Before you publish, inspect the generated HTML for reading order, headings, tables, links, images, and accessibility. Acrobat’s export settings can produce one HTML file or a set of linked files, and can apply text recognition to scanned pages.
What you need before converting
- A Mac with the PDF saved locally or available through a location Acrobat can open.
- Adobe Acrobat desktop. Adobe’s help page was updated November 5, 2025; labels can vary by Acrobat version, operating system language, and edition.
- A destination folder with enough free space for the HTML file and any linked images or assets.
- A web browser and, if the page will be public, an editor or CMS in which you can review and clean the HTML.
Adobe’s documentation does not establish which subscription or Acrobat edition is required, nor does it promise identical controls in every release. If a command is missing, update Acrobat and check the menus visible in your installation rather than assuming the PDF is defective.
Convert a PDF to HTML in Acrobat
- Open the PDF. Launch Acrobat and open the document you want to convert.
- Open the export workflow. Select Convert, then choose Other format.
- Choose HTML. Select HTML from the format list.
- Start the conversion. Choose Convert to HTML.
- Choose the destination. Select a folder, enter an output name, and save. Depending on your settings, Acrobat may create one HTML file or an HTML file accompanied by linked assets.
- Review in a browser. Open the result locally and test every page, link, image, table, and navigation element before uploading it.
The export creates a starting point, not a guarantee that the source PDF’s visual layout has become clean, semantic web content. PDF pages often encode appearance rather than document structure, so the resulting markup can require editing.
Choose export settings before you save
Select Settings in the HTML conversion workflow when you need more control. Adobe documents these options:

One HTML file or multiple linked files
- Single HTML file: convenient when you need one portable document and the output is modest in size.
- Multiple linked files: useful when the conversion separates pages, images, styles, or other resources. Keep the generated files together when moving or publishing them; changing the folder structure can break links.
Images and headers or footers
Choose whether to include images. You can also remove repeating headers and footers when they would become distracting duplicate text on a web page. Check the result page by page: a header that is decorative on one page may contain important context on another.
Text recognition for scanned PDFs
A scanned PDF usually contains page images rather than selectable characters. Acrobat’s HTML settings include text recognition and a language choice. Select the language that matches the document, run the conversion, and proofread the output. Adobe does not promise perfect recognition, so verify names, numbers, punctuation, columns, and every table cell against the scan.
Fix the result before publishing
Use the converted file as a first draft. The following checks catch the failures that matter most to readers.
Reading order and headings
- Read the page from top to bottom without looking at the PDF. Confirm that columns, sidebars, captions, and footnotes appear in a sensible order.
- Turn the document title into one clear
<h1>, then use heading levels consistently. Do not leave bold paragraphs as visual headings with no semantic element. - Remove repeated running headers, page numbers, and orphaned fragments when they do not carry meaning.
Tables and lists
- Check that each row and column remains associated with the correct header.
- Rebuild complex tables in HTML when cells have merged headings, nested content, or reading order that the export cannot represent.
- Convert visually numbered or bulleted paragraphs into real ordered or unordered lists where appropriate.
Images, links, and typography
- Open every image and confirm that it is present, sharp enough, and placed beside the right text.
- Add useful alternative text for informative images; mark decorative images appropriately in your publishing system.
- Test internal and external links. PDF destinations and named anchors do not always map cleanly to HTML URLs.
- Replace unusual fonts, broken ligatures, stray spaces, and copied line breaks. Responsive CSS is usually preferable to preserving fixed page-width positioning.
Accessibility review
Export alone does not make a page accessible. Adobe’s accessibility guidance highlights tagging and reading-order problems that need evaluation and repair. Test heading hierarchy, keyboard navigation, link names, image alternatives, table headers, zoom and reflow, and a screen reader where your publishing process supports it. Compare the HTML’s logical sequence with the visual PDF; those two orders can differ.

Scanned PDFs: a reliable OCR workflow
- Determine whether text can be selected in the PDF. If an entire page selects as one image, plan for OCR.
- In Acrobat’s HTML conversion Settings, enable text recognition and select the document language.
- Convert a representative page or section first if the document is long. Inspect columns, hyphenation, symbols, tables, and proper nouns.
- Correct OCR errors against the original scan. Pay special attention to zero versus the letter O, one versus lowercase l, decimal points, minus signs, and footnote markers.
- Run a browser and accessibility review after corrections; OCR fixes text recognition, not heading semantics or table structure.

Choose Acrobat when you want the documented desktop path. Investigate a command-line project only after confirming that its current release runs on your Mac and meets your document’s structure and privacy requirements. Do not upload confidential PDFs to a service unless its current processing and retention terms satisfy your organization.
Troubleshooting common conversion problems
HTML is missing from the Convert menu
Acrobat labels and available formats vary by release and edition. Check that you are using Acrobat desktop rather than a limited viewer, install available updates, and search the Convert → Other format menu for HTML. If it remains unavailable, consult Adobe support for the exact version and plan.
The output is blank or only contains images
The source may be scanned or have unusual encoding. Enable text recognition, choose the correct language, and compare the output with the original. If OCR still fails, manually transcribe critical sections and preserve the scan as a reference.
Columns are interleaved
PDF coordinates do not always express logical reading order. Reorder paragraphs in the HTML, rebuild the section with semantic headings and lists, and test it with keyboard navigation or a screen reader.

Images or styles are missing
If you selected multiple linked files, verify that the HTML, image directory, and other generated assets stayed together. Re-export to a new folder if files were moved or renamed, then inspect relative links in the HTML.
Tables are unusable on mobile
Replace fixed-width positioning with a responsive table pattern, provide header cells, and decide how wide tables should scroll or stack on small screens. Visual similarity to the PDF is less important than preserving relationships and readable content.
OCR text contains many errors
Confirm the recognition language, use a higher-quality source scan when available, and proofread against the page image. Acrobat’s documentation does not state an accuracy guarantee.
