Ghostscript can convert a PDF to PDF/A with pdfwrite, a selected PDF/A level, a color-conversion strategy, and a PDF/A definition file that points to a valid ICC profile. Annotation errors do not have one universal fix: the cause depends on the input, command, Ghostscript version, and whether annotations must stay interactive or only remain visible. Before changing compatibility settings, decide what content you can afford to lose and validate both PDF/A conformance and the output’s required content.
What to check before converting
First separate two different goals: producing a conforming archival file and preserving the source PDF’s behavior and structure. Ghostscript’s pdfwrite device constructs a new output file. It aims to preserve visible marks, but its internal construction can differ from the input, and non-page information such as comments, hyperlinks, bookmarks, or metadata may not survive as expected.
Annotations are not a single feature with uniform handling. The current Ghostscript documentation says it attempts to preserve most annotations from PDF input, while identifying Link and Widget annotations as notable exceptions. Other annotation types may also be affected by the input, settings, and version. A visible annotation that has been drawn into a page is not equivalent to an interactive annotation that remains an editable PDF object.
- Decide whether each required annotation must remain interactive, only appear visibly, or can be omitted.
- Keep an untouched copy of the source PDF and test changes on a copy.
- Record the full Ghostscript version, full command line, and all warnings and errors.
- Check whether the archive requirement specifies a PDF/A version and whether it requires only level b conformance.
Ghostscript’s current online high-level-device documentation identifies itself as version 10.09.0, while the release listing observed for this material lists 10.07.1 dated 2026-05-19. Documentation and released binaries may not match. Use the documentation corresponding to the Ghostscript binary installed on your system, and check the version printed by that binary before diagnosing behavior.

Configure Ghostscript for PDF/A
Ghostscript documents PDF/A-1, PDF/A-2, and PDF/A-3 at conformance level b. Its documented route uses pdfwrite (or ps2pdf), the -dPDFA setting, one of the supported color-conversion strategies, and a PDF/A definition file that specifies an ICC profile. For PDF/A versions that permit transparency, the documentation also describes -sBlendConversionStrategy=Simple or Managed.
The documented sample command uses PostScript as input. For a PDF-to-PDF/A job, substitute your PDF as the input while retaining the required definition-file setup. The example below assumes you have a working definition file and have changed its ICC profile path to a valid profile on your system.
gs -dPDFA=2 -dBATCH -dNOPAUSE
-sColorConversionStrategy=RGB
-sDEVICE=pdfwrite
-sOutputFile=out-a.pdf
PDFA_def.ps input.pdf
On Windows, the executable may be named gswin64c or another platform-specific name rather than gs. Replace input.pdf, out-a.pdf, and PDFA_def.ps with the actual paths. Choose the PDF/A level required by your recipient rather than copying 2 blindly. The command is not self-sufficient without a PDF/A definition file whose ICC profile path exists and is valid.
Color strategy and the ICC profile
The documented color strategies are RGB, CMYK, and UseDeviceIndependentColor. Select one appropriate to the job and configure the definition file’s output intent with a suitable ICC profile. A missing, inaccessible, or invalid profile path can prevent a valid PDF/A conversion. Confirm the path syntax and file permissions for the operating system running Ghostscript.

Changing the color strategy or profile can affect color rendering. Compare the converted pages with the source if color fidelity matters, and do not treat a successful command exit as proof that the output meets an archival profile.
PDF/A compatibility policy
PDFACompatibilityPolicy controls what Ghostscript does when it encounters an operation it cannot emit in a conforming PDF/A file. The documented values are:

For example, you can add -dPDFACompatibilityPolicy=2 to the command to make incompatible operations stop the job. This does not repair the source; it makes the failure explicit. Policy 1 is not a harmless “make it work” switch: review the warnings and decide whether every omission is acceptable. With the default policy, do not infer conformance from PDF/A metadata or the existence of an output file.
Choose how annotations should be handled
Do not change annotation settings until you know whether the requirement is appearance, interactivity, or both. Ghostscript provides type-level controls including PreserveAnnotTypes, ShowAnnots, and ShowAnnotTypes. These options allow finer decisions about preservation, drawing, or dropping annotation types; their exact syntax and behavior should be checked in the documentation for the installed version.

The documented switch -dPreserveAnnots=false returns to older behavior that inserts annotations into page content. That may help when the visible marks matter more than editability, but flattening an annotation into page content is not preservation of its interactive behavior. It can also change how the resulting document behaves. Test on a copy and inspect both the rendered page and the feature users need.
- Open a copy of the input and identify the annotation subtype or subtypes that matter.
- Run a conversion with the intended PDF/A level and output-intent configuration, saving complete standard output and error output.
- Inspect the converted page at relevant zoom levels, then test annotation interaction separately—for example, whether a required form widget remains usable.
- Adjust annotation controls only to match the stated requirement: retain a type, draw its appearance, or drop it.
- Validate the output against the required PDF/A profile and compare required features against the source.
Do not promise that every annotation subtype can be preserved as an interactive object in every PDF/A conversion. Ghostscript’s general high-level-device documentation also cautions that output is reconstructed and that comments are not preserved. The type-specific annotation guidance and that broader warning are not guarantees of complete preservation; behavior is feature- and version-dependent.
Troubleshoot annotation-related errors
The conversion aborts on an incompatible operation
Check the complete error and warning output and the value of PDFACompatibilityPolicy. If it is set to 2, an error is the documented response to an incompatible operation. If you test policy 1, inspect every omission warning and confirm that omitted content is acceptable. If the default policy is in use, output may be produced but still fail conformance.
The command reports a PDF/A or profile problem
Verify that the command uses -sDEVICE=pdfwrite, a supported -dPDFA value, and a color-conversion strategy. Check that the PDF/A definition file is being loaded before the input and that its ICC profile path points to a readable, valid profile. Relative paths can resolve differently depending on the working directory, so use an explicit path while diagnosing.

The output opens, but annotations are missing or no longer interactive
First determine whether they were omitted, drawn into page content, or preserved as annotation objects. Inspect the rendered output and test interaction independently. Review the chosen annotation controls and the installed version’s documentation; in particular, Ghostscript names Link and Widget as notable exceptions to its attempt to preserve most annotations. A flattened visible appearance cannot provide the same interaction as a live annotation.
The output looks right but fails an archival check
Visual similarity is not proof of PDF/A conformance. Review Ghostscript’s warnings, confirm the output intent and profile, and run an independent conformance check appropriate to the required PDF/A profile. Then compare pages and required document features with the source. No single validator brand or result can be assumed for an unspecified archive requirement.
You cannot identify the cause from the error text
Capture the exact command, full error and warning output, Ghostscript version, and a description of whether annotations must remain visible or interactive. Ghostscript’s FAQ asks bug reporters to provide the command line, original input, and version. Without the actual file and error, an annotation-related cause cannot be diagnosed reliably.

A PDF/A conversion is a transformation, not a promise that the source’s internal objects remain unchanged. Ghostscript’s PDF/A guidance describes level b output because pdfwrite cannot be sure that the source contains the structure and semantics required for higher conformance levels. Do not add structural or semantic information merely to claim a higher level when that information is not present in the source.

For PDF/A-1, a standards sentence quoted in Ghostscript’s ZUGFeRD article says: “PDF/A-1 writers should not add structural or semantic information that is not explicitly or implicitly present in the source material solely for the purpose of achieving conformance.” The article attributes this to ISO 19005-1, section 6.8.1. It gives the corresponding PDF/A-2 wording: “PDF/A-2 writers should not add structural or semantic information that is not explicitly or implicitly present in the source material solely for the purpose of achieving conformance.” It attributes that sentence to ISO 19005-2, section 6.7.1.
If unchanged comments, links, metadata, or other source structures are essential, do not assume a conversion device will retain them. Ghostscript’s material points to MuPDF as an option to evaluate when retaining original contents matters. Check that tool’s exact operation and version against your needs; the relevant point is to choose an object-level editing approach when reconstruction is not acceptable.
A practical acceptance checklist
- The output passes an independent check for the required PDF/A profile.
- All conversion warnings have been reviewed, especially any omitted-operation warnings.
- Rendered pages retain required text, images, and annotation appearances.
- Required annotation types have been tested for the necessary interaction, not just appearance.
- Required links, bookmarks, comments, metadata, and other non-page features have been checked explicitly.
- The source file, exact command, Ghostscript version, and validation outcome are retained with the archival workflow.
