A VPN can route your connection through a server in another location, changing the network address a service sees. It cannot grant rights to content, guarantee that a service will accept the connection, or ensure access to another country’s streaming catalog. If you’re traveling or encountering a block, first identify what is restricted and check the service’s official guidance and any travel-access rules that apply.
What geoblocking is—and what a VPN changes
Geoblocking is a restriction on access based on a user’s apparent location. A VPN sends network traffic through a VPN server, so a site may see the server’s network address and infer a different location. That can affect location-based access, but it does not change the underlying content license or compel a service to accept the connection.
Services may apply account, device, payment, licensing, or other checks. The available Netflix guidance confirms that a VPN can limit what appears, but does not disclose every detection method; there is no basis for assuming one universal way services identify VPN traffic.
Why a VPN may not unlock a streaming catalog
Netflix says, “With a VPN, you may only be shown TV shows and movies Netflix has worldwide licensing for, like Squid Games or Stranger Things.” In other words, connecting through another country does not necessarily reveal that country’s full catalog. Netflix also states: “VPNs aren’t supported for watching Live events on Netflix or if you’re on an ad-supported experience.” See Netflix’s VPN and proxy help for its current guidance.

Other providers may have different policies and licensing arrangements. Check the particular service’s terms and support information rather than treating a VPN as a guaranteed way around a location restriction.
If the service is blocking you by mistake
If you did not intend to use a VPN, check whether one is active on your device, router, or network. Netflix recommends checking the apparent client country with its fast.com connection test. If a VPN is active, Netflix advises turning it off through the VPN provider, internet service provider, or network administrator, as applicable.

If the location looks correct and access is still blocked, use the service’s official troubleshooting or support channel. A location block can reflect the service’s rules or licensing rather than a fault with your connection.
Traveling within the EU: portability is different from changing catalogs
Paid online-content subscribers who are temporarily present in another EU Member State generally have portability rights for covered services. The service must provide access to the same content and service in the same manner, without an extra charge, subject to the regulation’s definitions and residence-verification rules. This lets you use your home service while traveling; it is not a general right to choose another country’s catalog. Free services may elect to provide portability.

See Regulation (EU) 2017/1128 and the Your Europe guidance on accessing online content abroad. The rule concerns temporary presence in a different EU Member State and covered services; it is not a universal rule for travel elsewhere.
EU geo-blocking rules do not make every content restriction unlawful
Regulation (EU) 2018/302 addresses unjustified geo-blocking in specified contexts, including certain cross-border sales of goods and electronically supplied services. The European Commission’s geo-blocking guidance describes those contexts. It should not be read as a blanket ban on territorial restrictions for audiovisual content: licensing, service type, and the facts of the case matter.

Router support is model- and firmware-dependent; not every router can act as a VPN client. Routing through a router also does not make a service accept the connection.

A practical decision path
- Identify the problem. Is access blocked because you are traveling, because the service detects a VPN, or because a particular title is unavailable?
- Check the provider’s rules. Use the service’s current help pages to learn whether VPN connections are supported for that account, content type, and plan.
- If traveling within the EU, check portability. Confirm that your subscription and service fall within Regulation (EU) 2017/1128 and follow the provider’s residence-verification process.
- If a VPN is unintentionally on, disconnect it. Use the provider’s instructions or ask your network administrator, then follow the service’s troubleshooting steps.
- If selecting a VPN setup for legitimate routing or privacy needs, verify compatibility. Check supported devices for an app, or the exact model, firmware, and protocol for a router client; do not treat compatibility as a streaming-access guarantee.
