For one page, open it in Microsoft Edge, press Ctrl+P on Windows or Command+P on Mac, choose the browser’s Save as PDF destination, inspect the preview, and save. Then open the file in a PDF reader and click several links to verify the result. Link behavior varies by browser version, operating system, website, and PDF destination, so verification matters.
Convert one webpage to PDF in Microsoft Edge
- Open the page. Wait for text, images, menus and any content you need to appear.
- Open Print. In Edge, use the three-dot menu and choose Print, or press Ctrl+P on Windows or Command+P on Mac.
- Choose the PDF destination. Select Save as PDF or the equivalent browser PDF destination. A Microsoft Q&A answer from 2021 recommends this route rather than the Microsoft Print to PDF driver for the issue reported there; that community answer is not a current guarantee for every setup.
- Set the page range and layout. Choose all pages or a range, portrait or landscape orientation, paper size, margins and scaling.
- Decide about backgrounds. Enable Background graphics when colors, shaded panels or background images carry meaning. Disable it when you want a smaller, cleaner document.
- Preview before saving. Check for clipped columns, blank pages, missing lazy-loaded images, tiny text, headers covering content and links that have moved to another line.
- Save and test. Give the file a clear name, open it in a PDF reader and click representative internal and external links. Also try selecting and searching for text.
Edge’s labels and available destinations can differ by release and operating system. The preview is the reliable place to catch layout problems before you create the final file.
Make the PDF cleaner before printing
Use Immersive Reader when it is available
Edge describes Immersive Reader as a way to reduce surrounding material such as advertising and navigation before printing. Open the page in Immersive Reader, then print the simplified view. It is not available on every website, and it can remove page elements you actually need, so compare the simplified preview with the original.
Adjust scaling instead of accepting clipped content
Wide tables and two-column layouts commonly run beyond the printable width. Try landscape orientation, a larger paper size, narrower margins or a lower scale. Lowering scale too far makes links and body text difficult to read; splitting a wide page across additional pages can be preferable.

Load content that appears only after scrolling
Some sites insert images or text only after you scroll. Scroll through the page first, wait for images to finish loading, and print again. If a page uses an embedded viewer, map or other interactive frame, verify whether its content appears in the preview; interactive behavior itself will not remain interactive in a normal PDF.
Will links stay clickable and will the PDF be searchable?
Often, browser “Save as PDF” creates selectable text and preserves many HTML anchors as PDF links. It is not universal. A site can generate links dynamically, place an overlay over the anchor, render text as an image, or rely on a browser/PDF driver combination that drops annotations. The available evidence documents conversion settings and one reported Edge workflow, not identical results for every site and platform.
- Open the saved PDF in a reader rather than judging only the browser preview.
- Test links near the top, middle and bottom of the document, plus links inside tables, cards and navigation.
- Use the reader’s search function and drag-select text. If neither works, the page may have been rendered as images or converted through a path that did not retain text.
- Check that links point to the intended destination; a visible URL in text is not the same as a clickable annotation.
If link preservation is essential, keep the original URL with the PDF and treat the verification step as part of your workflow.

Acrobat: more control and multi-page capture
Adobe Acrobat’s web-to-PDF tools are useful when browser printing is too basic. Acrobat can accept a webpage URL or an HTML file, capture selected website levels or an entire site, and restrict capture to the same URL path or server. That makes it an expanded workflow for related pages, not a requirement for a single-page PDF.
Settings that affect links and structure
Acrobat documents controls for PDF tags, bookmarks, headers and footers, encoding, link color and underlining, page backgrounds, images, scrollable blocks, page size, orientation and scaling wide content. Its help page states: “Create PDF tags: Preserve the HTML structure in the PDF for easier navigation and accessibility.” Tags preserve HTML structure for navigation and accessibility purposes; they do not guarantee that every link will work or that the finished file is fully accessible.
When using Acrobat, review the generated file just as you would a browser PDF. Confirm page boundaries, link annotations, text selection, bookmarks and images. More controls can also introduce choices that change the visual result, so save a test copy before processing a large group of pages.

Troubleshooting missing links, text or content
The PDF has visible URLs but they are not clickable
Recreate it with the browser’s Save as PDF destination instead of a separate PDF printer driver, then test again. If only some links fail, the page may have generated those anchors with script or covered them with an overlay. Acrobat’s link and structure settings may help, but inspect the output rather than assuming a setting solved it.
Text cannot be selected or searched
The source may be an image, canvas drawing or scanned document. A PDF conversion can preserve that appearance without creating a text layer. Use the site’s accessible or reader view when available, or apply OCR in a suitable PDF tool and check its accuracy.

Images or sections are missing
Return to the page, scroll until lazy content loads, wait for network activity to settle and print again. Check the preview for frames, blocked resources and content hidden by a cookie or sign-in state.
Columns are cut off or pages are unreadable
Switch orientation, adjust paper size, margins and scale, or print selected pages. If a responsive layout changes at print width, preview both portrait and landscape versions.
A cookie banner, chat bubble or ad dominates the output
Dismiss the banner and close or hide nonessential overlays before printing. Immersive Reader may reduce navigation and advertising, but it is site-dependent. Do not remove a consent control if doing so would change the permissions under which you are viewing the page.

Stay signed in while printing, confirm that the page is permitted for saving, and avoid distributing a PDF containing private material. For a site that requires an expiring session, a saved PDF may outlast the session even though its links later require authentication.

- Repeatability: Save the source URL, capture date, viewport and relevant print or API settings alongside the PDF.
- Dynamic pages: Use a deliberate wait for late content; otherwise a fast capture can precede image or script loading.
- Privacy: Treat cookies, Authorization headers and authenticated PDFs as sensitive. Remove credentials from logs and restrict file access.
- File size: Background graphics and high-resolution images increase size. Disable unnecessary backgrounds or resize images when readability permits.
- Verification: Automated generation does not eliminate checking links, text, page count and important images.
