First identify which product is showing the error: the ChatGPT website, desktop/mobile app, or an API/Playground integration. Then follow the matching fix instead of repeatedly resending the same prompt.
Try these fixes first
- Stop clicking Regenerate or resending the prompt. Repeated attempts can add more failed requests and will not remove an account or service limit.
- Check the live status page: status.openai.com. An incident or maintenance event requires waiting for OpenAI to restore service.
- Follow any reset time shown in ChatGPT. Save your prompt locally and wait for the displayed time rather than guessing a universal duration.
- Refresh or restart ChatGPT. In a browser, use
Ctrl + Shift + Ron Windows/Linux orCmd + Shift + Ron macOS. Force-close and reopen the mobile or desktop app. - Start a new chat. This is especially useful when only a long thread is stuck or contains many turns or large files.
- Sign out and back in. This refreshes the account session.
- Test a private/incognito window with extensions disabled.
- Temporarily disable VPNs, proxies, secure-DNS filters, ad blockers, privacy extensions and corporate traffic filters.
- Clear ChatGPT site data and cookies, then sign in again. This can repair stale browser state, but cannot remove a server-enforced limit.
- Try another browser, device or network. Mobile data is a useful comparison with corporate or home Wi-Fi.
- Switch models if another model is available and only one model fails.

When ChatGPT says you reached a limit
A limit message usually means access for a plan, model or feature is temporarily exhausted, but OpenAI notes that limits vary by plan, model and feature and can change: ChatGPT FAQ. Evidence that points to a genuine usage cap includes:
- ChatGPT explicitly says a limit was reached and provides a reset time.
- One model is unavailable while another remains usable.
- Normal chat works, but file analysis, uploads, data analysis or image creation does not.
- The same restriction follows your account across browsers and devices.
On the Free tier, limits can apply separately to main model use, data analysis, file and image uploads, image creation and GPT use. See the current details in OpenAI’s Free Tier FAQ. Paid plans generally provide higher allowances, not unlimited access; confirm current plan terms before purchasing.

If a reset time is displayed
- Copy important prompts or results somewhere safe.
- Wait until the stated reset time.
- Use another model or feature only if ChatGPT offers it.
- Avoid the affected tool until its separate limit resets.
- Consider an upgrade only when recurring limits disrupt your work and the current plan’s allowances justify the cost.
There is no reliable universal “wait 60 minutes” rule: reset intervals depend on the plan, model, feature and current product policy.
If there is no reset time
No reset message makes a browser, network, session or service issue more plausible. Check whether the error affects every chat or only one thread, every model or only one model, and chat itself or only uploads, browsing, image generation or another tool. Then work through the quick-fix sequence above, starting with the status page and a new chat.
If the error disappears in a private window, cached data, cookies or an extension is the likely cause. That is a troubleshooting inference, not proof that your account was rate-limited. OpenAI’s browser guidance is documented at help.openai.com/en/articles/7996703.
Browser, mobile and desktop troubleshooting
Web browser
- Hard-refresh with
Ctrl + Shift + R(Windows/Linux) orCmd + Shift + R(macOS). - Open a private/incognito window.
- Disable ad blockers, script blockers, privacy/security extensions and URL/content filters.
- Clear cookies and site data for ChatGPT, not only the general cache.
- Sign out and sign back in, then try another supported browser.
Mobile or desktop app
- Force-close and restart the app.
- Install an available app update.
- Sign out and back in.
- Open ChatGPT in a browser to determine whether the app alone is affected.
- Try another network. Reinstall only after ordinary restart and sign-in checks fail; reinstalling cannot fix an outage or account limit.
VPNs, proxies, CAPTCHA and suspicious-activity warnings
A shared VPN or corporate proxy can route many people through one IP address. That traffic pattern may trigger throttling, repeated CAPTCHA challenges or suspicious-activity checks; it is not proof of wrongdoing.

- Disconnect the VPN or proxy and test a normal residential or mobile connection.
- Disable privacy or script-blocking extensions and retry in an incognito window.
- Do not share one ChatGPT account with other people.
- If CAPTCHA challenges continue, keep the CAPTCHA request ID and provide it to Support.

If you mean the OpenAI API rather than ChatGPT
For API and Playground users, HTTP 429 has a technical rate-limit meaning. Your organization may have exceeded requests per minute, tokens per minute, a shorter burst interval, or an account usage-tier limit. Short bursts can fail even when a full-minute total appears below the limit, and OpenAI says failed requests still count toward the limit: OpenAI’s 429 guide.
Use bounded exponential backoff
The following illustrative pattern is SDK- and endpoint-dependent, not a guaranteed drop-in script. Keep a retry ceiling, add jitter, and consider idempotency when a request can trigger an external side effect.

Prevent API rate-limit errors
- Limit concurrency and queue work instead of sending bursts.
- Reduce prompt size where practical.
- Set a realistic
max_completion_tokensor equivalent output limit. - Batch work when the workload permits.
- Confirm the intended organization is selected.
- Review current limits at the API Limits page.
- Request a higher usage tier only after pacing and token controls are in place.
See OpenAI’s rate-limit practices at help.openai.com/en/articles/6891753. ChatGPT subscriptions and API billing are separate contexts, so buying ChatGPT Plus does not change an API organization’s limits.
When upgrading may help
Upgrading can make sense when you repeatedly hit a Free-tier model or tool cap and a paid plan’s current allowances fit your workload. OpenAI says Free-tier usage rates may reset when upgrading to Plus, Pro or Business; verify the live terms at chatgpt.com/pricing/.
An upgrade will not repair an outage, broken browser session, VPN or proxy problem, blocked corporate network, model-specific incident or API organization limit. Do not purchase a plan as a workaround for those conditions.
When to contact OpenAI Support
Escalate through the chat bubble at the bottom-right of help.openai.com/ when the error survives testing another browser, device and network, the status page shows no incident, or your account is blocked across models and features without a clear reset message. Also contact Support for persistent CAPTCHA or suspicious-activity warnings, an unrecognized paid subscription, or API 429 errors that continue after backoff and limits review.

Include:
- Account email and plan.
- Exact error text, model and feature.
- Approximate time and time zone.
- Browser, operating system and app version, where relevant.
- Whether another device or network changes the result.
- Conversation URL or ID and any request IDs.
- A HAR file and browser-console errors if Support requests diagnostics.

Why does ChatGPT say “Too Many Requests” when I barely used it?
The message can reflect a model or tool limit, a short-lived service or traffic throttle, a browser/network session problem, or—if you are coding—a separate API 429 rate limit. Check the status page and test another browser, device or network before assuming you used too many messages.
How long does the error last?
There is no universal duration. If ChatGPT shows a reset time, follow it; otherwise diagnose service, browser, network and account causes rather than repeatedly retrying.
Does ChatGPT Plus remove the error?
Paid plans generally provide higher limits, but they do not guarantee unlimited use and cannot fix outages, browser problems, VPN issues or API limits.

Why can I chat but not upload a file?
File and image uploads, data analysis and image creation can have limits separate from ordinary model usage. Wait for the tool’s reset or use another available feature.
Why does ChatGPT work on mobile data but not Wi-Fi?
The Wi-Fi network may use a proxy, VPN, security filter or shared IP with a poor traffic reputation. Test without those controls and ask the network administrator if the issue is corporate.
Is this the same as an OpenAI API 429 error?
No. ChatGPT consumer limits and API organization limits are separate contexts. API 429 errors require pacing, bounded exponential backoff and a review of requests-per-minute, tokens-per-minute and usage-tier settings.
Should I use a VPN to bypass the error?
No. A VPN can worsen shared-IP throttling or CAPTCHA challenges. Test a normal residential or mobile connection instead.
What should I send Support?
Send your account email and plan, exact message, time zone and timestamp, model and feature, browser/device/app details, test results from another network or device, conversation URL or ID, request IDs, and any HAR or console data requested.
