For a new Power Automate cloud flow, use Encodian’s Convert – HTML to PDF (V2) action. Supply HTML as data, a URL, or file content; set the page size and orientation; then pass the returned PDF File Content to a storage, email, approval, or other downstream action. Encodian recommends V2 for new solutions, and its documentation describes the action as Chromium-based with improved support for modern HTML and CSS.
Choose the right Encodian action
In Power Automate, add Encodian – Convert – HTML to PDF (V2) from the Encodian Convert connector. Encodian’s action documentation recommends V2 for new flows. Its April 28, 2025 tutorial describes V2 as built on Chromium and says it improves support for modern HTML and CSS, including webfonts, Flexbox, and CSS Grid. The older Convert – HTML to PDF action remains supported, but the recommendation for a new solution is V2. Read Encodian’s V2 and Flexbox tutorial.
This is a cloud-flow connector action, not a step that asks you to install or run a browser locally. It takes one of the documented HTML inputs, renders a PDF, and returns the result as Base64 file content along with status and diagnostic fields.
Build a flow that creates a PDF
- Create or open a cloud flow. In Power Automate, open the flow that should generate the document. Add the trigger and any data-retrieval steps the document needs.
- Prepare the HTML. Use a complete HTML document or an HTML fragment. If the content depends on flow data, assemble it first with expressions or a Compose action, then use its output as the HTML data.
- Add the conversion action. Add Encodian – Convert – HTML to PDF (V2) from the Encodian Convert connector.
- Choose one input route. Provide HTML Data, HTML URL, or the HTML file’s Filename and File Content. Do not leave the selected route’s required values empty. The connector reference says at least one of HTML Data or HTML URL, or both Filename and File Content, is required.
- Set the page layout. Choose Page Orientation (portrait or landscape) and Page Size, such as A4 or Letter.
- Optionally create navigation. For a document with headings, consider Create Bookmarks or Create Table of Contents. The Microsoft connector reference describes these options as based on headings in the HTML.
- Use the result. In the next action, pass the conversion action’s returned File Content to the destination that accepts file content. For a file-creation action, also provide a suitable PDF filename, such as
report.pdf. - Run and inspect. Test the flow with representative content. If the action fails, inspect Operation Status, HTTP status code and message, and Errors in its outputs.

Choose an input route
HTML Data: render generated or stored markup
Use HTML Data when the flow already has HTML as a string or constructs it from retrieved values. The input can be a complete document or a fragment. For dynamic reports, build the markup in Compose or with Power Automate expressions, then select that output for HTML Data. Encodian’s guidance on interlacing HTML with flow dynamic data describes this pattern for its conversion action. See Encodian’s dynamic HTML guidance.
A practical design is to keep the HTML assembly separate from conversion: retrieve values, build the markup, convert the resulting string, and then save or distribute the PDF. This makes it easier to identify whether a problem originates in the data, the markup, or the rendering step.
HTML URL: render a reachable web page
Choose HTML URL when the source is a web address rather than a string in the flow. Enter the page URL in the action’s URL input. The URL must be reachable by the conversion service; a page that requires an interactive login or is otherwise inaccessible to that service may not provide the intended content. The documentation identifies URL as an input form, but does not establish that every authenticated or restricted page can be rendered.
Filename and File Content: render an HTML file
Use this route when an earlier action returns an HTML file. Supply its content as File Content and provide Filename where the action variant requires it. Encodian documents the combination of Filename and File Content as the file-input route; do not substitute the HTML file’s Base64 content into HTML Data, which expects HTML text.

Set page dimensions and document navigation
Page Size and Page Orientation control the PDF page layout. Encodian lists predefined sizes that include A3, A4, A5, B4, B5, Executive, Folio, Ledger, Legal, Letter, Quarto, Statement, and Tabloid.
- Portrait: a sensible starting point for conventional reports and text-heavy documents.
- Landscape: consider it for wide tables or layouts that would otherwise be cramped.
- Page size: choose the size expected by the reader or printer; for example, A4 or Letter rather than assuming one universal standard.
For long, structured HTML, V2’s Create Bookmarks and Create Table of Contents options can use headings in the source markup. Make sure the document has meaningful heading structure if you enable these features; decorative bold text alone is not a substitute for headings.
Connect the returned PDF to another action
The conversion response includes Base64 File Content, plus OperationId, HTTP status code and message, Errors, and Operation Status. Feed File Content to the next action that stores, emails, submits, or returns the PDF. The exact destination fields depend on the downstream connector: a file-creation action generally needs both the content and a filename, while an email attachment needs an attachment name and content.
Keep the output type in mind when wiring actions. The result is PDF file content, not a ready-made public download URL. If a later action expects a file object or binary content, map the conversion output to that action’s file-content input rather than inserting it into a text field.

Cost and planning considerations
Encodian documents a cost of one credit per Convert – HTML to PDF (V2) operation (action documentation accessed September 29, 2026). Plan around conversion operations rather than the number of pages in a resulting document; the cited action documentation states the per-operation credit amount.
The documentation does not establish an independent performance benchmark or guarantee for conversion duration. For operational planning, test representative documents and URLs in the actual flow, including larger or more complex inputs, and review run history for status and errors. Avoid assuming a timing or throughput figure that Encodian has not documented here.
Troubleshoot common failures
The action says required inputs are missing
Check that exactly one supported route is populated: HTML Data, HTML URL, or Filename and File Content. For the file route, verify that both required file values are present. Encodian’s reference explicitly states the input requirement; it does not mean that every visible field must be filled at once.
The URL route returns an error or unexpected content
Confirm the address is correctly formed and accessible to the conversion service. If the page depends on a sign-in, session, or client-side interaction, the URL alone may not expose the desired HTML to the service. Where practical, retrieve or construct the markup in the flow and use HTML Data instead.

The PDF is blank or the document content is incomplete
Inspect the HTML value immediately before the conversion action: confirm that dynamic expressions resolved, the expected content is present, and the input is HTML text rather than file Base64. For URL input, verify that the target is publicly reachable to the service and returns the intended page. Review Operation Status, HTTP status, and Errors to distinguish an input problem from a conversion failure.
The layout differs from the web page
First check page size and orientation against the document’s width. V2’s Chromium-based rendering improves support for modern CSS according to Encodian, but that statement is not a guarantee that every website, font, or browser-specific behavior will reproduce identically. Keep the source markup focused on print output, and verify representative pages in the generated PDF.
A downstream action cannot save or attach the result
Map the conversion action’s File Content output to the destination’s content field and provide a filename where required. If the flow run shows a successful conversion but a later step fails, inspect that later step’s inputs separately; the conversion output also includes its own status and errors.

If a PDF already exists and the goal is to append an approval sheet or another HTML page, use Encodian’s PDF – Insert HTML action rather than converting a standalone HTML document.
