How to choose a residential proxy provider
Start with target coverage and session requirements
Write down the locations your scraper actually needs: country first, then city or network-level targeting if the target site requires it. Ask each provider to confirm that the specific location and targeting dimension are available on the plan you are pricing. The figures here do not establish that every provider offers ZIP-code or ASN targeting, nor do they describe session controls consistently enough for a feature-by-feature comparison. Confirm sticky-session duration, rotation controls, and concurrent-session limits directly before building around them.
Compare effective cost, not just the smallest number
Calculate expected monthly proxy traffic and distinguish usage-based billing from subscriptions, minimum purchases, and data that expires. IPRoyal’s published 1GB and 10GB rates illustrate why the lowest bulk or comparison-page rate may not represent the cost of a small workload: the pricing page lists $7.35/GB at 1GB, $5.51/GB at 10GB, and custom pricing down to $1.84/GB at 10TB. Those are listed tiers, not a promise that a given workload qualifies for custom terms. Its non-expiring traffic may suit intermittent jobs, but compare the total purchase cost and rate at your actual volume.
Buy tooling only if it reduces work you need to do
A proxy endpoint is not the same as a scraping API. A proxy routes requests; a scraper or web-unblocking product may handle more of the retrieval workflow. Oxylabs documents scraping, ad verification, and review-monitoring use cases for residential IPs and offers related Scraper APIs, Web Unblocker, and managed data products. Bright Data’s comparison describes integrated Web Unlocker and data products. SOAX describes a Web Data API. Check which tasks each product performs, what its pricing includes, and whether you can use an ordinary proxy endpoint instead.
Evaluate evidence quality and operational terms
Pool size, success rate, location coverage, and trial availability in provider marketing or a comparison page are not independent measurements. Bright Data states that its rotating proxies have a 99.99% success rate for scraping public data; treat that as Bright Data’s vendor claim, not a measured result that will necessarily apply to your site, geography, or request pattern. Ask for definitions of “success,” applicable exclusions, and service terms, and test your own permitted workload before committing.

1. Bright Data: enterprise scale and compliance tooling
Bright Data is the clearest candidate here for high-volume teams that value a large advertised pool and a broader data-acquisition toolkit. Its 2026 comparison lists 400M+ IPs and a residential starting price of $2.50/GB. Its pricing information describes pay-as-you-go plans and says residential and mobile customers complete a KYC compliance process. The stated 99.99% success rate is a vendor claim, not an independent benchmark. Factor KYC review and your organization’s approval process into onboarding timelines. Bright Data’s comparison identifies Web Unlocker and data products as part of the offering.

3. Oxylabs: broader enterprise data-acquisition options
Bright Data’s comparison lists Oxylabs at 175M+ IPs and from $2.50/GB. Oxylabs’ handbook describes residential IPs as belonging to physical devices and names web scraping, ad verification, and review monitoring as use cases. Its adjacent products include Scraper APIs, Web Unblocker, and managed data products, which may matter if your team wants more than proxy connectivity. Pricing and minimums vary by plan; verify the quote and exact product scope rather than inferring them from the starting rate.
4. SOAX: a candidate for granular targeting and data tooling
SOAX is listed at 155M+ residential IPs and from $2/GB in the 2026 comparison. Its product information gives country-level pool examples and describes a Web Data API. The comparison lists a $1.99 trial, but the exact current trial terms are not established here. SOAX is worth assessing when country, city, or network targeting is central to the job; confirm which dimensions are available, how they are selected, and which current plan includes them. 5. IPRoyal: published small-volume tiers and non-expiring traffic

Separately, Bright Data’s 2026 comparison lists IPRoyal’s pool at 34M+ IPs and a starting rate of $1.75/GB; that comparison figure differs from the detailed pricing tiers, so do not treat $1.75/GB as the price for a small purchase. IPRoyal is a practical candidate when occasional use and unused traffic carryover matter more than a low small-volume rate.

6. Webshare: verify before shortlisting
TechRadar names Webshare as a Bright Data rival, but the available information does not establish a current primary-source residential pool size, pricing, trial terms, or compliance details. That is not evidence that Webshare lacks those terms; it means a like-for-like recommendation cannot be responsibly made from the figures available here. Confirm that the product you are evaluating is specifically its residential proxy offering, then obtain current answers on those four points before comparing it with the other providers.
Residential proxy compliance: what to check before scraping
Using a residential IP does not itself make a scraping activity lawful, authorized, or compliant with a website’s terms. Scrape only information you are permitted to access, respect target-site terms and applicable law, and handle personal or otherwise sensitive data with particular care. Do not infer consent or collection practices from the word “residential.”
- Ask how the provider sources and documents consent for residential traffic, and how it handles abuse reports.
- Check whether KYC or organization verification is required, by whom, and before which network access is enabled. Bright Data says its residential and mobile customers complete KYC; the available details do not establish equivalent requirements for every provider listed.
- Review acceptable-use terms, prohibited targets, retention and logging practices, and procedures for complaints or account suspension.
- Keep request rates proportionate, identify and stop jobs that trigger access controls, and do not use proxies to evade authentication or access restrictions.
Testing, reliability, and cost controls
Before committing to a large plan, run a small, authorized pilot against the actual sites and locations involved. Track successful responses, blocks, timeouts, latency, data consumption, and the impact of session settings. A headline pool count or provider success-rate claim cannot predict those outcomes for your workload. Use the trial only within its stated limits, and confirm whether trial data, access, or features differ from paid service.
For cost planning, estimate transferred data rather than counting requests alone: page size, retries, assets, and response bodies can change bandwidth substantially. Set a monthly cap or alert where available, limit retries so a failing target does not multiply traffic, and record which jobs consume the most data. Compare all-in costs at the likely volume, including any minimum or product add-on, rather than extrapolating a bulk tier to light use.

Does a larger advertised residential IP pool guarantee fewer blocks?
No. A provider’s pool total does not show how many suitable addresses are available for a particular target, location, or time. Your own permitted pilot is more relevant to that workload.
