ConfigMgr User Policy Retrieval & Evaluation Cycle: Run, Script, and Troubleshoot It

User Policy Retrieval & Evaluation Cycle is the Configuration Manager (formerly SCCM) client action that requests policy for the currently signed-in user and evaluates what the client receives. It is required when troubleshooting deployments aimed at user collections, but it does not directly install an application. Application applicability, content download, detection, and enforcement happen afterward.

What the action does

The action has two related phases:

1. Request and retrieve user policy

The client asks its management point for assignments associated with the signed-in user, then downloads the resulting policy through the Policy Agent and data-transfer components.

2. Evaluate the downloaded policy

The client evaluates applicability and activates, updates, or revokes policy as necessary. Microsoft’s policy model includes states such as DownloadStarted, DownloadComplete, ApplyPending, Active, and NotApplicable (policy-state documentation).

A successful cycle therefore proves only that a policy request and evaluation were initiated. It does not guarantee that Software Center will show an application or that installation will begin.

User policy versus machine policy

Action Policy target Typical workloads
User Policy Retrieval & Evaluation Cycle The currently signed-in user Applications, packages, configuration, and other deployments assigned to user collections
Machine Policy Retrieval & Evaluation Cycle The device Device-collection deployments, task sequences, computer settings, and hardware configuration

Running machine policy will not make a user-targeted deployment appear, and running user policy will not retrieve a device-targeted deployment. Always verify whether the deployment is aimed at a user collection or a device collection.

Run user policy locally

  1. Sign in as the affected user.
  2. Open Control Panel.
  3. Open Configuration Manager.
  4. Select the Actions tab.
  5. Select User Policy Retrieval & Evaluation Cycle.
  6. Select Run Now.
  7. After a short interval, refresh Software Center or the affected managed application.

Microsoft documents this Control Panel workflow in its client-management guidance. The action list varies with client version, platform, client settings, and installation health. If the action is absent, troubleshoot the client rather than repeatedly clicking other cycles.

Trigger it remotely

Configuration Manager console

  1. Open the Configuration Manager console.
  2. Go to Assets and Compliance → Devices.
  3. Select the target device.
  4. Choose Client Notification on the ribbon.
  5. Select the user-policy request available in your console version.

This sends a client notification; it is not a server-side installation command. The device must be discovered, assigned, reachable, and able to communicate with its management point.

RequestUsersPolicyNow is the documented notification value in Invoke-CMClientAction. Replace ABC with your site code; the exact parameter sets depend on the installed module version.

Lower-level WMI schedule triggers

For scripting or diagnostics, Microsoft documents separate schedule/message operations. They should not be described as a guaranteed one-to-one equivalent of the combined Control Panel label.

Validate user policy

This ID is Policy Agent Validate User Policy / Assignment. See Microsoft’s Send Schedule Tool reference before using schedule IDs in automation.

Prerequisites that determine whether anything happens

  • User policy enabled: The client setting Enable user policy on clients must be enabled. A manual trigger cannot override it (client settings documentation).
  • Correct discovery and membership: User discovery must be working, the user must belong to the target collection, and membership data must be current.
  • Healthy assignment: The client needs a valid assigned site, management point, and authenticated communication path.
  • Internet-based clients: Internet user policy and polling require additional settings and management-point authentication.
  • Multi-session devices: User policy is disabled by default in relevant concurrent-session scenarios. Enable Enable user policy for multiple user sessions only when appropriate; Microsoft notes possible performance impact.
  • Polling expectations: The documented default client policy polling interval is 60 minutes, but it is a configurable interval rather than a delivery guarantee.

A verification workflow that separates policy from installation

1. Verify targeting

  • Confirm user versus device collection targeting.
  • Confirm the affected user is in the collection and that membership has updated.
  • Check whether the deployment is available or required and whether requirements are met.

2. Verify client identity

In the Configuration Manager client, check build number, assigned site, management point, communication status, and the signed-in identity. Microsoft describes these properties and client actions in its client-management tasks guidance.

3. Follow the log sequence

  • PolicyAgent.log: assignment requests and policy download activity.
  • PolicyEvaluator.log: policy evaluation and state changes.
  • PolicyAgentProvider.log: policy-provider changes.
  • LocationServices.log: management-point location.
  • CcmMessaging.log: client-to-management-point communication.
  • CCMNotificationAgent.log: receipt and processing of remote notifications.

Microsoft’s log-files reference explains each log’s scope. Look for an assignment request, management-point response, download completion, and evaluation result—not merely a button click.

4. Check downstream application processing

If policy is present but the application is missing or not installed, inspect AppIntentEval.log for applicability, AppDiscovery.log for detection, AppEnforce.log for installation enforcement, ContentTransferManager.log and CAS.log for content, and execmgr.log for packages and programs. A policy can be downloaded yet remain NotApplicable, fail a requirement, lack content, or fail detection.

5. Use Policy Spy for deeper inspection

Microsoft’s Policy Spy can inspect local policy, request user assignments, evaluate user policy, export policy, and reset policy. Its user-specific operations apply to the currently signed-in user and are best reserved for cases where normal logs do not explain the result.

Common failures and focused remedies

The action is missing

Check that the Configuration Manager client and service are installed and healthy, then review client version, assigned site, user-policy settings, CcmExec.log, and CcmSetup.log. Repair or reinstall only after confirming a client-side fault.

Run Now completes but nothing appears

Recheck collection targeting, user membership, policy enablement, signed-in session, requirements, and Software Center refresh. An uneventful completion is not proof that policy was downloaded or applicable.

Remote notification does not work

Verify that the device is online, client notification is functioning, the console operator has permission, and the notification reached the intended device. Use CCMNotificationAgent.log and CcmMessaging.log to distinguish notification failure from policy failure.

Policy downloads but evaluation fails

Review PolicyEvaluator.log, policy state, client-setting precedence, requirements, applicability, user authentication, group membership, supersedence, and possible policy or WMI corruption. Downloaded and applied are separate states.

Works on the intranet but not the internet

Check internet user-policy and polling settings, CMG or internet-based management-point configuration, authentication, certificates or tokens, proxy behavior, and the supported deployment scenario. Microsoft documents the relevant policy-agent configuration in the SMS_PolicyAgentConfig reference.

Multi-session or terminal-server behavior is different

Confirm whether Enable user policy for multiple user sessions is enabled and appropriate for the workload. Concurrent sessions can change which user context is evaluated.

User is logged on to a domain controller

User-targeted applications may not deploy to users logged on to domain controllers. Treat this as a specific Configuration Manager limitation and consult Microsoft’s domain-controller deployment troubleshooting article.

Final diagnostic checklist

  • The correct user is signed in.
  • The deployment targets a user collection.
  • The user is a current member of that collection.
  • Enable user policy on clients is enabled.
  • The client is assigned, healthy, and communicating with a management point.
  • Logs show a user assignment request and policy download.
  • PolicyEvaluator.log shows the expected applicability state.
  • Application requirements, content, detection, and enforcement have been checked separately.
