District officials were asked to verify school-level enrolment and reconcile the figures. The report does not establish which system is correct, explain the cause, or give the verification outcome.
What the reported mismatch means
The 1,07,158 figure is the statewide number of student records covered by the discrepancy as reported by Hindustan Times. It should not be read as a count of missing, duplicate or fictitious students: the report does not establish that. Nor does it explain how the statewide figure was calculated.
The two records come from separate administrative processes. The Ministry of Education describes U-DISE+ as an education management information system and its official statistics portal. UPMSP, meanwhile, describes online registration for Class 9 and 11 students and examination-related records for Classes 10 and 12. These descriptions show that the systems serve distinct administrative purposes; they do not prove that this difference caused the mismatch.
What district officials were asked to do
According to Hindustan Times, Samagra Shiksha (secondary) joint director Vivek Nautiyal directed district inspectors of schools to check each school’s actual enrolment and ensure accurate figures were uploaded to both U-DISE+ and UP Board portals. The newspaper reported that a letter dated 25 September set an October 1 submission deadline. It did not publish a result of the exercise.

Reported district figures point in both directions
The newspaper, citing data shared by Samagra Shiksha, reported districts where U-DISE+ counts exceeded UP Board counts and others where the reverse was true. The district values below are attributed to that account and have not been independently checked against a published district-level table.

These examples should not be added together to recreate the statewide 1,07,158 figure; the report does not describe the method behind that aggregate.

How the figures compare with official U-DISE+ totals
The Ministry of Education’s UDISE+ 2023–24 report records the following Uttar Pradesh enrolment totals across all management types. These figures provide context for scale, not a test of the later discrepancy.

Why accurate enrolment records matter
Hindustan Times says enrolment data is used for secondary-school planning, beneficiary entitlements, gross and net enrolment ratios, transitions from Class 8 to 9 and Class 10 to 11, and efforts to bring out-of-school and dropout children back into education. The report does not document a specific harm caused by this mismatch.

The cited reporting does not say whether the systems use the same reference date, school coverage, enrolment definition or reporting cut-off. It also does not identify whether discrepancies cluster in particular schools, explain the cause, determine which record set is accurate, or publish the district verification findings. The October 1 deadline is a reported deadline, not confirmation that verification was completed or that the portals were corrected.

Those are the key points a published reconciliation would need to clarify: matching academic-year dates and class definitions; comparing school coverage and management categories; checking school and district identifiers; and accounting for registered versus currently enrolled records and updates after transfers or corrections. These are checks needed to compare the systems, not established explanations for this case.
