The most reliable method is to save each chosen web page as its own PDF, then merge those files in the order you want. If the pages belong to a linked site, use a crawler such as Acrobat’s multi-level web capture instead. These are different jobs: a fixed URL list gives you control over selection and order, while a crawl follows links within limits you define.

For a short, known list, the first workflow is usually easiest and least surprising. A website crawl can collect pages you did not intend to include, so define its boundaries before starting.
Method 1: Save each selected page, then merge the PDFs
1. Prepare and order the URL list
Write the URLs in the order readers should see them. Keep a simple text list or spreadsheet, and use consistent filenames such as 01-introduction.pdf, 02-installation.pdf, and 03-reference.pdf. This prevents alphabetical sorting from changing your sequence later.
2. Convert each page from your browser
- Open the first URL in your browser.
- Open the browser’s print command and choose the option that saves or prints to PDF.
- Use print preview to check orientation, margins, page breaks, headers, footers, navigation, advertisements, and cookie notices.
- Save the file with its sequence number.
- Repeat for every URL.

3. Merge and arrange the PDFs
Use a desktop PDF editor or a browser-based merge tool. Add all files, verify the order, and move, delete, or rotate pages as needed. Adobe’s online merge tool documents those page-organization operations; review its current file-handling and privacy terms before uploading confidential material.
If you already use Acrobat, its combine workflow lets you preview files, change their sequence, remove unwanted pages, and save one document. The older Acrobat reference describes those general concepts, while current menus can vary by edition.
4. Validate the finished document
- Confirm the first page is the intended cover or starting page.
- Search for each source page’s title or a distinctive phrase to detect omissions.
- Check that text is readable and that tables, images, and code have not been clipped.
- Test hyperlinks if the PDF is meant to remain navigable.
- Look for duplicate pages, blank pages, unexpected ads, and consent overlays.
- Save a final copy under a new filename so the individual PDFs remain available for recovery.
Method 2: Add web pages directly in Acrobat
Insert an unlinked URL into an existing PDF
Adobe’s current Acrobat desktop help (updated November 5, 2025) gives this path:
- Open the destination PDF in Acrobat.
- Select Edit > Organize pages > Insert > From web page.
- Enter the URL and confirm the insertion.
- Review the new pages, then save the document.

Append a page linked from an existing PDF
When a PDF contains a hyperlink to another page, Acrobat can append that linked page from the open document. After insertion, use Organize Pages to move or remove pages before saving. Links may lead to dynamic or access-controlled content, so inspect the result rather than assuming the linked page was captured completely.

Method 3: Capture multiple levels of a website
Use this method when “multiple pages” means a site section or linked hierarchy rather than a hand-picked list. Acrobat desktop’s web-page creation tool supports multi-level capture. The current Adobe instructions (updated November 5, 2025) describe the following process:
- Open Acrobat and select Create > Web page.
- Enter a URL or browse to an HTML file.
- Select Capture multiple levels.
- Choose the crawl depth, such as the starting page plus one or more linked levels.
- Enable Stay on same path when you want to remain inside a particular URL directory.
- Enable Stay on same server when links should remain on the same host.
- Start the capture, then inspect the generated PDF and its order.
Depth and scope are controls, not guarantees of a perfect information architecture. Navigation menus, calendars, search results, redirects, and external links can produce unexpected pages. Firefox and other browser-only options
Firefox’s built-in PDF viewer includes print and page-management functions, including changing order, copying or deleting pages, and exporting selected pages. Exact behavior depends on the Firefox version and operating system; consult Mozilla’s current PDF viewer help.
A browser-only workflow is appropriate for a handful of public pages. It becomes cumbersome when you need dozens of URLs, repeatable settings, authentication headers, JavaScript interactions, or consistent removal of overlays. In those cases, an API or an automated desktop workflow reduces manual work, but you still need to review the output.

Troubleshooting common failures
The PDF contains only the first page
You probably saved a single browser print page rather than running a multi-level capture or processing every URL. For a fixed list, verify that each URL produced a separate file before merging. For a site crawl, enable Capture multiple levels and set the required depth.

The order is wrong
Rename files with leading numbers, then sort by filename before merging. In the PDF editor, preview thumbnails and drag pages into sequence before saving.
Menus, cookie banners, or chat windows cover content
Dismiss overlays before browser printing, or use a capture service that removes known consent and widget elements. Also check print preview for navigation and advertising that should be excluded.
Images or lazy-loaded sections are missing
Allow the page to finish loading before printing. If the page still omits content, use a tool that supports full-page capture and waits for a selector, delay, or network idle condition.
The crawler includes too much
Reduce crawl depth and enable Stay on same path or Stay on same server. A manually curated URL list is safer when only specific pages belong in the final PDF.
An authenticated page fails
Browser printing uses your current session, while automated requests may need cookies, custom headers, an Authorization value, or a user agent. Supply only the credentials required, and avoid uploading sensitive PDFs to an online merge service unless its current terms meet your requirements.

Open the source URL directly and check redirects, bot checks, and availability. Retry after the page is accessible, or capture with a service that reports page verdicts so failed loads can be excluded before merging.
