That vacancy rate applies to the reported centrally funded institutions, not to every college or university in India.
What the 34% vacancy figure measures
The 34% figure is the share of sanctioned teaching posts left vacant in the centrally funded institutions covered by the cited data: 14,042 vacancies out of 41,351 posts. Hindustan Times reports that SBI Research drew on data from the Parliamentary Standing Committee on Education. The figure should not be read as a national vacancy rate for all higher-education institutions.
Sanctioned posts are approved positions, not a count of every teaching job that institutions might need. The aggregate also does not establish how long each post was vacant, how recruitment differs between institution types, or whether every institution has the same staffing needs.
Expansion and staffing are different measures
SBI Research’s report, The State of Higher Education in India since 2014, presents a system that expanded over the decade. Hindustan Times reports its FY24 figures as follows:

The same coverage says the number of teachers rose from about 13.7 lakh in 2013–14 to 17.3 lakh in 2023–24. Those system-wide workforce figures and the 34% vacancy rate describe different populations and measures: one tracks reported teacher totals over time, while the other compares vacancies with sanctioned posts in a narrower set of centrally funded institutions. More teachers overall can therefore coexist with substantial vacancies in that set.
Reported vacancy rates by institution category
Hindustan Times also reports category-level vacancy rates attributed to SBI Research. The figures are useful as reported, but the original report’s category table and methodology could not be independently checked; the coverage does not establish the period or denominator details for each category.

These percentages should not be treated as a fully comparable ranking without the underlying source table, common reporting date and confirmation that the categories use consistent definitions and sanctioned-post denominators.

The reported numbers show two things at once: higher-education institutions, enrolment and teacher totals grew over the period described, and a substantial share of sanctioned teaching posts remained unfilled in centrally funded institutions covered by the committee data. They do not, on their own, explain why vacancies persisted, how evenly vacancies are distributed, or what their effect is on teaching quality or student outcomes.

SBI lists the report as dated 30 September 2026. The figures and category rates above are reported by Hindustan Times as findings from that report; the available material does not establish further methodology, a data cut-off for each vacancy rate, or the report’s recommendations.
