There is no universally best cloud-based web scraper. The right fit depends on the websites you need to collect from, whether they require browser rendering, how much extraction and workflow management you want the provider to handle, and the cost of successful, usable results. Shortlist by workflow type, then run a pilot against your own target pages before committing.
What counts as a cloud-based scraping tool?
The term covers products with different scopes. A hosted scraping API may accept a URL and return page content or extracted data; a broader platform can add reusable scrapers, storage, scheduling, monitoring, and custom code; a visual tool may let users configure a workflow without writing much code. These categories overlap, so check the actual features and limits of the plan you would use.
In particular, verify whether the service includes proxy management, geographic targeting, browser rendering, parsing, retries, storage, and scheduling. A product described as an API does not necessarily handle every step of your collection pipeline. Apify outlines its API and platform approach in its web scraping API guide; its separate tools guide distinguishes visual tools from developer platforms and APIs.
Choose the shape of the workflow first
- Managed API: Consider this when you want to make requests from an application and outsource some combination of rendering, proxies, or extraction. Confirm exactly what the API returns and what the chosen tier includes.
- Platform: Consider this when you need custom or prebuilt scrapers plus reusable runs, storage, scheduling, or monitoring. Apify describes Actors, API access, storage, scheduling, and monitoring as parts of its platform; its January 7, 2026 guide reported more than 10,000 prebuilt scrapers in its Store. That catalog count is vendor-reported and may change.
- Visual builder: Consider this if a point-and-click workflow better fits the team than maintaining code. Test that the builder can handle the target site’s interactions and changing layout, not merely a simple static page.
Which tools belong on a shortlist?
The available comparisons are written by vendors, not by an independent evaluator using a single shared test. Treat descriptions and rankings as each provider’s account of its own market and product. Bright Data’s comparison includes Bright Data itself, and Oxylabs’ comparison names Oxylabs as its strongest overall choice; neither ranking is neutral consensus. Use the names below to form a shortlist by workflow, then validate fit on your targets.

That final distinction matters: a screenshot service captures a visual page, while a scraping API or platform may return HTML or structured fields. A screenshot can support visual review or image-based workflows, but it is not a substitute for extracting and validating product prices, article fields, or other structured records.
Why target-site testing matters more than a general ranking
A provider’s success rate on one set of sites does not establish its performance on yours. Sites differ in rendering, access controls, page structure, and how frequently content changes. Define success as receiving the correct, usable content—not simply getting an HTTP 200 response. Bright Data says the benchmark it cites required validated HTML rather than treating a 200 response alone as success, but that standard and its reported results should not be generalized to every workload.
Bright Data’s 2026 comparison reports a 98.44% average success rate from an 11-provider benchmark attributed to Scrape.do. It also reports Proxyway’s 2025 Web Scraping API Report result of 93.14% across 15 heavily protected websites, with Zyte listed as the leader. These are separate studies, reported by a vendor included in its own comparison; they are not one directly comparable head-to-head test. In the same account of Proxyway’s 2025 study, success rates were reported as 21.88% on Shein and 36.63% on G2. Those figures illustrate how results can differ by target; they are not universal or current guarantees for those domains.
For a purchasing decision, compare providers under the same conditions: same representative URLs, comparable request settings, the same definition of a valid result, and the same observation window. Validate the returned content itself. A response that loads successfully but contains a challenge page, an incomplete record, or stale data is not a successful extraction for most business workflows.
How to run a useful pilot
- Select representative pages. Include the page types, domains, and geographic variants your real workflow uses. Include pages with dynamic content or access challenges if those are part of the intended workload.
- Write down the success rule. Specify required fields, acceptable freshness, and how to identify a challenge page, empty response, or malformed result. Measure usable records or pages, not only HTTP status.
- Use comparable settings. Record whether browser rendering, proxies, geography, retries, and parsing are enabled. Differences in configuration can explain apparent differences between providers.
- Measure operations as well as correctness. Track latency, timeouts, retry behavior, and how often the result needs manual repair. Test at the expected run cadence and volume, rather than extrapolating from a handful of easy pages.
- Estimate effective cost. Model the monthly number of successful pages or records you need, plus the costs or limits associated with rendering, bandwidth, proxies, retries, storage, and other features. Check how failed requests are treated and whether plan limits or overages apply.
- Review operational fit. Check integration effort, monitoring, support commitments, security and compliance requirements, and the vendor’s current terms. Confirm material procurement requirements directly with the provider.
Keep a pilot log with the date, target URL, configuration, response outcome, content validation result, latency, retries, and estimated cost. This makes it possible to diagnose a failure and to repeat the same test if the page or provider configuration changes.
How to compare cost without being misled by a starting price
A headline starting price is not a quote for your workload. Two plans may charge for different units or bundle different parts of the collection pipeline. A lower request price can still yield a higher cost per correct record if more attempts, browser rendering, proxy options, or manual repair are required.

- Estimate your monthly request volume and expected number of usable outputs.
- Identify feature multipliers, including browser rendering, premium or geographic proxy selection, and bandwidth.
- Account for retries and failed requests, using the provider’s stated billing rules rather than assuming failures are free.
- Include data storage, scheduling, monitoring, or other required platform features where applicable.
- Compare cost per validated record or page under the pilot settings, and verify current plan limits and terms with the vendor.

The request succeeds, but the content is wrong
Check the body, not only the status code. The target may have returned a challenge page, an empty state, or a layout your parser does not recognize. Add content-level validation to your success rule and test the provider’s browser rendering or extraction behavior on that page type.

Determine whether the site renders those fields in the browser after the initial response. If so, compare a browser-rendered request with a non-rendered one and verify that the fields are present before extracting them. A provider’s general API label does not establish that rendering is enabled on your tier.
Results are inconsistent across domains
Do not use one site’s outcome to predict another’s. Separate pilot results by target domain and page type, then test the provider settings and geography relevant to each. If a provider reports an average benchmark, check its sample and success definition before comparing it with your own measurements.

Latency or retries make the workflow too expensive
Review the configured retry behavior, rendering requirement, proxy selection, and expected volume. Recalculate cost per validated output with those settings included. If the provider cannot explain how retries or unsuccessful attempts are billed, confirm the terms before scaling.
The tool needs too much custom code or maintenance
For a workflow that depends on schedules, storage, reusable scrapers, or monitoring, compare a platform with a direct API. For a simpler workflow and a less technical team, test a visual builder. A tool’s category is only a starting heuristic: confirm that it handles your page interactions and provides outputs your downstream system can use.

- Choose a platform candidate when reusable custom or prebuilt workflows, scheduling, storage, and monitoring are central requirements.
- Choose a managed API candidate when application integration is the priority and the provider demonstrably covers the rendering, proxy, parsing, or retry work you need.
- Choose a visual tool candidate when reducing code is more important than customizing every stage—and a pilot confirms it can handle the target pages.

For any category, make the final decision on validated results from representative target pages, operational fit, and effective cost at expected volume. Vendor rankings can suggest names to investigate; they cannot replace that test.
