Most missing HEIC thumbnails are a codec or thumbnail-provider problem. Windows File Explorer needs a working HEIF decoder (and, for many HEIC files, the HEVC decoder) before it can draw a preview. Install or repair Microsoft’s HEIF Image Extensions and HEVC Video Extensions, restart Photos and Windows, then test a locally stored copy with thumbnail display enabled. If Photos opens the image but Explorer still shows a generic icon, investigate Explorer’s thumbnail settings, extension registration, cache state, or a cloud placeholder.
What a HEIC file needs before Explorer can show a thumbnail
HEIC is a common filename extension for an HEIF image encoded with HEVC compression. The file can be perfectly valid while Explorer lacks the components needed to decode it. Windows also needs a registered thumbnail provider that connects the extension to Explorer’s thumbnail interfaces, including IThumbnailProvider and IPropertyStore.
That distinction explains two common patterns:
- Photos also fails to open the file: the decoder is missing, damaged, incompatible with that file, or the file itself is incomplete.
- Photos opens it but Explorer shows a generic icon: Explorer’s provider registration, cache or shell state is more likely at fault.
Fix HEIC thumbnails in the right order
1. Confirm the extension and make a local test copy
Check that the name ends in .heic or another HEIF-related extension. If the file is in iCloud, OneDrive, Dropbox or another cloud-backed folder, copy one item to a local NTFS folder such as Pictures or Desktop. A cloud placeholder may not contain the image data locally, and some integrations obtain a thumbnail from the cloud rather than generating one on your PC.
- Right-click one file and choose Copy.
- Open Pictures or Desktop, choose Paste, and wait for the copy to finish downloading.
- Switch Explorer to View and choose an icon size such as Large icons or Extra large icons.
- Test the local copy before changing more settings.
2. Install or repair both Microsoft codecs
Microsoft’s documented Photos troubleshooting route is to install both HEIF Image Extensions and HEVC Video Extensions from the Microsoft Store. HEIF support alone may not decode an HEIC image that uses HEVC compression.

- Open the Microsoft Store.
- Search for HEIF Image Extensions. Select the Microsoft-published result and choose Get, Install or Update.
- Search for HEVC Video Extensions. Install or update the Microsoft-published result as well.
- If the buttons show that an extension is already installed, open its app page and use the available repair, reset or update option in Windows settings.
- Close and reopen Photos. Then restart Windows so Explorer reloads the codec and thumbnail registration.
Store availability and licensing can vary by Windows edition and region. Use the Microsoft-published listing offered to your installation rather than an unrelated codec pack.
3. Turn thumbnail display back on
Explorer can deliberately show icons instead of previews even when decoding works.
- Open File Explorer and select View (or the three-dot menu), then Options.
- In Folder Options, open the View tab.
- Make sure Always show icons, never thumbnails is unchecked.
- Select Apply, then OK.
Return to the test folder and choose a large icon view. If the file is local and Photos can open it, a thumbnail should now be requested from the provider.
4. Restart the shell after changing codecs
Installing an extension does not always refresh an already running Explorer process. A full Windows restart is the simplest reliable refresh. For a lighter reset, open Task Manager, select Windows Explorer, and choose Restart; then reopen the folder. Also close every Photos window before testing.

5. Check PowerToys thumbnail add-ons if you use them
PowerToys can add thumbnail support for formats through its File Explorer add-ons. Open PowerToys, inspect the relevant File Explorer add-ons thumbnail option, enable it if appropriate, and reboot when prompted. Do not assume an add-on can replace the Microsoft HEIF/HEVC decoders for every HEIC variant; test the same file in Photos and in a local folder.
Identify whether the codec or Explorer is failing

Testing the same file in two locations prevents a cloud-sync symptom from being mistaken for a codec failure. Testing the same file in Photos and Explorer separates decoding from shell integration.
Repair registration and stale Explorer state
A codec can appear installed yet remain unusable if its registration or dependency state is broken. Windows’ shell integration expects the codec to expose thumbnail and property interfaces for the file extension. If Photos works but thumbnails never return after the settings and restart steps, use this conservative sequence:
- Install all pending Windows updates and Microsoft Store app updates.
- In Settings > Apps > Installed apps, locate Photos and use Advanced options to choose Repair. If repair does not help, use Reset, then reopen Photos.
- Use the same Advanced options path for the HEIF and HEVC extension apps when Windows exposes repair or reset controls.
- Restart Windows and test a newly copied local file.
Avoid deleting registry associations or installing random codec bundles as a first response. They can replace file associations, add conflicting providers and make the original failure harder to diagnose.

When conversion or reimport is the practical fix
If the extensions are installed, local testing works for other images, and one file still cannot be decoded, treat that file as a compatibility or integrity case. Microsoft notes that many devices can automatically convert HEIF/HEVC media to a more common format during transfer or email.
Use a supported reimport
Reimport the photo from the phone or camera with its transfer setting configured for compatibility, or send it to yourself by email and download the converted attachment. OneDrive can also provide a conversion workflow. The exact menu names depend on the device and service, so verify that the resulting file is JPEG rather than another HEIF variant.
Convert a copy, not your only original
JPEG is broadly supported and will generate Explorer thumbnails without HEIF decoding, but conversion changes the format and may change metadata, transparency, file size and image quality. Keep the original HEIC and create JPEG copies for applications that need them. If you need the entire library converted, preserve the original folder structure and verify a sample of converted files before deleting anything.

“I can open HEIC files, but thumbnails are blank”
Confirm that Always show icons, never thumbnails is disabled, use a large icon view, restart Explorer, and test a local copy. If Photos opens the image, focus on shell state and provider registration rather than repeatedly reinstalling codecs.

“The Microsoft Store says the codec is installed, but nothing changed”
Close Photos, repair or reset the extension app in Settings > Apps > Installed apps, restart Windows, and test again. An installed package can still have a failed registration or dependency.
“Only files in OneDrive or iCloud are affected”
Make the file available offline or copy it to Pictures. If the local copy gets a thumbnail, the decoder is probably working and the cloud path is the differentiator.
“A few images fail while newer photos work”
Compare file extensions and sizes, then open each in Photos. A single damaged or less-supported HEIF profile may need reimport or conversion even though the rest of the library is fine.
“I installed a third-party codec and thumbnails became inconsistent”
Temporarily remove the extra codec, restore the Microsoft extensions, reboot, and retest. Multiple providers can compete for the same extension.

FAQ
Does every HEIC file require HEVC Video Extensions?
HEIC commonly uses HEVC compression, so Microsoft recommends installing both HEIF Image Extensions and HEVC Video Extensions when Photos reports an extension problem. Individual files can still differ in encoding profile.

No. A larger view only asks Explorer to display thumbnails. It cannot decode a file when the required extension is missing or broken.
Should I convert my whole library to JPEG immediately?
Not usually. First test the codecs and a local copy. Convert copies when a device, application or unsupported file genuinely requires JPEG, and retain the original HEIC files.
