Choose the conversion action by the input you have
Start by identifying what the flow can provide at conversion time. “HTML” can mean a string of markup, an HTML file, a URL to a rendered page, or a packaged static site with CSS and images. Those are not interchangeable inputs: a connector that accepts a URL may not accept a ZIP, and Adobe PDF Services’ documented static-HTML action expects a particular ZIP layout.

Microsoft Learn connector listings document the capabilities above, but they do not establish equal rendering quality, current pricing, or universal support for authenticated pages and complex CSS. Choose based on your input and test the result with representative pages.
Build a flow for HTML text or a URL
For direct HTML or URL conversion, evaluate the HTML-to-PDF actions listed for Encodian, Muhimbi/Nutrient, and PDF4me in Microsoft Learn. Exact action labels differ by connector; catalog entries include “Convert – HTML to PDF,” “Convert HTML to PDF,” and “Convert Static HTML to PDF.” Treat those as search terms, then inspect the chosen action’s fields rather than assuming one connector’s inputs apply to another.

- Identify the input. Determine whether the preceding flow step produces HTML text, an HTML file, or a URL. If it is a file, check whether the connector expects its contents or a path/URL to the file.
- Add the conversion connector. In Power Automate, create or edit the flow and add the relevant connector action. Search for the documented HTML-to-PDF action name. Verify the connector is available in your tenant and region and that you can create its connection.
- Meet account requirements. Muhimbi’s connector requires a Free or Trial Nutrient Document Converter Online account. Check current licensing and subscription requirements for the connector you select; the cited connector listings do not provide a like-for-like current price comparison.
- Map the input and options. Supply the HTML or URL in the corresponding field. Where offered, set page orientation, paper size, viewport, bookmarks, or table of contents. For a page that depends on login or session state, verify that the connector can reach it with the required access; do not assume a public URL action can use your browser’s credentials.
- Save the PDF output. Add a file-creation action from the storage connector you use, such as OneDrive or SharePoint. Map the conversion action’s PDF content output into the file-content field, and give the output a
.pdffilename. The exact dynamic-content label depends on the connector. - Validate the result. Run the flow with realistic pages and inspect page breaks, fonts, images, CSS, dynamic content, authentication, and output size. Test both short and long pages if both occur in production.
For Encodian, its connector listings describe HTML and URL conversion; the V2 listing exposes page orientation, page size, bookmarks, table of contents, and viewport parameters. Confirm the available controls on the action version you select. PDF4me’s Microsoft Learn listing documents separate HTML-to-PDF and URL-to-PDF actions, which can make the input distinction explicit. These are options, not endorsements.
Convert a static HTML site with Adobe PDF Services
Adobe PDF Services documents a static HTML conversion action that takes a ZIP package. It is not the same as passing an arbitrary remote URL or a lone HTML string. The required archive structure is material: put index.html at the top level of the ZIP, then include the page’s dependencies, such as CSS and image assets, at paths the HTML can resolve.
- Prepare the static page and include its local dependencies.
- Place
index.htmlat the ZIP archive root, not inside an extra enclosing folder. - Add Adobe PDF Services’ “Convert Static HTML to PDF” action and provide the ZIP input.
- Set paper size and header/footer options as needed, if those controls are available in the action.
- Save the returned PDF content with your storage connector and inspect the output.
A ZIP containing only the HTML may not be self-contained if the page references external images, stylesheets, or other assets. Include dependencies and validate the rendered file in the actual flow.

Use Word Online only when the flow has a Word file
Word Online (Business) documents an action that converts a selected Word document to PDF. Use that route if the workflow can create or populate a Word document first and the Word-to-PDF step meets your layout needs. The documented action is not evidence that Word Online accepts raw HTML as its input.

OneDrive conversion errors immediately after file creation
If OneDrive conversion fails just after a file has been created and returns “Bad gateway” or “The resource could not be found,” Microsoft’s OneDrive connector documentation recommends increasing the delay between file creation and conversion. It does not give one universally correct delay, so adjust the flow and test rather than treating a particular wait time as guaranteed.
Conversion action is missing or cannot connect
Connector listings and licensing can change. Check availability in the target tenant and region, confirm the relevant account or subscription prerequisite, and verify that the connection was created successfully. Muhimbi’s documented prerequisite is a Free or Trial Nutrient Document Converter Online account.

The action rejects the input
Check the action’s expected input type. A URL, HTML string, HTML file, and ZIP package are different inputs. For Adobe’s static HTML action, verify the ZIP has index.html at the root and contains required dependencies. For PDF4me, select the URL-to-PDF action for a URL rather than assuming the HTML-to-PDF action accepts it.
The PDF is missing content or has unexpected layout
First determine whether the source is static or depends on scripts, remote assets, authentication, or late-loading content. The connector listings cited here do not establish that every such page renders correctly. Test with the same access conditions and representative content that the production flow will encounter; adjust available viewport, orientation, page-size, or header/footer settings where applicable.
The file step produces an empty or unusable PDF
Check that the storage action receives the conversion action’s PDF content output, not its status, metadata, or a URL field. Confirm the destination filename ends in .pdf, then inspect the run history to see whether conversion returned file content before the save step ran.

Plan for reliability, privacy, and cost
Power Automate connector presence alone does not establish that a vendor is suitable for a particular organization. Before adopting a connector, verify its current licensing and account prerequisites, availability in your tenant and region, data-processing and processing-location terms, and whether its access model supports the pages you need. The connector documentation cited here does not establish current vendor pricing or a direct comparison of rendering fidelity.
- Test real inputs: include pages with images, CSS, long content, and any dynamic or authenticated behavior you rely on.
- Inspect run history: separate conversion failures from file-save failures and input-mapping mistakes.
- Allow for timing issues: if OneDrive conversion follows file creation and fails, increase the delay and retest; Microsoft does not specify a fixed wait.
- Review data handling: HTML and generated PDFs may contain sensitive information. Check the selected provider’s current terms and your organization’s requirements before sending content through a third-party connector.
