Separately, an October 2026 transparency report examined Roblox, Minecraft, Fortnite and Steam; it described different approaches to child safety, but eSafety says a transparency notice alone does not show that a service has deficient practices or breached the law.
What eSafety found on Roblox
In 2026 testing, eSafety said adults could send connection requests to young Australian children without parental or carer consent. It also found adults and children could view and respond to one another’s forum posts outside game environments without consent, children’s connections were visible to anyone on Roblox, and profile details—including account names, connection counts and names, avatar images and non-sensitive biographical information—could be seen without an option to restrict that visibility. These are the regulator’s reported test findings, not an independent assessment of every account or interaction.
Roblox has said it believes it is meeting its obligations under Australia’s Online Safety Act, according to eSafety. That position is distinct from the gaps the regulator said it identified in testing.
What Roblox must change
eSafety accepted a court-enforceable undertaking requiring Roblox to:

- Provide accessible reporting mechanisms and tell users the outcome of their complaints.
- Engage an independent third-party auditor to assess the effectiveness of safety measures, including age-estimation measures.
eSafety said Roblox has three months to implement the changes. If the company breaches the undertaking, the regulator may apply to the Federal Court for an order requiring compliance and other appropriate orders. Commissioner Julie Inman Grant said the independent audit means “Roblox cannot mark their own homework”.
Why this is a later step than Roblox’s earlier commitments
In September 2025, Roblox committed to measures including private-by-default accounts for users under 16, restrictions on adults contacting under-16s without parental consent, disabling some chat features by default until age estimation, and limits on adult-child communication. In February 2026, eSafety said Roblox had told it the previous year that it had delivered those commitments, while the regulator said it would test their implementation and effectiveness directly. The later testing identified gaps, leading to the undertaking. A company’s report that it delivered commitments is not the same as a regulator’s finding that the measures work effectively.

What the October 2026 report says about four services
The transparency report covered responses to compulsory notices issued on 1 April 2026 to Roblox, Mojang Studios (Minecraft), Epic Games (Fortnite) and Valve (Steam and Steam Chat). eSafety asked about measures addressing child sexual exploitation and abuse, violence material and activity, cyberbullying and online hate. The notices sought information on how providers identify, prevent and respond to those harms and how their systems, staffing and safety-by-design choices align with Australia’s Basic Online Safety Expectations.
The report described differences in how services handled user-created games and experiences:

| Service | Approach described by eSafety |
|---|---|
| Fortnite (Epic Games) | Epic reviewed each Fortnite Island before it became available. |
| Roblox | Roblox used tools to detect harmful user-created Experiences after publication. |
| Minecraft (Mojang Studios) | Mojang relied on proactive scanning and user reports to identify higher-risk third-party servers, including servers accessible to people who self-declared as 18 or older. |
| Steam and Steam Chat (Valve) | Valve used pre-publication review but relied on user reports to identify unlawful material in games that were already published. |
eSafety also reported differences in detection tools, age assurance, response times to reports and industry information sharing. These findings summarize information the providers supplied for the reporting period; they are not a new independent audit of every service. The regulator has not identified one platform as the safest on the basis of a single comparative measure.
In a separate release about the notices, Inman Grant said: “Service providers should leverage systems that actually detect and disrupt serious harms before children are exposed to them.” She also warned that offenders may try to move conversations elsewhere: “What we often see after these offenders make contact with children in online game environments, they then move children to private messaging services.”

What the figures say about children’s gaming
eSafety’s 2026 release cited its own research indicating that around 9 in 10 children aged 8 to 17 in Australia had played online games. The same release cited recent national research estimating about 1.7 million Australian children were on Roblox; that is an estimate of children on the platform, not the total number of children in Australia, and it was not a count collected directly by eSafety. Inman Grant described Roblox as the second most popular game with children in Australia.
What parents can reasonably take from the actions
The Roblox undertaking creates specific obligations, but eSafety’s announcement does not establish that the changes have already been completed, audited or shown to reduce harm. Its three-month implementation period and the later audit are important to whether the commitments translate into effective protections.

The wider report is useful as a comparison of the systems providers described, not as a verdict that all four services are unsafe. eSafety has said that issuing a transparency notice does not, by itself, prove deficient safety practices. Its stated concern is the design and operation of safeguards—such as moderation, age assurance and reporting—not simply the fact that children play these games.
