Pune PMC Fire-Safety Fee: Reported Rates, Who Pays and What Businesses Must Do

Pune Municipal Corporation (PMC) is directing its fire brigade to recover an annual Fire and Emergency Service Fee from establishments found operating without required approvals or fire-safety measures, according to a Hindustan Times report published October 2, 2026. The reported charge is linked to the built-up area in use, building height and category, and the Annual Statement of Rates (ASR). It does not replace the duty to obtain a Fire NOC, install and maintain required safety measures, or correct violations.

Who does the reported PMC fee apply to?

The October 2, 2026 Hindustan Times report says PMC ordered recovery of the annual fee from establishments found operating without required government approvals and fire-safety measures. Examples named in the report include coaching classes, paying guest facilities, educational buildings, warehouses, scrap shops, hospitals and petrol pumps. These are examples, not a complete list of premises that may be covered.

The report describes the amount as based on the built-up area being used at premises inspected by the fire brigade. It does not establish how officials measure area, treat partial occupancy, or handle a disputed measurement. Nor does the available report set out appeal rights or the consequences of failing to pay this particular charge. Those details should be confirmed with PMC rather than assumed.

The state-level fee framework is distinct: Maharashtra’s Fire Prevention and Life Safety Measures Act applies the statutory Fire and Emergency Service Fee to owners or occupiers of buildings classified in Schedule II. The PMC order’s reported enforcement scope and local implementation details are reported by Hindustan Times; the department order itself was not available for independent review.

How is the annual fee calculated?

The calculation described in the PMC report is annual and tied to the area in use, the applicable ASR value, building height and category. Hindustan Times reported an ASR of ₹27,951 per square metre in the PMC order. The rates it attributed to that order are separate from the statutory Schedule II rates in the Maharashtra Act.

Do not treat these reported amounts as a definitive bill calculation: the reporting does not clarify the measurement rules, rate application details or how PMC classifies every occupancy.

Statutory Schedule II baseline in the Maharashtra Act

The Act’s Schedule II specifies a fee per square metre of built-up area as a percentage of ASR. Its published baseline table uses “institutional,” not “society buildings.” Schedule II defines occupancy using National Building Code categories: institutional includes educational and institutional occupancies such as hospitals; commercial includes specified lodging, boarding and dormitory, assembly, business and mercantile occupancies.

The reported PMC table differs from the statutory table in category labels and in some percentages. The Act permits an authority to enhance rates subject to statutory procedure, including consideration of Fire Protection Fund balances and estimated service expenses. The available material does not establish the order’s adoption process or how PMC maps its “society” category to the Act. Check the rate and category applied to a specific property with PMC.

Does paying the fee clear a fire-safety violation?

No. The fee is not a substitute for approvals, equipment, maintenance or corrective work. The Maharashtra Act requires owners or occupiers of applicable buildings to obtain the relevant provisional, final or renewal Fire Safety Approval and to provide and maintain the required fire-safety measures. PMC’s NOC officer manual also says Fire Service Fees and annual fees should be paid before the final Fire NOC.

In its October 2 report, Hindustan Times quoted PMC chief fire officer Ganesh Sonune saying that strict action would be taken against establishments that fail to comply and that such establishments would be closed. The report’s account of the fee should therefore be read alongside—not instead of—the separate approval and safety duties.

What should an establishment do about its Fire NOC and Form B?

According to the October 2 Hindustan Times report, establishments for which a final Fire NOC is mandatory must begin paying the annual fee one year after the final NOC date. The report says they must renew the final NOC and submit Form B in January and July, certifying that installed fire systems are functional and in proper condition. These timing details are attributed to the reported PMC order.

  1. Confirm the applicable approval. Establish whether the building requires a provisional, final or renewal Fire Safety Approval and identify the applicable occupancy category.
  2. Check the NOC and fee status. PMC’s NOC officer manual describes an online approval workflow and directs payment of Fire Service Fees and annual fees before the final Fire NOC.
  3. Maintain required systems. Keep installed measures functional and in proper condition. A Times of India report dated October 1 quoted a fire department official saying equipment such as fire extinguishers must be available; it did not specify extinguisher type or rating, and a purchase alone does not establish compliance.
  4. Follow the reported renewal and Form B schedule where applicable. The PMC report says final-NOC holders in the covered category should renew and file Form B in January and July. Confirm the requirements and deadlines for the particular premises with PMC.

Are fire-safety audits required?

Maharashtra’s Act provides for Fire and Life Safety Audits for buildings specified under section 45. The audits must be conducted by a licensed auditor at the statutory interval—after an initial period, once every two years—and the owner or occupier must furnish the prescribed certificate. This is not a universal audit requirement for every establishment; applicability depends on whether a building falls within the specified categories. Maharashtra Fire & Emergency Services publishes the Act and rules and lists licensed agencies.

What enforcement activity has PMC reported?

Published enforcement counts refer to different periods and actions, so they should not be added together as a single total.

The September 28 Hindustan Times report described a 2,662-square-metre solar inverter and EV charger manufacturing unit in Mangdewadi. It said officials reported that the operator could not produce several approvals, including a valid fire NOC, and that inspectors found inadequate emergency exits and firefighting systems. The report said the fire brigade issued a notice, the building department began sealing proceedings and a seven-day deadline was given to complete preventive measures. This is a reported case, not a final adjudication.
