The Union tourism ministry has given in-principle clearance to a ₹93.94-crore plan to redevelop Maharaja Ajj Sarovar in Kharar under the Swadesh Darshan scheme. That is not the same as final sanction: formal approval, release of funds and tendering were still pending in the reports available on October 3, 2026.
What the project proposes
The plan concerns Maharaja Ajj Sarovar, a waterbody reported to cover 133 kanals along the Kharar–Chandigarh highway. Hindustan Times and The Tribune put the project amount at ₹93.94 crore and identify the Union tourism ministry’s Swadesh Darshan scheme as its funding framework. The reports do not provide an itemized budget or explain how the total would be divided among construction, water works and heritage conservation. (Hindustan Times; The Tribune)
The Tribune reports that the proposed design would shape the Sarovar like a bow and arrow. It also describes a proposal to divert surplus water from the BBMB Kajauli pipeline during winter and on low-demand days to fill the site. These are reported design and operating proposals, not evidence that the infrastructure has been built or that the water plan has been finalized.
Has the project received final approval?
No. The Tribune reports that the proposal received committee-level clearance at a high-level steering committee meeting on September 15, 2026, following three rounds of review beginning in July. It describes the decision as in-principle clearance. Formal sanction was still required before funds could be released to Punjab and tenders could begin.

- Implementation: The Punjab Tourism Department is named as the executing department, but the reports do not confirm that construction has started.
A senior Punjab Tourism Department official told The Tribune that tendering would begin after receipt of the Centre’s formal sanction letter. Punjab Governor Gulab Chand Kataria was reported to have said Union Tourism Minister Gajendra Singh Shekhawat announced the clearance after a meeting in New Delhi; Chief Minister Bhagwant Mann had directed preparation of a project report, according to the coverage.
Why the Sarovar matters
The Sarovar is associated in Hindu tradition with Maharaja Ajj, described in the reports as Lord Rama’s grandfather. This is a religious and traditional association, not a genealogy independently established by the cited coverage.

The Tribune also reports that excavations during the British period found remains associated with Hindu, Buddhist and Jain traditions, and that local protection orders were issued in 1891, 1896 and 1926. Those historical details are reported by the newspaper; the underlying archaeological and archival records are not part of the available coverage. Local preservation efforts have included ghat repairs and community facilities. Hindustan Times describes Shashi Pal Jain, president of the Shri Ram Mandir Ajj Sarovar Vikas Committee, as a long-time advocate for the site.
Water restoration is a separate test of success
Hindustan Times reports that urbanisation has affected the Sarovar’s natural watershed, and says local stakeholders consider restoring water and hydrological and ecological systems important to the site’s long-term success. The proposed Kajauli pipeline diversion could provide a source of water, but the reports do not establish that it would restore the natural watershed or resolve broader ecological concerns.

No independent hydrological assessment, water-quality data or environmental impact analysis is included in the coverage. Nor do the reports set out a final water-management plan. Those details matter alongside the tourism design: a visually distinctive redevelopment and a reliable, ecologically sound water system are related but different requirements.
