NTFRS (the NT File Replication Service) stops responding when its service process fails, an assertion or consistency check aborts replication, or it cannot reach and authenticate with a replication partner. Disk or path problems, unsupported volumes, file-sharing conflicts, backup/restore locks, DNS, RPC, and disabled Active Directory connection objects can produce the same symptom. Start with the exact FRS event ID and topology details; restarting the service is only an appropriate first step when the event indicates a transient failure.
Read the event ID before changing anything
Open Event Viewer and inspect the FRS log on the affected server and its partner. Record the timestamp, computer, replica set, partner name, and path. FRS log files are named NtFrs_001.log through NtFrs_005.log. The newest event generated after a restart attempt is often more useful than the original symptom.

These meanings come from Microsoft’s FRS event documentation. The event ID is a branch point, not a complete diagnosis: the same code can have different consequences on a domain controller, a member server, or a non-SYSVOL replica set.
Run the non-destructive checks on both replication partners
- Check the service. In
services.msc, find File Replication Service. From an elevated command prompt,net start ntfrsreports whether it is running. If it stops again, capture the new event instead of repeatedly restarting it. - Check storage and paths. Confirm free space on the source, destination, staging, preinstall, and FRS database volumes. Verify that every root and required directory exists, the disks are online, and the volumes use a supported NTFS configuration. A missing drive letter, inaccessible mount, or full staging area can halt replication.
- Review both event logs. Compare timestamps on both partners. A local error may be a consequence of a partner’s earlier shutdown, disk failure, or authentication problem.
- Test name resolution and reachability. Use
ping partner-nameandnslookup partner-namein both directions. Inspect the local configuration withipconfig /all. A failed lookup or inconsistent address points to DNS or network work, not an FRS database repair. - Verify RPC and the secure channel. Event 13508 especially warrants checking firewall rules, routing, time and authentication, and the computer’s domain secure channel. A server that answers ping can still be unable to establish RPC or authenticate.
- Inspect Active Directory Sites and Services. Confirm the inbound connection object exists, is enabled, points to the intended partner, and has a schedule that permits replication. A disabled or unscheduled connection can look like a dead FRS partner.
What to do for partner and connectivity events
Event 13510: the partner may simply be unavailable
Verify that the partner is powered on and that its FRS service is running. If necessary, run net start ntfrs on that server. Test ping and nslookup from each side rather than assuming one-directional success proves the path is healthy. For a transient DNS or lease problem, ipconfig /flushdns, renewing the IP configuration, restarting Netlogon, or restarting FRS can clear the condition. Recheck the event log after each change.

Event 13508: treat it as RPC or authentication until disproved
Check firewall and routing between the partners, forward and reverse DNS, domain membership, and the secure channel. Verify that the partner’s name resolves to the expected address and that both machines use functioning domain DNS. If connectivity tests pass but 13508 persists, compare the reciprocal FRS events and the Active Directory connection object; the problem may be a topology or authentication failure rather than a stopped service.
Path, volume, and backup/restore failures
Confirm every FRS location is usable
FRS needs an accessible root, staging and preinstall locations, and a functioning database volume. Check permissions, free space, disk health, and whether a mount point or drive letter changed. Unsupported file systems, missing directories, sharing violations, and applications holding files open can prevent a replica from progressing.

Check for the documented backup stop condition
For Event 13521, determine whether backup or restore software set the Stop NtFrs from Starting registry value. Do not delete that value casually: Microsoft warns that removing it can cause applications to fail unexpectedly. Coordinate with the backup product owner, confirm the restore operation is complete, and follow the product’s documented cleanup procedure before restarting FRS.
When a restart is appropriate—and when it is not
Microsoft documents net stop ntfrs followed by net start ntfrs for some error states. A single controlled restart is reasonable after correcting a transient service, DNS, or partner condition. It is not a repair for persistent 13508, 13510, or 13555 events, a full disk, a missing volume, or a damaged replica database. Repeated restarts can erase the timing context needed to identify the first failure.

Before any authoritative or non-authoritative initialization, save the event details, FRS logs, server role, replica-set names, partner list, and the current SYSVOL and NETLOGON state. Recovery choices differ sharply between a domain controller and a member server, and an authoritative action can overwrite the copy that other servers need.
Choose remediation by risk and evidence

FRS and SYSVOL: plan the DFSR migration separately
FRS is legacy technology for SYSVOL. Microsoft states that Windows Server 2016 is the last release supporting FRS, and current Windows Server versions use DFSR. A domain that still uses FRS must migrate SYSVOL before adding newer domain controllers; otherwise promotion can fail with a message that the domain is still using deprecated FRS.

The migration guide covers Windows Server 2016, 2019, 2022, and 2025. It uses dfsrmig and is a one-way process: after SYSVOL is migrated to DFSR, it cannot be reverted to FRS. Do not begin while FRS replication is unhealthy. First establish that all domain controllers share a consistent SYSVOL and NETLOGON state, resolve outstanding event errors, document recovery options, and schedule the staged migration. A migration is a strategic modernization project, not a substitute for fixing a broken partner, disk, or DNS path.
Use FRSDiag when the basic checks are inconclusive
Microsoft’s FRSDiag utility can collect a structured diagnostic bundle when event logs and direct tests do not reveal the cause. Run it with an account and permissions appropriate to the server, retain the output with the event timestamps, and compare results from both partners. The bundle is most useful after you have recorded the exact event ID and topology; collecting it does not replace fixing DNS, RPC, storage, or an invalid connection schedule.

A compact decision path
- Service will not stay running: capture the stop event, then inspect disk, paths, backup locks, and the FRS database condition.
- Partner errors (13508/13510): test DNS, RPC, secure channel, firewall, partner power, and reciprocal logs.
- 13521: investigate the backup/restore stop value and application state before changing the registry.
- 13555 or repeated consistency failures: stop treating restarts as the fix; prepare role-specific recovery with a known-good authoritative source.
- Healthy legacy FRS SYSVOL: plan a one-way DFSR migration before introducing newer domain controllers.
