You can run a Windows 11 PC without a permanently attached monitor by setting up a remote-access method and making sure the PC stays powered, awake, and reachable. For a graphical desktop, Microsoft’s Remote Desktop host feature requires Windows 11 Pro. For command-line access, Windows 11 supports OpenSSH Server; PowerShell remoting can use SSH or Windows’ WinRM transport.
What “headless” means for a Windows 11 PC
Here, headless means operating a PC without keeping a monitor connected while retaining a way to administer it remotely. It is not a single Windows switch: you must configure a remote-access path, then ensure power, sleep, and network conditions let you use that path when needed.
The best setup depends on what you need to do. Remote Desktop provides a graphical Windows session, OpenSSH provides secure remote sign-in and command-line control, and PowerShell remoting is for running commands or opening remote PowerShell sessions. These are different tools, not interchangeable names for the same feature.
Choose the right way to connect

For a full desktop, check the target PC’s Windows edition first: Remote Desktop hosting is not the route Microsoft documents for a Windows Home target. For shell access or automation, OpenSSH is a direct option. Use WinRM-based remoting when your administration environment already depends on Windows’ WS-Management transport.

Prepare the PC before removing its monitor
Confirm you can administer it
Configure the chosen remote-access method while you still have a reliable way to work on the PC locally. Note the PC name for Remote Desktop, make sure you have an account permitted to sign in, and test a connection from the device and network you plan to use. A remote-access service can be enabled and still be unreachable because of firewall, network, or sleep settings.
Check Windows edition if you need a graphical desktop
Open Windows specifications in Settings and verify the target edition. Microsoft’s Remote Desktop instructions require Pro on the PC that accepts the connection. A client device can use Windows Home or another operating system, but that does not change the edition requirement on the host.
Check network and firewall access
For OpenSSH Server, verify that the inbound OpenSSH firewall rule exists and permits TCP port 22 on the network profile you actually use. The OpenSSH service being installed or running does not by itself guarantee that a connection can cross the Windows firewall. For WinRM, follow the firewall and network-profile requirements for your environment rather than assuming its rules match SSH.

Set up OpenSSH Server for command-line access
Microsoft documents OpenSSH as a Windows 11 option for remote sign-in. Its SSH traffic is encrypted between client and server. The following service commands are run in an elevated PowerShell window on the Windows 11 PC:

- Install the OpenSSH Server Feature on Demand if it is not already installed. Windows services the in-box OpenSSH feature through Windows Update; follow the current Microsoft installation instructions for the available install method.
- Start the SSH server service:
Start-Service sshd. - If the PC should accept SSH connections after a restart, configure the service for automatic startup:
Set-Service -Name sshd -StartupType Automatic. - Check that the inbound firewall rule for OpenSSH Server allows TCP port 22. Adjust its scope to suit the network and administration policy rather than opening access more broadly than needed.
- From a separate client, connect using an SSH client, the Windows PC’s reachable name or address, and an account authorized on the target. Test sign-in before relying on the PC without a display.
OpenSSH gives you a remote sign-in path; it does not create a graphical desktop session. Use Remote Desktop if you need to see and interact with the Windows desktop.
Enable PowerShell remoting
Use SSH transport
PowerShell remoting over SSH is useful when you want PowerShell sessions or commands and need SSH transport, including from a non-Windows client. The documented feature requires PowerShell 6 or later plus an SSH client and server. It can authenticate with a password or an SSH private key. Use Microsoft’s SSH remoting instructions for the client and server configuration and connection syntax appropriate to your PowerShell version.

There is an important capability difference: Microsoft says SSH remoting does not currently support remote endpoint configuration or Just Enough Administration. If you depend on those controls, check whether SSH transport meets your administration requirements before choosing it.
Use WinRM transport
WinRM is Windows’ WS-Management remoting transport. To enable a Windows PC to receive PowerShell remoting connections, run Enable-PSRemoting in elevated PowerShell on the target, then verify the network-profile and firewall scope for the environment. Review Microsoft’s requirements for the relevant permissions and configuration. Do not assume a setup suitable for one network profile is appropriate for another.
Enable Remote Desktop for a graphical session
- On a Windows 11 Pro target, open Settings > System > Remote Desktop.
- Turn on Remote Desktop and note the PC name shown for connecting.
- From another device, open a Remote Desktop client, enter the target PC name, and sign in with an account authorized on that PC. Microsoft describes Windows Remote Desktop Connection and Windows App on supported Apple clients in its Remote Desktop instructions.
- Test the session from the location and network you expect to use. Resolve sign-in, firewall, or reachability problems before leaving the target without a monitor.
Remote Desktop is the graphical-access choice; enabling it does not prevent the PC from sleeping, guarantee that it is reachable from outside its local network, or change the host-edition requirement.

Keep the headless PC awake and reachable
Turning off the screen and putting the PC to sleep are different power states. A sleeping PC may not accept an ordinary remote connection until it wakes. In Windows 11, review Settings > System > Power & battery > Screen, sleep, & hibernate timeouts and choose sleep behavior that fits your use. Microsoft’s power settings guidance explains the screen and sleep controls.
On a laptop, closing the lid may put the device to sleep. Microsoft documents lid and power-button behavior through Power Options; see its instructions on shutting down, sleeping, and hibernating. Confirm the lid behavior you intend rather than assuming a closed laptop stays available.
Wake-on-network support, behavior after power loss, and firmware controls vary by device. The Windows setup guidance does not establish a universal BIOS recipe for headless startup or remote waking. Test the actual PC through a restart, a normal sleep interval if applicable, and the power conditions you expect before relying on unattended operation.

Troubleshoot common connection failures
- Remote Desktop settings are unavailable or the target will not host a session: Confirm the target runs Windows 11 Pro. Check that Remote Desktop is enabled under Settings > System > Remote Desktop, and verify the PC name and sign-in account.
- SSH connection is refused: On the target, check whether the
sshdservice is running. If it should survive restart, verify its startup type is Automatic. Confirm the inbound firewall rule allows TCP port 22 on the active network profile. - SSH or Remote Desktop works locally but not from the intended client: Check that the target name resolves and that the client can reach the PC over the relevant network. Review the target firewall rule and its scope. Do not presume a connection on one network proves reachability from another.
- PowerShell remoting cannot establish a session: Identify whether you are using SSH or WinRM, then check that transport’s requirements. SSH remoting needs PowerShell 6 or later and SSH client/server components; WinRM receiving remoting must be enabled and its network and firewall configuration must permit the connection.
- The PC stops responding after being left alone: Check whether it entered sleep or hibernation, and review sleep timeouts and laptop lid behavior. A display turning off alone is not the same as the PC sleeping.
- The PC does not return after a restart or power interruption: Test local startup and device-specific firmware behavior. The documented Windows settings do not guarantee that every model powers back on or can be woken remotely.

Can I use Windows 11 without a monitor?
Yes, if you configure and test a remote-access method and keep the PC available to accept connections. “Headless” here does not promise identical behavior across every PC’s firmware, sleep, or wake settings.
Should I buy a display dummy plug?
The setup guidance here does not establish a dummy plug as generally necessary. Whether a particular machine needs one depends on its hardware and behavior, so test that PC before buying an accessory.
Do I need RSAT to manage a headless Windows 11 PC?
Not for the remote-access methods described above. Remote Server Administration Tools are for managing Windows Server roles and features from a client; they are not a substitute for enabling a remote connection. See Microsoft’s RSAT overview.
