Behind the visible text or button is usually a PDF Link annotation: a defined rectangular area that points to an internal destination, such as another page, or triggers an action, commonly opening an external web address.
The PDF viewer reads that annotation, resolves its destination or action, and then moves within the document or hands the URI to a browser or another handler. This is different from sharing the PDF file itself through a web URL.
What a PDF link is
PDF links have two related parts:
- The link annotation: the clickable “hot zone” on a page. It has a geometric position and size, so clicking outside that region does nothing.
- The destination or action: the instruction followed after activation. A destination can move to a page, named destination or view inside the same PDF. An action can open an external URI such as a website.
Visible words such as “Download the 2026 application form” are not the link by themselves. They are text positioned near, or associated with, the annotation. In a tagged PDF, a /Link element connects the text and annotation so assistive technology can identify the link and announce its purpose.
What happens when someone clicks
- The reader clicks or taps a page region.
- The PDF viewer checks whether a Link annotation covers that point.
- The viewer reads the annotation’s destination or action.
- For an internal destination, it changes the current page or view.
- For an external URI, it passes the address to the appropriate browser or handler, subject to viewer security settings.
Results can differ between viewers. A damaged or restricted file, a disabled action, or a viewer’s security policy can prevent navigation even when the annotation exists. PDF actions other than ordinary navigation also have uneven support, so do not assume every reader will execute every action.

An internal link remains part of the document’s navigation. An external link depends on a separate resource that can move, require authentication or become unavailable. Keep those dependencies in mind when publishing a long-lived PDF.
How to make a PDF link before exporting
Creating links in the authoring application is usually the cleanest workflow, especially when accessibility matters.
Microsoft Word or LibreOffice
- Write descriptive link text, such as Download the 2026 application form, instead of relying on an unexplained raw URL.
- Select the text (or an image or shape), open Insert hyperlink, and enter the destination URI or choose a document location.
- For an internal link, select the target heading, bookmark or page location offered by the application.
- Export or save as PDF. If the file will be used with assistive technology, enable tagged or accessible PDF output in the export options.
- Open the exported file in at least one desktop viewer and one browser viewer. Test every link, including links in headers, footers and tables.
Authoring-time links generally preserve the relationship between link text and its annotation better than simply leaving URL-looking text in a document. A string that looks like a URL may be visually clickable in one application yet lack a properly tagged link for screen readers.

Design choices that prevent mistakes
- Use link text that states the destination or purpose.
- Keep the clickable area large enough for touch and keyboard users.
- Do not place a link annotation over unrelated text or an image.
- After changing page size, margins, fonts or layout, retest: the visible text may move while an annotation remains in the wrong place if the export is faulty.
- Use a stable, complete URI for external resources and check it again before distribution.
How to add a link to an existing PDF
If the source document is no longer available, a PDF editor can add an annotation after conversion.

Acrobat workflow
- Open the PDF in Acrobat and choose the link-creation tool (commonly Edit followed by Link, then Add or Edit).
- Drag across the text, button or page region that should be clickable.
- Choose the visible rectangle style, or make the border invisible if the design already indicates interactivity.
- Select the action: open a web page, go to a page view, or choose another available target.
- Enter the URI or select the internal page/view, save a new copy, and test it.
When you add a link by drawing a rectangle, confirm that it covers the intended words and not nearby content. If accessibility is required, inspect the resulting tags and link name; a visually working annotation is not automatically an accessible tagged link.
How to share a PDF as a web link
“Make the PDF a link” can mean two different things. An embedded PDF link is inside the document. A share link is a web address that delivers the PDF file itself.

- Upload the PDF to a host that provides stable access.
- Set the file’s viewing or download permissions.
- Copy the host’s share URL and send that URL to recipients or place it on a web page.
- Test the URL in a private browser window and, if relevant, while signed out. Check whether an account is required, whether the link expires, and whether commenting is allowed.
Acrobat’s documented Share workflow can generate a browser-openable link, with account controls for viewing or commenting. The exact controls depend on the account and sharing settings. A hosted share URL does not automatically create hyperlinks inside the PDF; those are separate objects.
Accessibility requirements for PDF links
Give every link a clear purpose
Link purpose should be understandable from the link text or its surrounding context. “Read more” repeated several times is ambiguous; “Read the 2026 eligibility rules” tells a keyboard or screen-reader user what will happen.
Preserve tagged structure
In a tagged PDF, the /Link structure associates the link’s text with its Link annotation. This relationship lets assistive technology expose a usable name and makes the link discoverable as an interactive element.
Check keyboard access
- Navigate through the document using the viewer’s keyboard focus commands.
- Ensure each link receives focus in a sensible reading order.
- Make sure focus is visible and that activating the link does not depend only on a mouse hover.
- Recheck the tagged structure after any post-export editing.
Automatically detecting text that resembles a URL is not a reliable substitute for creating a real, tagged link during authoring or with a PDF editor’s link tool.
Why a PDF link may not work

Practical validation checklist
- Test internal and external links in the final exported file, not only in the source document.
- Test in a desktop PDF reader and a browser-based viewer.
- Check the exact URI, redirects, authentication and expiration rules.
- Verify that every clickable region aligns with its visible label.
- Use keyboard navigation and a screen reader or accessibility checker to confirm link names and order.
- Open the file after downloading it from the location recipients will use; a local source copy can hide hosting or permission problems.
- Keep a versioned source so links can be repaired when a destination changes.
