Set a PDF page’s tab-order mode to the sequence your form needs—document structure, row, or column—then make sure the fields are correctly placed in the tagged structure tree. The page setting chooses a traversal rule; it does not repair missing tags or create an accessible reading order. Save the file, reopen it in the target viewer, and test both keyboard focus and assistive-technology reading order.
What PDF tab order controls
Tab order controls how a user moves through focusable page objects, including form fields and links. The order should match the document’s logical sequence, not merely the coordinates that happen to look convenient on screen. W3C’s PDF3 technique states that “The tab order must reflect the logical order of the document.” (W3C PDF3)
A PDF has two related layers:
- Page-level tab mode: a rule that tells the viewer how to traverse annotations on a page.
- Tagged document structure: the tag tree that represents semantic and reading order. Adobe’s form documentation summarizes this relationship as: “The reading order of a document is determined by the Tags tree.” (Adobe Acrobat JavaScript guide)
Changing only the first layer cannot compensate for a bad or absent structure tree. A visually perfect form can still read or tab incorrectly if a field is absent from tagged content or appears under the wrong structural location.
Choose the correct tab-order mode

Adobe Acrobat’s current form-navigation help exposes structure, row, column and application-oriented manual choices. Labels and behavior can vary by Acrobat edition, PDF viewer and version, so treat the UI as an inspection or repair workflow rather than a cross-library API. (Adobe Acrobat Help)

Programmatic implementation: a safe two-layer workflow
Because PDF libraries expose different object models and method names, there is no portable function signature to copy between iText, PDFBox, pypdf and other SDKs. The implementation should nevertheless follow the same sequence.
1. Open the source PDF without flattening the form
Load the document in an editor mode that preserves AcroForm fields, widget annotations, the page dictionaries and the structure tree. A workflow that flattens fields before you change navigation has removed the objects that users need to tab through.
2. Select a page-level order mode
For each affected page, update that page dictionary’s tab-order entry through your library’s low-level PDF-object API or its documented page-navigation property. Select the library value corresponding to:

- Structure for tag-driven traversal.
- Row for left-to-right, then top-to-bottom traversal.
- Column for top-to-bottom, then left-to-right traversal.
Do not assume that a high-level field-order method changes the page dictionary, and do not assume that a viewer will infer semantic order from visual placement. Consult the documentation for the exact library and version you deploy; the PDF Reference’s third edition is historical PDF 1.4 background, not a guarantee of identical modern APIs. If you selected structure order, place each interactive field in the correct logical position in the tagged content. Check that:
- Every field users must reach is represented in tagged content where required.
- Fields are siblings or descendants in the sequence that matches the form’s intended workflow.
- Labels, instructions and their associated controls have a sensible relationship.
- Repeated widgets for one field do not create unexpected duplicate stops.
W3C notes that reading order is primarily determined by tag order, while content inside an individual tag follows the PDF content-tree structure. A page configured for structure traversal cannot fix a malformed structure tree. (W3C PDF3)

4. Preserve annotations and save to a new file
Write the modified document to a new output path first. Confirm that the save operation keeps form values, widget appearances, tagging, bookmarks and permissions. Reopening the output is important: some libraries defer object serialization until save time, and a setting visible in memory may not have been written correctly.
5. Validate with both keyboard and assistive technology
- Open the saved PDF in the viewer(s) used by your audience.
- Place focus in the first intended control and press Tab repeatedly. Record the actual sequence, including links, buttons, radio groups and controls on later pages.
- Use a screen reader or the viewer’s accessibility/reading-order interface to verify that labels, instructions and fields are announced in logical order.
- Test reverse navigation with Shift+Tab, visible focus, keyboard activation and error messages.
- Repeat after reopening the file and, when practical, in another major viewer. W3C’s procedure calls for checking both reading order and keyboard tab traversal; one viewer’s result does not prove identical behavior everywhere. (W3C PDF3)
Designing a custom sequence
A custom sequence is not a fourth universal PDF mode. Decide whether the desired path is semantic, row-wise or column-wise. If it is semantic, encode that sequence in the structure tree and select structure order. If it is geometric, choose row or column and ensure that field rectangles do not overlap or sit on ambiguous baselines.
Example: a two-column application
Suppose a page shows “First name,” “Last name,” “Email” and “Phone” in two visual columns. A row mode may produce First name → Last name → Email → Phone, while a column mode may produce First name → Email → Last name → Phone. Neither is inherently accessible. Choose the sequence that users need and either arrange the geometry to support it or use structure order with tags that explicitly encode it.

Example: a multi-page wizard
For a wizard, the intended order is usually the logical form sequence, not a coordinate sort performed independently on each page. Tag each page’s controls consistently, keep navigation buttons in a deliberate position, and test the transition from the final field on one page to the first actionable control on the next.

Performance, portability and maintenance
Changing a page dictionary is usually a small metadata edit, but rebuilding tags, appearance streams or field hierarchies can rewrite substantial portions of a file. For batch generation, validate a representative output from every template variant rather than relying on file size or a successful save.
Record the PDF library name and version used to generate the files. Keep a regression fixture containing fields in rows, columns, nested sections, repeated widgets and multiple pages. Run keyboard and assistive-technology checks after library upgrades because object serialization and viewer compatibility can change even when your application code does not.

Does setting tab order make a PDF WCAG-conformant?
No. It addresses one navigation behavior. The document still needs correct tags, labels, reading order, keyboard operation and testing with assistive technology.
Should I use row or column order for a form?
Use the sequence users are expected to follow. Choose row for left-to-right rows, column for top-to-bottom columns, and structure when semantic tags—not geometry—define the workflow.
Can I rely on Acrobat’s manual field ordering in a generated PDF?
Manual ordering in Acrobat is an application workflow. It is useful for inspection or repair, but a portable generator should set the page object and structure through its chosen library, then validate the saved file.
