As of the Goa Chief Electoral Officer’s October 1, 2026 update, 88 of the 97 voters left out of the final roll after the Special Intensive Revision (SIR) had submitted fresh Form 6 applications, which were accepted. The other nine were described as three people holding Portuguese passports and six living abroad; officials were trying to contact the six abroad. Reports of the update were published October 2. The individual records and final outcomes for those nine cases have not been published in the sources available.
What changed in the latest Goa SIR update?
The Goa CEO’s office reported that 88 of the 97 voters left out of the final electoral roll had filed fresh Form 6 applications and had been restored to the roll. The update was given on October 1, 2026, and reported by Hindustan Times and The Goan the following day.
The office described the remaining nine as two groups: three Portuguese passport holders and six people residing abroad. It said officials were making efforts to contact the six. The reporting does not provide individual case files or a final determination for any of the nine.
Why do September and October counts differ?
The figures are snapshots from different dates, not necessarily a contradiction. An Election Commission of India (ECI) statement in September 2026 said 81 of the 97 had filled Form 6. The Goa CEO’s later October 1 update put the number of accepted applications at 88. The September figure and continuous-updating process were described in the PIB-hosted ECI statement.

What does Form 6 do, and what can voters do after being left out?
ECI identifies Form 6 as the application for inclusion as a general elector. A voter left out during or after SIR can apply to the Electoral Registration Officer (ERO) for inclusion through continuous updating. The application is checked by the ERO or Assistant Electoral Registration Officer (AERO); inclusion may follow review of the form and supporting material, any objection period, and verification as considered necessary. ECI’s guidance is available in its FAQ on electoral registration.
The ECI’s September statement said Goa booth-level officers had been directed to visit left-out voters and collect forms. That statement also said people left out during or after SIR could seek inclusion through the ERO during continuous updating.

How are overseas residence and Portuguese citizenship different?
Living abroad by itself is not the same as acquiring another country’s citizenship. ECI says an eligible Indian citizen living overseas who has not acquired foreign citizenship may apply as an overseas elector using Form 6A. The route for a general elector is Form 6. ECI’s overseas-voter guidance explains the overseas-elector category.
ECI guidance says a person who is not an Indian citizen—including someone who ceased to be an Indian citizen after acquiring another country’s citizenship—is not eligible for registration on Indian electoral rolls. The reported description of three people as Portuguese passport holders makes citizenship relevant, but the reports do not publish their citizenship records or individual legal determinations. A passport reference in news coverage is not, by itself, a published case adjudication.
