What Vance said about the H-1B program
Hindustan Times reported that Vance said technology companies, accounting firms and other employers had “totally taken advantage of” the program. He argued that some employers use H-1B workers to replace U.S. employees with lower-paid foreign workers, rather than to recruit exceptional talent.
To illustrate his point, Vance gave a hypothetical: an employer bringing in an accountant earning $45,000 a year to replace an American accountant earning $60,000. He said that would not be “using the program to bring in a genius,” but “destroying American jobs and defrauding the American people.” Those salary figures were part of his example, not a reported case or a verified statistic.
Vance also said, “My view is the H-1B program is completely broken, and I’d be very supportive of just eliminating it.” The available account attributes the comments to him through a Hindustan Times video or interview report; a complete primary transcript was not available for confirmation.

What he said about the $100,000 payment
Vance defended the payment as a disincentive for employers seeking cheaper labor. As reported by Hindustan Times, he said: “If you’re just trying to replace an American accountant with a cheaper foreign accountant, then you’re not going to pay $100,000.”
That is Vance’s explanation of the policy’s intended effect. The administration has likewise described its restriction as a measure to curb what it calls abuse of the H-1B program and protect U.S. workers. Those are stated policy rationales, not independently established findings about the payment’s effects on wages, hiring or employment.

What the payment policy says—and what is uncertain
The payment requirement is an administration policy distinct from Vance’s proposal to eliminate the program. The policy’s announced scope and its current legal status should not be conflated:

As of October 3, 2026, the reported ruling makes it unsafe to describe the payment as either universally enforceable or universally blocked without the order and any subsequent court action. The reporting available here does not settle how the ruling applies to particular employers, petitions or applicants.

Does Vance’s position mean H-1B is ending?
No. Vance expressed support for eliminating the program, but that statement itself does not end H-1B or alter its eligibility rules. His remarks should be read as an argument about what the program should become, not an announcement of an enacted change.
His core claim is that employers can misuse H-1B to substitute lower-paid foreign workers for U.S. workers. The accountant comparison is his illustration of that concern; it does not establish how often such substitutions occur or measure the program’s overall labor-market effects. No independently verified statistic in the available material resolves those questions.
