There is no single best architecture diagram tool for every team. Choose Structurizr when a C4 model should live as text in Git and generate multiple views; choose IcePanel when people need collaborative visual C4 modelling; choose draw.io for a flexible visual editor; choose Mermaid for diagrams embedded in Markdown and documentation; and choose PlantUML for text-based UML. The right decision depends on whether you are maintaining a reusable model or drawing independent pages.
This is a needs-based comparison of documented workflows, not a hands-on benchmark or universal ranking. Features, syntax and prices can change, so verify current vendor terms before committing.
Start with the decision that matters: model or drawing?
A standalone canvas drawing is a collection of shapes and connectors. A reusable architecture model contains shared elements—systems, containers, components and relationships—that can appear in several views. A visual editor is often the practical choice for a workshop, an executive overview or a one-off design. It can be faster to arrange manually, but every related view needs deliberate upkeep unless the product provides a connected model.

1. Structurizr: strongest fit for diagrams-as-code
Structurizr is the clearest choice when engineers will maintain a C4 model as text. A DSL describes the architecture, and views are generated from that shared model. The workflow fits pull requests, version history, CI/CD and documentation builds better than a purely manual canvas.

- System-context, container and component views from common elements.
- Local, server or static-export workflows.
- Exports to PlantUML and Mermaid when another renderer or documentation system is needed.
- Browser viewing and editing, themes, documentation and architecture decision record rendering.
What to budget for
Structurizr is not a traditional “drag and drop” tool and does not provide a way to make architecture diagrams via a UI. The text DSL therefore introduces an initial learning curve, especially for teams accustomed to placing shapes directly. 3. draw.io: flexible visual editing with C4 and UML shapes
draw.io suits teams that want direct visual control, varied shape libraries and several related pages in one file. Its documented libraries include C4 and UML shapes, and pages can link to one another. Its C4 guide also describes importing Mermaid definitions.
Use it for
- Workshop-friendly diagrams where people need to move objects freely.
- Documents containing context, container, deployment and sequence-style pages.
- Mixed notation projects that need C4 shapes alongside UML or general diagram elements.
Maintenance implication
Having C4-shaped symbols is not the same as having a centrally maintained architecture model. The cited documentation does not establish automatic synchronization among separate views, so assign an owner and review linked pages when the architecture changes.
4. Mermaid: documentation-native text diagrams
Mermaid is useful when diagrams should be defined beside Markdown or other text documentation. Its architecture syntax describes groups, services, edges and junctions, making it suitable for service and deployment-style relationships rendered from source text.

Mermaid also documents syntax for several C4 view types, but marks that C4 syntax as experimental and subject to change. Treat it as a choice for teams willing to track syntax changes rather than as a stable interchange format. Confirm the current status and supported constructs before putting it into a long-lived standard.
5. PlantUML: an open-source text-based UML option
PlantUML’s official homepage describes an open-source tool that draws UML diagrams from textual descriptions. It is a reasonable candidate when a text workflow and UML notation matter more than a visual C4 modelling experience.

Decide what each diagram is trying to communicate. C4 separates system context from progressively detailed container and component views. A context view answers who uses the system and what external systems interact with it; a container view explains the major applications and data stores inside; a component view goes deeper where implementation detail is useful. A deployment view can then show where those parts run.
Do not force every audience into the most detailed view. Keep a stable system boundary and a small vocabulary of relationship labels, then create audience-specific views from the model or linked pages. This makes review easier than mixing context, implementation and infrastructure detail on one crowded canvas.
Version control, collaboration and exports
- Text workflows: Structurizr, Mermaid and PlantUML make source files reviewable as text, but syntax learning and renderer changes become part of maintenance.
- Visual workflows: IcePanel and draw.io reduce the barrier for collaborative editing, while teams must define ownership, review rules and linking conventions.
- Documentation delivery: Structurizr documents local, server and static export paths and can export to PlantUML and Mermaid. Mermaid is convenient where Markdown rendering already exists. draw.io’s multi-page files help package related views.
- Change control: Require a reason for adding a view, identify its abstraction level and review stale relationships during architecture changes.
Common selection mistakes
Confusing notation with a model
A C4 shape library can make a drawing look consistent without creating shared objects or synchronized views. Ask the vendor how a renamed service propagates to every diagram.
Ignoring authoring cost
A DSL may deliver excellent reviewability after adoption but slow the first few diagrams. A canvas may be quick initially while creating more manual maintenance later.
Publishing unstable syntax as a standard
Mermaid’s experimental C4 status is a concrete reason to pin versions, document supported syntax and keep a fallback export.
