What was the proposed BMC drive?
According to HT’s account of a BMC press note dated September 19, the proposed operation was a three-month drive running from October 1 through December 31, 2026. It was to focus on unauthorised slum structures measuring 14 feet or more, with a reported target of 39,111 structures across Mumbai. The 14-foot figure was reported as the proposed enforcement trigger, not as a final legal finding about any particular home. The available reports do not establish how height would be measured, which department would carry out the operation, or what legal basis and individual notice process would apply.
What happened on October 1?
HT quoted BMC Joint Commissioner (Vigilance) Devendra Singh saying, “There was no special drive announced.” The newspaper also reported that officials said no large-scale citywide action took place on October 1, while routine ward-level action would continue. These are distinct points: an official denied that a special drive had been announced, and HT reported no citywide large-scale operation on day one. That report said the civic administration had not formally clarified whether the September 19 announcement had been withdrawn. The status of the proposed special operation therefore remained unresolved in the reporting available as of October 2—not confirmed as cancelled, and not confirmed as proceeding as announced.

Why the 14-foot threshold drew objections
HT linked the proposed crackdown to structural and public-safety concerns following the Kurla landslide and Mankhurd building collapse. That is the rationale reported for the proposal; the cited coverage does not provide a technical assessment showing that a 14-foot cutoff itself identifies unsafe structures or reduces those hazards.

Corporators asked why 14 feet had been selected and called for consultation with elected representatives and rehabilitation or alternative accommodation for residents affected by enforcement. The reports establish a dispute over the status and terms of a proposed citywide operation. For residents and elected representatives, the key outstanding questions are whether BMC will issue a dated clarification on the operation’s status, how it defines and measures the 14-foot threshold, what authority and notice procedure it will rely on, and whether any rehabilitation or alternative housing process applies. Until those points are formally addressed, the reported announcement and the subsequent denial should not be treated as a clear answer about an individual home.
