That does not mean every reused clip will disappear from the Shorts feed: YouTube says such channels are likely to see less distribution, not that reused content will always be blocked.
What YouTube changed on October 1, 2026
In a TeamYouTube announcement titled “Prioritizing original content on Shorts,” YouTube said it is updating its recommendation systems to “further prioritize original content and reduce the reach” of material re-uploaded from other creators without an original contribution.

The change targets channels that are primarily aggregating or reposting videos with no significant changes. YouTube describes the expected result as reduced Shorts-feed distribution for those channels. It gives no percentage estimate, guaranteed view reduction or channel-specific forecast.
The headline phrase “won’t surface” is therefore stronger than YouTube’s official wording. A reused Short may still be available and may still receive some recommendations; the announcement describes a distribution disadvantage rather than a universal ban.

What counts as a meaningful contribution?
YouTube’s guidance focuses on what the uploader adds for viewers, not on whether the file has been technically altered.
Contributions YouTube specifically encourages
- Original commentary: Explain, analyze or criticize the clip in your own words.
- Unique editing: Restructure the material so the edit creates a new viewing experience rather than simply trimming or resizing it.
- Storytelling: Add a clear narrative, context or reporting structure.
- A distinct point of view: Make your own perspective and presence central to the Short.
Changes that are unlikely to be enough on their own
- Minor cuts, cropping, mirroring, speed changes or filters.
- Template-based videos that swap clips or captions while keeping the same formula.
- Reuploads with no explanation, narration or editorial purpose.
- Compilations that let the original footage do all of the communicative work.
YouTube’s practical test is whether viewers can identify a meaningful difference between the source and the new work. A technical alteration that leaves the original experience essentially intact is not the kind of contribution described in the announcement.

Recommendation reach is not the same as monetization
The October 2026 announcement concerns recommendation distribution. It does not announce a new monetization rule or replace YouTube’s existing channel-review policies.

YouTube’s July 15, 2025 policy update renamed “repetitious content” as “inauthentic content” and clarified that repetitive or mass-produced material is covered. YouTube said that update did not change its reused-content policy.

Can you use someone else’s clip if you add commentary?
Adding commentary can make a reused Short more substantially transformative, but it is not an automatic recommendation or monetization guarantee. YouTube’s monetization examples include clips used for critical review, reaction videos with commentary, sports replays accompanied by explanation, and footage edited into a storyline with commentary.
The commentary should do real work. A sentence pasted onto an otherwise untouched clip, a generic voiceover or captions that merely describe what viewers can already see may not create the meaningful difference YouTube is looking for. Build the Short around your analysis, reporting or argument, and use the borrowed footage as evidence rather than as the whole product.

Does permission make a reused Short safe to monetize?
No. YouTube says its reused-content monetization review is separate from copyright enforcement and can apply even when a creator has permission to use the source. Permission may address one copyright question, but it does not by itself establish that a channel is original enough for monetization.
Creators also need the necessary commercial-use rights for every visual and audio element in a monetized Short. A license, permission message or platform feature should be checked for its actual scope, including music, third-party footage and commercial use.
How creators should adapt their Shorts workflow
- Start with your editorial purpose. Decide what viewers will learn, understand or debate from your version.
- Write the original contribution first. Prepare the commentary, explanation or storyline before selecting supporting clips.
- Use only the footage needed to support that contribution. Do not let a long uninterrupted source segment carry the Short.
- Make your point of view unmistakable. Use your own narration, on-camera presence, reporting or analysis where appropriate.
- Remove template repetition. Vary the substance of each video instead of mass-producing near-identical edits.
- Audit rights separately. Confirm that music, video, images and other assets can be used commercially, even if the source creator gave permission.
- Review the whole channel. YouTube’s monetization assessment considers overall originality and authenticity, not only one successful Short.

- It has not published a numerical reach penalty.
- It has not said that every reused clip will be excluded from recommendations.
- It has not announced that the October 2026 recommendation update changes the July 2025 monetization-policy language.
- It has not said that permission overrides reused-content review.
The practical takeaway is to treat originality as a distribution and monetization advantage, while handling copyright and commercial-use rights as separate compliance work.
