A PNG, JPG or JPEG that exists in the Screenshots folder points to a file-association problem; a missing file or a dead Windows+Shift+S shortcut points to Snipping Tool, its save location, or the ms-screenclip protocol. Repair the association first, then repair or reset Snipping Tool, verify its save folder, and reinstall or re-register the app only if the protocol remains broken.
Start with the symptom, not a registry edit
Windows has two separate jobs here: Snipping Tool must create and save the image, and Windows must know which application opens the resulting file or capture protocol. Fixing the wrong layer wastes time.

1. Fix the image file association
Use this path when the capture exists but Windows cannot open it. Microsoft documents Default apps as the supported place to set a default for a file type or link type.
- Open Settings.
- Select Apps > Default apps.
- Search for the extension shown in the filename:
.png,.jpgor.jpeg. - Select the current or missing default and choose an installed viewer such as Photos, Paint or Snipping Tool.
- Double-click the screenshot again. If it opens, the capture process was already working; only the opener mapping was wrong.
Do not change only one extension and assume the others follow it. Windows treats each extension as its own mapping, so repeat the process for every format you actually use.

When the shortcut itself is the failing link
The shortcut can fail before any image is written. In Default apps, search for the protocol ms-screenclip rather than a filename extension. Assign the installed Snipping Tool handler. This targets the link type used by the capture shortcut; it does not replace the .png, .jpg or .jpeg viewer association.
2. Repair Snipping Tool, then reset it
If no screenshot is created, or the app opens inconsistently, use Microsoft’s supported app-maintenance sequence.
- Open Settings > Apps > Installed apps.
- Find Snipping Tool, select its three-dot menu, and choose Advanced options.
- Select Repair first. This is the least disruptive supported repair choice.
- Test Windows+Shift+S and PrtSc.
- If Repair is not available or does not fix the problem, return to the same page and select Reset.
Reset is the documented next step when the app does not respond, closes immediately or behaves inconsistently. It can clear local app state, so revisit Snipping Tool’s save configuration after the reset and make a fresh test capture.

3. Confirm where captures are being saved
Snipping Tool normally saves image captures automatically in the Screenshots folder. The folder can be changed in the app, so a successful capture may simply be somewhere other than the location you expect.

- Open Snipping Tool.
- Select See more (…) > Settings.
- Confirm that automatic saving is enabled and note the configured Screenshots folder.
- Take a small test snip and look in that exact folder.
- Use Ctrl+S to save a copy manually to a simple local path such as Desktop.
If the Desktop copy opens while the automatic copy does not, the capture engine and file association are probably healthy; investigate the original folder, including a redirected or unavailable path.
4. Reinstall or re-register the capture protocol only after repair
A persistent ms-screenclip error can mean the Snipping Tool package is no longer correctly registered. A Microsoft Q&A incident dated 2026-08-08 records the exact message ms-screenclip://?source=HotKey followed by “This file does not have an app associated with it for performing this action.” In that incident, Repair, Reset, package checks and service checks did not resolve the failure; the user later reported that reinstalling Snipping Tool restored it.

Use the normal Settings path before attempting package work:
- Open Settings > Apps > Installed apps.
- Locate Snipping Tool and choose Uninstall if Windows offers it.
- Install Snipping Tool again from an approved Microsoft source for your Windows installation.
- Restart Windows, then test both the app and Windows+Shift+S.
- Return to Settings > Apps > Default apps and verify the
ms-screenclipprotocol if the shortcut still prompts for an app.
Some Microsoft support discussions also use PowerShell package re-registration. Because the exact command depends on the installed package and Windows build, do not paste an undocumented cleanup script from a random site. On a managed computer, have an administrator restore the package or protocol association through the organization’s image or policy.

Organizations can define default associations by extension or application and export or import those associations with DISM when building Windows images. If a policy repeatedly changes your choice, a local fix may last only until the next policy refresh. Ask the administrator to check the image or association policy instead of repeatedly repairing the same user profile.

Confirm the scope before escalation:
- Does only one extension, such as .png, fail?
- Does the failure also affect the
ms-screenclipshortcut? - Can other Microsoft Store or inbox apps open?
- Does the problem affect one user profile or every user on the PC?
If multiple inbox apps fail, treat the issue as a broader app-package or Windows-servicing problem rather than a single screenshot association.
Troubleshooting branches
The file exists but double-click still fails
- Check the filename extension and map that exact extension in Default apps.
- Try opening the file from inside Photos or Paint. If that works, the file itself was created correctly.
- Test a copy saved to Desktop. A copy that opens there points to the original folder or path rather than the image data.
Windows+Shift+S does nothing
- Open Snipping Tool directly and take a capture from its window.
- Use Installed apps > Snipping Tool > Advanced options > Repair, then test again.
- Check
ms-screenclipunder Default apps. - If the protocol still produces an association error, reinstall or re-register the package through an administrator-approved method.
The screenshot is created but cannot be found
- Read the automatic-save setting and folder in Snipping Tool > See more (…) > Settings.
- Use Ctrl+S and choose Desktop to distinguish a path problem from a capture problem.
- After Reset or reinstall, check the save setting again because local app state may have changed.
Repair and Reset both fail
Record the Windows edition/build, the exact error text, whether the file exists, and whether other inbox apps work. On a managed device, provide those details to IT. Avoid deleting registry association keys or running undocumented “cleanup” scripts; they can broaden a one-app problem into a system-wide association failure.

- Open Snipping Tool directly and capture a small region.
- Confirm a new file appears in the configured Screenshots folder.
- Open the file by double-clicking it and also from Photos or Paint.
- Repeat with Windows+Shift+S and, if supported by your keyboard, PrtSc.
- Check both the image extension and the
ms-screenclipprotocol if you repaired both layers.
This sequence separates creation, saving and opening. It also gives support staff a reproducible result instead of the vague report that “screenshots do not work.”
