The order covered mobile data and mobile Wi‑Fi across the state from 10:00 a.m. to 1:30 p.m.; voice calls and fixed-line broadband were allowed to remain potentially functional. This is a historical event, not a current shutdown alert as of August 18, 2026.
What Assam ordered
The Assam government issued the order on September 14, 2024, ahead of the next day’s recruitment examination. Reports quoting the notification said mobile internet, cellular mobile data and mobile Wi‑Fi services would be suspended throughout Assam from 10:00 a.m. to 1:30 p.m. on Sunday, September 15. The examination itself was scheduled for 10:30 a.m. to 1:30 p.m. (ETGovernment; Business Standard)
| Item | What the reported order said |
|---|---|
| Notification | Issued September 14, 2024 |
| Restriction | Mobile internet, mobile data and mobile Wi‑Fi |
| Time | 10:00 a.m.–1:30 p.m., September 15, 2024 |
| Duration | Three and a half hours |
| Exam | 10:30 a.m.–1:30 p.m. |
| Services treated differently | Voice calls and fixed-line broadband could remain functional |
That distinction matters. “Internet shutdown” was shorthand for a temporary mobile-data suspension, not a complete cutoff of every communications service. The notification did not guarantee that every permitted voice or wired-broadband connection would work continuously in every location.
Which examination prompted it?
The measure accompanied the written ADRE examination for vacant Grade III, also called Class III, posts in Assam government establishments. The Secondary Education Board of Assam conducted the test on behalf of the State Level Recruitment Commission for Class III posts. Exam-day coverage identified it as the ADRE Grade 3 examination (Hindustan Times).

The scale cited by the government
- 11,23,204 candidates were expected.
- 2,305 examination centres were listed.
- The examination schedule covered centres in 28 districts.
- 429 centres were classified as sensitive because of their location and past incidents of cheating or malpractice.
The 28-district figure describes the examination footprint. It should not be used to narrow the reported service order, which contemporaneous reports described as applying across the entire state.
Why the government suspended mobile data
The government said the restriction was intended to prevent cheating and other malpractice and to support a “free, fair and transparent” examination. Officials also cited public-safety and law-and-order concerns. Reports referred to internet-dependent services such as Facebook, WhatsApp, X/Twitter, Telegram and YouTube as potential channels for unfair means (ThePrint).
Those are the stated reasons for the order, not independent proof that the suspension prevented malpractice. A statewide restriction also affected people who were not taking the examination, including residents who relied on mobile navigation, messaging, digital payments or cloud documents. Suspending mobile data cannot by itself remove every offline or non-network method of cheating, so the policy involved a broad connectivity cost in exchange for the integrity benefit claimed by the government.

What candidates and residents could still do
Connections that could remain available
- Voice calls, where the operator’s voice service remained available.
- Fixed-line broadband connections, including wired connections at homes or institutions.
Services likely to be disrupted
- Cellular data and mobile internet browsing.
- Mobile Wi‑Fi services using the affected networks.
- Internet-dependent apps, including messaging, online maps, ride-hailing and cloud-based files.
Reports do not establish the scale of disruption for every user or location. For anyone facing a similar order, sensible precautions would include downloading or printing an admit card, saving directions and contact numbers offline, carrying cash, and arranging travel before the restriction begins. Google Maps or another online navigation service might be unavailable while travelling, but that is a practical risk rather than a separately measured statewide outcome.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsLegal provisions cited in the notification
Coverage reported that the order invoked Section 5(2) of the Indian Telegraph Act, 1885, together with the Temporary Suspension of Telecom Services (Public Emergency or Public Safety) Rules, 2017. It also cited possible punishment under Section 223 of the Bharatiya Nyaya Sanhita, 2023, along with relevant provisions of the Telegraph Act (ETGovernment).
These citations describe the legal basis asserted by the government. They do not, by themselves, establish that every statutory or procedural safeguard was satisfied, and the available reporting does not show a final court ruling on this specific September 15 order.

What happened on September 15?
The examination went ahead under tight security. Officials and PTI-based reporting said it was held without an untoward incident (ThePrint). That report is an account of the exam-day outcome, not a finding that the connectivity measure was solely responsible for it.
A separate shutdown followed on September 29
Assam later announced another mobile-internet restriction for a different Grade III recruitment test: 8:30 a.m. to 4:30 p.m. on September 29, 2024, an eight-hour window. It was a separate order and should not be merged with the September 15 event (Deccan Herald).
How to describe the event accurately
- Use “mobile internet services were suspended” or “mobile data and mobile Wi‑Fi were restricted.”
- Do not describe it as Assam going completely offline: voice calls and fixed-line broadband were treated differently.
- Keep the dates separate: the order was announced September 14, the first restriction ran September 15, and the later restriction ran September 29.
- Attribute the anti-cheating and public-safety rationale to the government.
- Distinguish the 28 examination districts from the reported statewide scope of the mobile-data order.
The Bottom Line
Assam’s September 15, 2024 measure was a temporary, statewide suspension of mobile data and mobile Wi‑Fi from 10:00 a.m. to 1:30 p.m. for the ADRE Grade III examination. It was not a permanent or complete internet blackout: voice calls and fixed-line broadband could remain available.
