidance does not provide a universal allow-list recipe for every organization, so do not assume that enabling EWS alone guarantees every integration will continue to work.
What administrators should do before the cutoff
- Inventory EWS use. Review EWS Usage Reports and identify internal and third-party applications, service integrations, and scheduled jobs. Record the application owner, affected mailboxes, EWS operations, and business impact. Microsoft also provides the EWS Analyzer to help examine dependencies.
- Check tenant settings and allow-list entries. Compare the tenant’s EWS configuration and active app ID list with observed use. Confirm the requirements for each affected workload rather than carrying forward an old allow list without review.
- Map each operation to a supported replacement. Evaluate Microsoft Graph or another documented option against what the application actually does. Microsoft recommends Graph for supported scenarios, but it is not a universal drop-in replacement for every EWS capability.
- Engage vendors and test migrations. Ask third-party providers for their remediation plans and test replacements against the workflows that matter to your organization. Flag any operation for which Microsoft documents no Graph equivalent before committing to a migration design.
- Finish migration before April 1, 2027. Any EWS continuity during the transition is runway for remediation, not a long-term operating plan.
Microsoft Graph does not cover every EWS capability
Microsoft’s deprecation guidance identifies EWS capabilities that will not be added to Graph, including generic CRUD access for public folders, Microsoft 365 Group mailboxes, and legacy Discovery Mailboxes. If an application depends on one of these operations, do not assume that a straightforward API swap will preserve its behavior. Check Microsoft’s documented alternatives and redesign requirements, and confirm the application vendor’s plans where applicable.

For other workloads, assess parity at the operation level: the fact that an application uses Exchange data does not establish that Graph supports all of its EWS calls. Microsoft’s usage reports and EWS Analyzer can help reveal dependencies; migration decisions still need to account for the required functions and the relevant product guidance.
Workload-specific impact and alternatives
| Workload | What to check | Microsoft’s guidance or limitation |
|---|---|---|
| Skype for Business Server hybrid | Whether an on-premises Skype for Business Server deployment works with Exchange Online mailboxes. | Microsoft describes enabling EWS and allow-listing the Skype server and desktop client app IDs during the transition. An upcoming server update is intended to replace the EWS calls with Graph before April 1, 2027. Purely on-premises Skype for Business and Exchange Server deployments are not affected by this Exchange Online retirement. |
| System Center Service Manager | Whether Service Manager 2022 or 2025 uses Exchange Online for Email Notifications or the Exchange Connector. | Microsoft recommends Exchange Connector 5.0 for impacted connectors. Its documented email-notification workaround is temporary and will not work after EWS is disabled in April 2027. |
| Power Platform cross-tenant email sync | Whether the organization relies on this cross-tenant functionality and its EWS-based behavior. | Microsoft says the functionality is transitioning from EWS to Graph by April 2027. Its guidance covers tenant allow-listing for continuity and Graph application permissions for migration. |
| Cross-tenant Free/Busy, calendars, and MailTips | Whether sharing currently depends on Exchange Organization Relationships or Sharing Policies between Microsoft 365 tenants. | For applicable Microsoft 365-to-Microsoft 365 scenarios, Microsoft documents Cross-Tenant Access Policy as the replacement. The feature is rolling out, so verify availability in each tenant and coordinate with the other organization; bidirectional sharing requires complementary policies. |
| Availability Address Space-based Free/Busy between Microsoft 365 tenants | Whether this is the configuration in use rather than an EWS-dependent sharing flow. | Microsoft says this configuration does not depend on EWS and is not affected by this deprecation. |
How to assess cross-tenant and hybrid environments
Multi-tenant organizations
Being part of a multi-tenant organization does not, by itself, establish that a tenant is affected. The key question is whether a particular sharing workflow calls EWS—for example, through an Exchange Organization Relationship or Sharing Policy—or uses a different mechanism. For the Microsoft 365-to-Microsoft 365 Free/Busy, calendar, and MailTips scenarios covered by Microsoft’s guidance, assess the Cross-Tenant Access Policy migration and confirm that the feature is available in both organizations before switching. Availability Address Space-based Free/Busy is a separate case and does not depend on EWS.

Hybrid Exchange
Separate workloads that access Exchange Online from those that access an on-premises Exchange Server. The retirement described here is for EWS in Exchange Online, not EWS in Exchange Server on-premises. In a hybrid deployment, identify the mailbox location and endpoint for each application call; the fact that a company runs Exchange hybrid does not, on its own, identify which dependencies are affected.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why Microsoft is retiring EWS
The Exchange Team says EWS was built nearly 20 years ago and no longer aligns with Microsoft’s current security, scale, or reliability requirements. Microsoft has directed developers toward Graph for supported scenarios, while acknowledging that some EWS capabilities will not be brought to Graph. For administrators, that makes a workload-by-workload migration assessment more useful than treating the change as a simple endpoint replacement.
