A free URL-to-PDF API accepts a web address, renders the page, and returns PDF bytes to your application. The important distinction is how each provider counts free use: PDFShift counts generated-data credits, CloudConvert resets conversion credits daily, PDFCrowd offers trial credentials rather than a clearly stated permanent quota, and API2PDF’s “free” wording appears alongside a $1 monthly base fee. What a URL-to-PDF API actually does

Your application sends a page URL and authentication details. The service loads the page in a rendering engine, executes enough HTML, CSS, and JavaScript to produce a print layout, and returns a PDF synchronously or through an asynchronous job. A useful API must answer more than “can it convert a URL?” Consider rendering engine, JavaScript timing, login access, headers and cookies, output limits, timeout, quota accounting, and what happens when free usage ends.

PDFCrowd’s documentation describes the simplest request shape: Basic authentication plus a form field named url. The documented endpoint is versioned as /convert/24.04/; keep the version in your integration rather than assuming an unversioned route.

On success, the response body is the PDF. Store credentials outside source control and check the HTTP status before treating the file as valid. The free-trial language in the documentation is for evaluation; confirm current license and quota terms before using it in a production queue.

PDFShift: useful controls, but a data-based free allowance

PDFShift’s free plan is expressed in output data rather than documents: up to 50 credits monthly, with one credit per 5 MB of generated data. A single large PDF can therefore consume more than one credit. The plan also lists a 15 MB maximum file size and a 30-second timeout. Those limits matter for image-heavy pages and slow JavaScript applications.

When PDFShift fits

  • Use it when you need documented CSS or JavaScript injection.
  • Use its headers, footers, encryption, or watermark controls when those are part of your document workflow.
  • Measure generated size and elapsed time in your own requests; the free plan’s quota and timeout are hard boundaries.

CloudConvert’s HTML-to-PDF workflow creates a job using the capture-website operation, supplies a URL and output_format: pdf, then exports the result. Its product page describes Chrome-based rendering, waiting for a CSS selector, custom headers and footers, and synchronous or asynchronous operation.

The payload shows the documented task structure; send it through CloudConvert’s authenticated jobs API using the current endpoint and authentication format in its documentation. Do not assume selector waits solve login, consent, anti-bot, or dynamic-content problems on every site.

How the free plan is counted

  • 10 conversion credits are available per day for personal use, testing, and hobby projects.
  • The allowance resets daily and has low processing priority.
  • The listed maximum file size is 1 GB and maximum processing time is five minutes.
  • General conversion pricing uses a credit per minute, with a base credit cost that depends on conversion type; the pricing page lists Office-to-PDF at two base credits.

Because credit use depends on conversion type and time, “10 credits” is not a promise of exactly 10 web pages.

How to choose a free API

For a small test or prototype

For image-heavy documents

Check the generated-data rule first. PDFShift’s 5 MB-per-credit accounting and 15 MB free-plan file limit can make large pages consume the allowance quickly. CloudConvert’s stated 1 GB file limit is more generous, but its daily credits and time-based charging still apply.

For authenticated pages

Look for custom headers, cookies, or another documented authentication mechanism. A URL that works in your browser may still fail in a hosted renderer because the service has no session, cannot pass a bot check, or cannot reach an internal hostname. Do not send passwords or session tokens unless the provider’s data handling and retention terms meet your requirements; the cited pages do not establish a complete cross-provider security comparison.

For predictable production cost

Record the provider’s unit—document, generated megabytes, minutes, or daily credits—and set an application-side budget. A plan called free can still have a reset schedule, low priority, a timeout, or a base fee.   • Wait for application content: If the page fills in after load, use a documented selector wait or a provider’s JavaScript/wait option.

  • Consent banners and overlays: A banner can cover content or alter the captured layout. Handle it with page JavaScript, CSS, or a renderer designed to remove overlays.
  • Fonts and assets: Verify that remote fonts, images, and stylesheets are reachable from the provider’s network.
  • Page breaks: Test long tables, fixed headers, landscape pages, and print-specific CSS; screen layout alone does not guarantee a good PDF.
  • Protected content: Supply temporary, least-privilege credentials where supported. Never expose permanent secrets in a public URL.
  • Retries: Retry transient network failures with exponential backoff, but do not blindly retry authentication errors or a deterministic 30-second timeout.

Blank or nearly blank PDF

The page may require JavaScript, block the renderer, or redirect to a login page. Confirm the final URL, add a documented selector wait or script, and capture diagnostic page information if the provider offers it.

Images or fonts missing

Check that assets are publicly reachable from the provider, that mixed-content rules are not blocking them, and that the conversion has enough time for them to load. Inline critical assets when policy allows.

Timeout

Reduce page weight, remove nonessential third-party scripts, or select a provider with a longer stated processing window. PDFShift’s free plan lists 30 seconds; CloudConvert’s free plan lists five minutes.

Quota exhausted unexpectedly

Inspect the provider’s unit. PDFShift charges one credit per 5 MB of generated data, while CloudConvert’s credits vary by conversion type and time and reset daily. Log response metadata and output size so your application can predict consumption.

HTTP success but invalid file

Check the content type, status code, and first bytes before saving. Some APIs return a JSON error body even when an integration incorrectly assumes every response is PDF data.
