The proposed arrangement includes Indian final assembly and integration, with possible component production, but the partners had not finalized the work scope or production plan as of an October 2, 2026 interview. The announcement is not confirmation that an Indian production line is operating.
What the Tata–Javelin agreement proposes
The August 30, 2026 MOU names TASL as the Javelin Joint Venture’s selected Indian prime partner for future in-country co-production efforts. The JJV is a partnership between Raytheon, an RTX business, and Lockheed Martin. The companies say they will explore an Indian facility for final assembly and integration of the Javelin All Up Round (AUR), along with capabilities to produce components. The JJV announcement describes an agreement to explore the work, not a completed production setup.
How the announced supply concept would work
The companies have described a cross-border production concept: U.S. facilities would make specified assemblies and electronics, which would then be sent to India for final assembly and integration.

This is the announced concept, not a finalized workshare plan. The MOU also refers to possible component-production capabilities in India, but the public information does not specify which components, how much work would be localized, or whether the arrangement could expand over time. The companies’ release does not set out a final allocation of manufacturing tasks.

What is confirmed—and what is not
Confirmed: an MOU and a selected Indian partner
The JJV and TASL signed the MOU on August 30, 2026, and TASL was selected as prime partner for future Indian co-production work. This follows an earlier exploration phase; it does not mean production has begun.
Still under discussion: scope, schedule and scale
In an October 2 interview, JJV president Jenna Hunt Frazier said the joint venture and Tata were working toward a mutually agreeable scope and would work with the U.S. and Indian governments on further production details. The interview did not provide a production start date, planned output, Indian workshare percentage or facility capacity. The Hindustan Times interview is the source for that status update.

Not established: exports from an Indian facility
Asked whether Javelins assembled in India might be sold to other countries, JJV vice president Rich Liccion said foreign-government sales were best addressed by the U.S. government. The interview reports no export authorization or commitment. Although the companies describe regional partner readiness as a rationale for the project, that does not establish that Indian output will be allocated to other countries.
Why the companies say they want co-production
The companies present the proposal as a way to strengthen India’s defense industrial base, build local manufacturing expertise and jobs, improve supply resilience, and support faster fielding and sustained readiness for Indo-Pacific partners. Those are stated aims, not measured outcomes: the public announcements and interview provide no estimates for jobs, cost savings, delivery improvements or future facility output.

Liccion, identified in the August 2026 release as a JJV vice president, said the agreement would support “a reliable, locally sourced supply” and regional readiness. TASL chief executive and managing director Sukaran Singh said local assembly was expected to support operational readiness and timely access for India’s armed forces. Both statements describe the companies’ expectations for a proposed effort, not results already achieved. Tata Advanced Systems’ news page also carries Singh’s statement.
How this fits the earlier India discussions
In February 2025, the JJV said it was exploring co-assembly and co-production opportunities in India through a competitive selection process and had an MOU with Bharat Dynamics Limited (BDL) to evaluate possible manufacturing. In August 2026, the JJV announced TASL as its prime partner for future in-country co-production efforts. These are separate stages: BDL was associated with the earlier evaluation MOU, while TASL is named in the 2026 announcement. The earlier release does not establish that BDL is a party to the Tata MOU. The February 2025 JJV release describes that earlier exploration.

What the reported figures do—and do not—show
The JJV said in 2026 that it had produced more than 55,000 Javelin missiles and more than 12,000 reusable Command Launch Units. Those are program-wide production totals reported by the JJV; they do not indicate how many missiles an Indian facility would make. The August release gives the totals.
The Hindustan Times reported in its October 2 interview that the Indian Army’s initial letter of acceptance covered 100 missiles and 25 launch units, valued at around $45.7 million. That figure is reported by the newspaper and is not a production commitment under the Tata MOU; the interview does not provide an Indian co-production quantity or a price per missile.
