If it works there, the problem is local to your browser—usually an extension, stored site data, blocked JavaScript, or a changed setting. If the page fails everywhere, the site’s CSS, JavaScript, overlay, or mobile layout is probably preventing the intended element from scrolling.
Identify whether the browser or website is at fault
- Reload the page normally.
- Open the URL in a private or incognito window. This temporarily avoids most extensions and uses a separate session.
- Try another current browser. Record whether the body, a panel, or a modal is supposed to scroll.
- Test a second viewport size and, on a phone, another mobile browser.
A failure that stays with one browser points to extensions, preferences, cached data, privacy controls, or blocked scripts. A failure that follows the URL across browsers points toward the website’s layout or scripts. Note the browser and version, operating system, URL, viewport, input method (wheel, touch, keyboard, or scrollbar), and the exact region that should move. That information makes a site bug reproducible instead of subjective.
Fast, reversible fixes for visitors
Reload and remove a temporary page state
Use the browser’s reload command, then try a hard reload if the page may contain stale scripts. Close any open menu, dialog, cookie prompt, or search overlay before testing the wheel or Page Down key. A script that leaves an invisible modal active can intercept pointer and keyboard input even when the page looks normal.
Clear cookies and site data for only this site
Delete the affected domain’s cookies, local storage, and cached files, then reload. Use the browser’s site-information icon beside the address bar and choose the site-data or permissions control; avoid clearing all browsing data unless necessary. This can sign you out and reset preferences, but it is reversible by signing in again or restoring the setting.

Disable extensions systematically
Turn off extensions one at a time, starting with ad blockers, privacy and script blockers, custom CSS or appearance tools, reader modes, and keyboard or mouse enhancers. Reload after each change. When scrolling returns, re-enable the other extensions and leave the conflicting one disabled for this site or adjust its rules.
Check scripts, zoom, and accessibility settings
- Confirm JavaScript is allowed for the domain. Many modern pages render content and scrolling containers only after JavaScript runs.
- Return zoom to 100% temporarily. Extreme zoom can expose layout bugs or make a scrollbar appear outside the viewport.
- Check minimum-font, page-style, reader, high-contrast, and forced-color settings. A user stylesheet can change dimensions or overflow behavior.
- Temporarily turn off strict tracking protection or similar content-blocking controls for the site, then test again.
Use keyboard and scrollbar diagnostics
Click the page and press Page Down, Space, or the arrow keys. If the keyboard moves content but a wheel or touch gesture does not, an overlay or pointer-event layer may be intercepting input. If a visible inner scrollbar moves while the page does not, the site uses a nested scrolling container; place the pointer over that panel.
Why a site can appear frozen
Overflow is clipped on the wrong element
CSS rules such as overflow:hidden or overflow:clip can prevent content from being reached. A constrained height, max-height, width, block-size, or inline-size can also create a box that clips its children. The rule may be on html, body, an application shell, a modal wrapper, or a panel rather than on the element you expected.

The real scroll container is nested
Dashboards, chat panes, menus, and app shells often keep document scrolling disabled and assign scrolling to an inner element. The intended container needs a usable height and usually overflow-y:auto (or scroll). Every ancestor must allow that container to occupy space; a flex or grid child may also need a minimum size of zero so it can shrink instead of pushing content outside the viewport.
A fixed or sticky layer covers the page
A position:fixed header, full-screen backdrop, cookie dialog, or chat widget can sit above the page and capture wheel, touch, or click events. Sticky elements can change behavior when an ancestor has overflow enabled. Scroll to the top, inspect the stacking order, and temporarily hide suspected overlays to see whether the underlying content moves.
JavaScript changed scrolling state
Menus and dialogs commonly add a class to body that sets overflow:hidden, then fail to remove it when closed. A runtime error can leave the page in that state. Reloading can clear it for visitors; site owners should inspect the code path that opens and closes every overlay.
Developer diagnosis with browser tools
Find the element that should scroll
- Open DevTools, select the Elements or Inspector panel, and click the content that is inaccessible.
- Walk up through its ancestors, checking
html,body, the app shell, modal wrappers, and panels. - In Computed styles, inspect
overflow,overflow-y,position, and constrained dimensions. - Temporarily uncheck
overflow:hidden,overflow:clip, fixed heights, and suspected overlays. If scrolling immediately returns, narrow the offending rule.

If the values are equal, that element has no overflow; inspect an ancestor or a different panel. If overflow exists but the wheel does nothing, look for an overlay, pointer-events, touch-action rules, event handlers that call preventDefault(), or a different ancestor owning the scroll.

Repair a deliberate nested panel

}Use this pattern only when the application intentionally keeps the outer document fixed. For a normal article page, remove unnecessary height constraints and let the document body scroll. Do not add overflow-y:scroll everywhere: it can create multiple competing scrollbars and a confusing keyboard or touch experience.
Mobile-specific checks
- Rotate the device and test both a narrow and wide viewport.
- Try touch scrolling over the document and over any visible panel; nested panels require the gesture to begin inside that panel.
- Dismiss the on-screen keyboard before judging viewport height. Keyboard-open layouts can temporarily resize or cover the scroll area.
- Check fixed headers, bottom sheets, consent dialogs, and chat controls at the device’s safe-area edges.
- Compare another mobile browser. A URL that fails only on one browser suggests a compatibility or settings issue; a URL that fails on every mobile browser suggests the site layout.
Current major browsers broadly support fixed positioning, but older versions and mobile implementations can differ. Reproduce the issue in current Chrome, Firefox, and Safari when a sticky or fixed layout behaves differently.

Reliability and accessibility checks for site owners
- Keep one clear primary scroll region whenever possible. Multiple scrollbars are difficult with keyboards, touch, and screen magnification.
- Ensure keyboard focus can enter and leave a nested panel, and that users can reach content without a pointer.
- Do not lock body scrolling without providing an accessible, focus-managed modal or panel and a reliable unlock path.
- Test long content, short content, zoomed text, reduced motion, right-to-left layouts, and both portrait and landscape mobile views.
- Use real content and slow-network conditions; a layout that works only after all assets load can appear frozen during startup.
- When reporting a bug, include browser/version, operating system, viewport, URL, expected scroll owner, reproduction steps, and a screen recording or console error.

Why does scrolling work on every site except one?
The site may be setting a browser-specific overflow rule, relying on blocked JavaScript, or placing an invisible overlay over the page. Compare browsers and inspect the affected site’s data and extensions first.
Should I clear all browser history?
No. Clear cookies and site data for the affected domain first; this limits disruption and preserves unrelated logins and preferences.

Is overflow:hidden always a bug?
No. It is valid for intentional app shells and modal states. It becomes a bug when no usable nested scroll container exists or when cleanup fails after the state ends.
