Snipping Tool became part of Windows by Windows Vista. Microsoft’s Vista-era documentation is the clearest primary-source evidence for when the utility was included with Windows. Some secondary histories trace an earlier PowerToy or Windows XP Tablet PC distribution, but the exact first release date is not established by primary documentation. Windows 11 later replaced the classic Snipping Tool and Snip & Sketch with a consolidated app; that was a redesign, not the original introduction.
The short answer: Windows Vista
If “added to Windows” means included with a mainstream Windows release, the best-supported answer is Windows Vista. Microsoft published documentation for Snipping Tool specifically in the Windows Vista era, showing that the utility was available as part of that operating system generation.
That wording matters because “when did Snipping Tool start?” can refer to two different events:
- First reported distribution: a much earlier PowerToy or Tablet PC-related release.
- Documented inclusion with Windows: Windows Vista, which has the clearest Microsoft evidence.
Those are not interchangeable dates. Calling 2002 the definitive Windows-bundling date overstates what the available primary documentation proves.

What the earlier XP and PowerToy claims mean
A secondary history reports a Snipping Tool PowerToy release on November 7, 2002. The same account associates the utility with the Experience Pack for Windows XP Tablet PC Edition 2005. This suggests that some users may have encountered a version before Vista, but it does not establish that every edition of Windows XP included Snipping Tool or that November 7, 2002 was the first release in all forms.
No primary Microsoft source in the material available for this history confirms the exact first-release date or the precise distribution path. The careful conclusion is therefore:
- It is reasonable to describe XP Tablet PC and the PowerToy period as possible predecessors or early distributions.
- It is not safe to say that ordinary Windows XP installations universally included Snipping Tool.
- For a documented Windows inclusion date, use Windows Vista.
Snipping Tool timeline
| Period | What can be said with confidence | How to describe it |
|---|---|---|
| Windows XP Tablet PC era | A secondary reference links Snipping Tool with the Windows XP Tablet PC Edition 2005 Experience Pack. | Possible early distribution; not confirmed here as a standard feature of every XP edition. |
| November 7, 2002 | The same secondary reference reports a PowerToy release on this date. | Reported PowerToy history, not a settled date for Windows inclusion. |
| Windows Vista | Microsoft documentation discusses Snipping Tool in a Vista context. | Best-supported answer for when it became part of Windows. |
| Windows 10 | Microsoft Support documents Snipping Tool for Windows 10. | Established Windows utility in the modern desktop line. |
| Windows 11, 2021 | Microsoft announced a new Snipping Tool combining the classic Snipping Tool and Snip & Sketch experiences. | Later app consolidation, not the original launch. |
Did Windows XP have Snipping Tool?
The most accurate answer is sometimes, depending on the XP product and how the software was obtained. The reported association is with the Tablet PC Edition 2005 Experience Pack rather than a clearly documented feature of every Windows XP edition. A PowerToy distribution is also reported before Vista.
That distinction explains conflicting memories. Someone who used an XP Tablet PC or installed an optional Microsoft package could remember Snipping Tool as an XP-era application, while another XP user might never have seen it. Both experiences can be genuine without making XP the definitive answer to when Snipping Tool was added to Windows.

Why Vista is the historical dividing line
Vista is the first point in this timeline supported directly by Microsoft documentation identifying Snipping Tool in the operating-system context. In a historical answer, an official document tied to a specific Windows release is stronger evidence than an undated recollection or a secondary list of software versions.
It is therefore precise to write: “Snipping Tool was available in Windows Vista; earlier PowerToy and Tablet PC distributions are reported but their exact first-release status is less certain.” That sentence preserves the earlier history without turning an unverified date into a fact.
What changed in Windows 11?
Windows 11 did not introduce Snipping Tool from scratch. Microsoft’s Windows Insider Blog said on August 12, 2021: “In Windows 11, both the classic Snipping Tool and Snip & Sketch apps have been replaced by a new Snipping Tool app that represents the best experiences of both apps in the next evolution of screen capture for Windows.”
The practical result was a consolidated Windows 11 application. The classic utility and the newer Snip & Sketch experience were brought together, so references to “the new Snipping Tool” in Windows 11 describe a later app architecture and interface. They do not move the original introduction date forward to 2021.
What Snipping Tool does today
Microsoft Support covers Snipping Tool on Windows 10 and Windows 11 and describes both image and video snips. That current support is evidence of continuity, not evidence that the tool began with Windows 10 or Windows 11.
For a quick local capture on a supported Windows installation, open Snipping Tool from the Start menu and choose the image or video capture mode offered by your version. Save the resulting file from the app. Labels and available controls can vary between Windows 10 and Windows 11 updates, so follow the controls shown on your installation rather than assuming that an older tutorial’s layout is identical.
When a browser screenshot is a better fit
Snipping Tool captures what is displayed on your Windows desktop. A website screenshot API is different: it loads a URL on a server and returns an image or PDF, which is useful for automated tests, documentation, reports, thumbnails, and scheduled captures.
ScreenshotNeo is a website screenshot API and MCP server for developers. It is the strongest first option when you need clean automated captures: it accepts cookie and consent banners as a visitor and removes more than 60 known consent platforms, newsletter popups, and chat widgets before capture; only clean shots are billed; and each response reports the page verdict and billing status in X-Page-Verdict and X-Billed headers.

ScreenshotNeo options for automated captures
The service exposes 63 options, so you can move beyond a basic viewport grab:
- Capture a full page with lazy-loaded images, or capture one element by CSS selector.
- Choose dark mode, any viewport, 12 device presets, and a retina scale.
- Produce PDFs with paper size, margins, landscape mode, and page ranges.
- Render supplied HTML/CSS, run custom JavaScript, click an element before capture, or hide selectors.
- Wait for a selector, a fixed delay, or network idle before taking the shot.
- Block ads, trackers, selected requests, or resource types.
- Send custom headers, cookies, a user agent, or an Authorization header.
- Set timezone and geolocation, use a transparent background, or resize the image.
- Cache captures with a TTL you choose, create signed links for public
<img>tags, submit asynchronous jobs with signed webhooks, capture up to 100 URLs per bulk call, and read usage through the usage API. - Use the OpenAPI specification or familiar parameter names from other screenshot APIs when switching.
Reliability, billing, and plan choices
ScreenshotNeo does not bill failed or unusable results: bot checks and CAPTCHAs, blank pages, timeouts, failed loads, and cache hits cost nothing. Inspect the X-Page-Verdict and X-Billed headers when you need to distinguish a clean capture from another response state.

Common capture problems and fixes
The output is an error document instead of an image
Check that the request includes a valid access_key, that the URL is fully encoded, and that your client saves the response body only after checking the HTTP status. In cURL, keep --data-urlencode for URLs containing query strings or special characters.
The page is blank or incomplete
Use a selector wait, a delay, or network-idle wait for pages that render after JavaScript starts. For lazy content, enable full-page capture with lazy images loaded. If the page is blocked by a bot check or fails to load, the response verdict identifies that state and it is not billed as a clean shot.
A cookie banner or chat bubble appears
Leave the consent, newsletter, and chat-cleanup steps enabled. ScreenshotNeo handles more than 60 known consent platforms and related overlays before capture; individual cleanup steps can be turned off when a site requires them.
A public image tag cannot access the capture
Use a signed link for public <img> tags instead of exposing your API key in browser code. Keep the key on your server for direct API calls.
Quick Recap
Or skip the browser setup
Use the one-call ScreenshotNeo request above instead of installing Playwright or maintaining a headless browser. Cookie banners, popups, and chat widgets are removed before the shot; bot checks, blank pages, and failed loads are never billed; an MCP server lets AI agents take screenshots; and 1,000 screenshots a month are free with no card.
