That report said the All India Congress Committee (AICC) had not formally announced a successor at the time of publication. Vijay Inder Singla was reported as a frontrunner, but no appointment had been confirmed.
Who will replace Raja Warring as Punjab Congress chief?
There was no confirmed successor in The Indian Express’s October 2 report. It described Vijay Inder Singla as a frontrunner and listed former chief minister Charanjit Singh Channi, Sukhjinder Singh Randhawa, Pargat Singh and Gurjeet Singh Aujla among other names being discussed. These are reported possibilities, not an official shortlist or appointments.
An earlier report also mentioned Sukhbinder Singh Sarkaria. The names in circulation should not be treated as a settled contest: the party had not publicly named its choice in the latest account.
Why is Warring stepping down?
The resignation follows months of reported disagreement within the Punjab Congress and a leadership review. The Indian Express reported that Sachin Pilot, appointed AICC in-charge of Punjab on September 5, consulted party leaders and submitted an organisational assessment. It also reported that some state leaders, including those associated with Channi, had pushed for Warring’s removal. Those accounts describe internal party dynamics and are attributed to reporting, not to a formal party explanation.

Warring offered his own interpretation of Pilot’s view, while stressing that he lacked proof. The Times of India quoted him saying, “I feel that Sachin Pilot may have thought that Raja should be removed. I do not have any concrete evidence for this.” That is Warring’s speculation, not evidence of Pilot’s motive.
What Warring said about his resignation
After meeting Rahul Gandhi on October 2, Warring said: “No one has asked me to resign. Rahul ji had appointed me as state president so I have submitted my resignation to him. Now I am a former president,” according to The Indian Express. The report described him as the outgoing PPCC president and Ludhiana MP.

How the leadership change unfolded
- April 2022: Warring took charge of the Punjab Congress unit after Navjot Singh Sidhu stepped aside following the party’s Assembly election defeat.
- July 2026: The high command retained Warring after an earlier review while assigning roles to other senior leaders. The Indian Express reported that the arrangement did not end internal dissent.
- September 5, 2026: Pilot was appointed AICC in-charge of Punjab, replacing Bhupesh Baghel, according to The Indian Express.
- October 1, 2026: The Indian Express reported, citing party sources, that the high command had decided to replace Warring. India Today also reported a resignation and speculated about possible successors.
- October 2, 2026: The Indian Express reported that Warring submitted his resignation to Rahul Gandhi and said no successor had been formally announced by the AICC at publication.
What remains unconfirmed
Reports said regional, community and factional considerations figured in discussions about the next state chief. The October 1 Indian Express report cited a source who said more than 50 interactions with leaders and district functionaries informed Pilot’s assessment; that is a newspaper-reported account, not an official published count. The same report described Hindus as about 38 per cent of Punjab’s population. That figure is likewise a report-specific claim and should not be treated here as an independently established demographic statistic or as proof of the party’s selection criteria.
The clearest distinction for readers is between the resignation, which Warring publicly described, and the successor decision, which remained unannounced in the latest report. Until AICC formally confirms a name, all candidates should be described as possibilities.
