When links fail in a wkhtmltopdf PDF, first identify whether the missing link is an external URL or an internal fragment, then check the corresponding link setting, the rendered HTML target, and the exact wkhtmltopdf build. External and internal PDF links have separate controls; the documented defaults are enabled, but the binary or library actually running your job is what matters.
First determine what “not working” means
A link can fail in at least two different ways: the PDF may contain no clickable link annotation, or it may contain one whose destination is wrong or whose navigation does not work as expected. Those are different problems and call for different checks. Open the generated PDF in a viewer and test the link; do not infer from the visible text alone whether a PDF link was created.
- External link: a link to a remote address, such as
https://example.com. - Internal link: a fragment intended to navigate within the document, such as
#section. - Special-origin link: a link in a header, footer, or table of contents (TOC), which may behave differently from a link in the main page.
Also note whether the URL or target is added by JavaScript. If it is, a converter that captures the page before that code runs may render text without a usable link or destination.
Check the link-generation options in the installed build
wkhtmltopdf documents separate options for external and internal PDF links: --enable-external-links and --enable-internal-links. In the documented build, both are enabled by default, and matching --disable-... options turn them off. Library users have corresponding settings, useExternalLinks and useLocalLinks.

Do not assume those defaults describe every package or deployment. Record the version from the executable that runs the job, and inspect that executable’s available help or settings. Historical documentation distinguishes patched from unpatched Qt builds, and distributions may differ. The version on a developer’s laptop may not be the version inside a production container or invoked by a web application.
CLI example: explicitly enable both kinds
For a command-line conversion, pass the options before the input and output paths:
wkhtmltopdf --enable-external-links --enable-internal-links input.html output.pdf
For an HTTP page, the input may instead be a URL:
wkhtmltopdf --enable-external-links --enable-internal-links https://example.com output.pdf

Library example: check the settings passed by your application
If your application uses the library interface, inspect the actual configuration passed to the conversion call. The corresponding setting names are useExternalLinks and useLocalLinks. Set the intended values explicitly if your application or wrapper may be overriding defaults, and verify the result with a small document before changing a larger production job.
Verify the source anchor and rendered destination
For each link, inspect the HTML that wkhtmltopdf actually receives. Confirm that the anchor has a usable href. For an internal link, confirm that the rendered document contains the matching id or named anchor—not merely that the target exists in a template, a different page, or source code that is not included in this conversion.
A minimal internal-link test looks like this:

Convert this small HTML document and test the link in the resulting PDF. If this works but the production page does not, compare the production page’s final rendered HTML and identify what differs: the fragment spelling, the target’s presence, or when either element is created. A fragment only works as an internal destination if the matching target is present in the document being rendered.

The CLI documents JavaScript controls, including --javascript-delay and --window-status. If JavaScript inserts a link or target, make sure conversion waits until that content exists. A fixed delay can help diagnose a timing problem, but a delay that works for one run is not proof that it will suit pages with different load times. Where appropriate, use a completion condition that reflects the page’s own rendering state, and confirm that the condition is reached in the deployed environment.
Test a static version of the same link and target as a control. If the static version works and the dynamically generated version does not, focus on rendering completion and the final DOM rather than toggling link-generation switches repeatedly.

Test header, footer, and TOC links separately
A historical issue report describes footer links pointing to anchors in the main body being emitted as external links. Treat that as a reported edge case, not as evidence of a universal current defect. If the main document’s links work but a footer or TOC link does not, isolate that link origin and test it separately. Record the exact executable version and build when reproducing the issue.
Useful comparisons are:
- A link in the main HTML to another location in the main HTML.
- A header or footer link to an anchor in the main body.
- A TOC link to a destination in the generated document.
Change one case at a time and inspect whether the PDF contains an annotation and what destination it points to. This helps distinguish a link-option problem from a special header/footer or TOC behavior. The historical report does not establish the status of every version or build, so avoid applying its explanation to unrelated failures without reproducing it.
Use a small, controlled reproduction
Before changing production settings, make a minimal HTML file with one external URL and one internal link-target pair. Convert it using the same binary, options, and execution context as the failing job. Then compare it with the failing page. This keeps source markup, JavaScript timing, link origin, and packaging differences from being mixed together.
- Record the runtime: capture the output of
wkhtmltopdf --versionand note which executable or library the application invokes. - Record the conversion settings: check whether external or internal link options are disabled or overridden in the command, wrapper, or library configuration.
- Test the minimal file: include one remote URL and one matching internal fragment and destination.
- Inspect the PDF: use a PDF viewer to test each link and determine whether the annotation is absent or its destination is wrong.
- Restore complexity gradually: add the page’s JavaScript, header/footer, or TOC behavior one at a time until the failure appears.
If the issue follows the binary rather than the HTML, compare the deployed build and its documented options with the environment where the test succeeds. If it follows the page, focus on the final rendered markup and the timing or origin of the link.
What link switches do not control
External and internal link switches govern PDF link annotations; they are not network-access controls. A report against version 0.12.5.0 describes disabling both link types while an external image request still occurred during page loading. That report does not measure how often this happens, but it illustrates why link output and resource loading must be treated as separate behaviors.

Likewise, disabling local-file access and disabling PDF links solve different problems. The project’s security guidance says wkhtmltopdf is not recommended for content the operator does not trust. It describes AppArmor confinement and warns that --disable-local-file-access alone may not prevent filesystem exposure if an attacker exploits a vulnerability in a prebuilt binary. For untrusted HTML, use operating-system and network isolation appropriate to your environment; do not treat link flags as a sandbox.

Performance, reliability, and cost considerations
The available documentation does not establish a universal compatibility matrix across current operating systems and packaged builds, nor a single delay that reliably fits all JavaScript-heavy pages. For reliability, pin or record the executable/library version used in each environment, keep a small link test in the conversion workflow, and inspect the output when changing packages or configuration. Treat a fixed JavaScript delay as a page-specific choice rather than a general guarantee.
No measured failure rate or cost comparison is established for these link problems. The version number in the historical 0.12.5.0 report is an identifier, not a prevalence statistic. Cost decisions therefore depend on your own deployment and whether maintaining the conversion environment is preferable to using a different capture workflow.
