Stop deleting valuable data until you identify where the copy is coming from.
First identify what is returning

Record the exact path, whether it contains OneDrive, whether the item is local or cloud-only, when it returns, whether its timestamp and contents are unchanged, and whether other drives are affected.
Check OneDrive before changing Windows
OneDrive synchronizes additions, edits, and deletions between its local folder and the cloud. A change on another signed-in computer, in a shared folder, or on OneDrive.com can therefore reappear on this PC. See Microsoft’s explanation of synchronization at OneDrive file synchronization.
- In File Explorer, inspect the address bar. A path such as
C:UsersnameOneDriveis synchronized. - Open OneDrive online and check My files, Recycle bin, recent activity, and every other device using the account.
- Right-click the OneDrive cloud icon in the notification area and choose Pause syncing.
- With syncing paused, test using a disposable file. If it returns only when syncing resumes, resolve the cloud or device conflict before deleting anything else.
OneDrive’s cloud Recycle Bin is separate from Windows’ local Recycle Bin. Personal accounts generally retain deleted items for 30 days; work or school accounts generally retain them for 93 days unless an administrator changes the policy. Details are in Microsoft’s OneDrive recovery guidance.

Stop synchronization temporarily
To disconnect this computer, right-click the cloud icon, select Settings → Account → Unlink this PC. Unlinking stops synchronization; it does not automatically erase the cloud copy. Confirm important files exist online or in an independent backup first. If your goal is to free disk space while keeping files online, use Files On-Demand or choose which folders sync instead of deleting them; see Microsoft’s OneDrive file-management instructions. Do not empty the OneDrive Recycle Bin until recovery is no longer needed.
Rebuild a corrupted Windows Recycle Bin
Use this branch when items return inside the Recycle Bin, it refuses to empty, or Windows reports corruption. The command permanently deletes everything currently stored in that drive’s Recycle Bin.
- Close applications and open Command Prompt as administrator.
- Verify the affected drive letter in File Explorer, then run:
rd /s /q C:$Recycle.Bin
For another volume, substitute its letter, for example rd /s /q D:$Recycle.Bin.
- Restart Windows. The system should recreate the folder.
- Test with a nonessential file.
Microsoft documents the destructive /s /q behavior in the rd command reference and the Recycle Bin procedure at its troubleshooting page. Never point the command at an unknown path or another system folder.

Check the file system, then Windows components
Run CHKDSK carefully
In an elevated Command Prompt, run the command for the affected volume:
chkdsk C: /f
/f repairs logical file-system errors. If the volume is in use, Windows may schedule the check for the next restart. The /r option includes /f and searches for bad sectors, taking substantially longer; it is not a routine first step. CHKDSK addresses logical errors, not a physically failing drive or a cloud conflict. See the CHKDSK documentation.
If errors, bad sectors, unreadable files, or repeated failures appear, stop rewriting the disk. Copy or image important data, run the manufacturer’s health diagnostic, and plan replacement. Recovery should come before more repair attempts.
Repair protected Windows files
Microsoft recommends DISM first, then System File Checker:

DISM.exe /Online /Cleanup-image /Restorehealth
sfc /scannow
DISM repairs the component store that SFC may use; SFC replaces corrupted protected system files when possible. “Windows Resource Protection did not find any integrity violations” means protected system files were not the likely cause. A successful repair warrants a restart and retest. If SFC cannot complete or cannot repair all files, run it again after DISM and consider Safe Mode. Guidance and result meanings are in Microsoft’s DISM/SFC instructions.
Rule out malware and unwanted processes
Malware is less common than synchronization, but investigate it when unfamiliar files are created, existing files are modified, startup entries appear, security alerts occur, or folders outside OneDrive are affected.
- Update Microsoft Defender and run a full scan.
- For continued suspicious activity, open Windows Security → Virus & threat protection → Scan options.
- Select Microsoft Defender Offline scan → Scan now, save your work, and allow the restart. The scan runs outside normal Windows and can detect threats that hide during a regular session. Follow Microsoft’s Defender Offline guidance.
Do not disable protection or create a broad exclusion to make deletion work. Review any quarantine event and handle legitimate false positives narrowly.
Find software, accounts, or tasks recreating the files
A failed deletion can also look like restoration. Close applications and File Explorer windows that may hold the file, restart, and try again. For recurring files outside OneDrive, inspect:

- Task Manager → Startup and Task Scheduler for scripts or scheduled jobs.
- Backup, folder-mirroring, disk-imaging, download, NAS, and restore-point utilities.
- Settings → Accounts → Family & other users for another account using the PC.
- Remote-access or workplace-management software and Microsoft-account security activity.
- Event Viewer → Windows Logs, while remembering that ordinary file operations are not necessarily logged unless object-access auditing was configured.
Test in Safe Mode or a clean boot. If the file stays deleted there but returns during a normal boot, re-enable disabled services and startup items one at a time to identify the responsible program. Safe Mode is a diagnostic test, not a permanent configuration.
When the drive itself may be failing
Prioritize data preservation if folders become unreadable, the drive disappears, performance collapses, files return corrupted, CHKDSK repeatedly reports errors, SMART or manufacturer diagnostics warn, or an external USB/SD device loses changes after reconnecting. Copy irreplaceable files to a separate healthy disk or create an image. Do not install recovery software on the same drive, and consider a professional recovery service for mechanically damaged or inaccessible media.
Use Windows repair or reset only as a last resort
After OneDrive is ruled out, data is backed up, disk health is acceptable, and DISM/SFC do not help, broader Windows repair may be justified. A reset or reinstall will not fix a cloud synchronization loop, scheduled recreation, malware on another device, or failing hardware. Windows 10’s ordinary free updates, technical assistance, and security fixes ended on October 14, 2025; where hardware and edition eligibility permit, move to a supported Windows release. - Keep an independent backup; synchronization alone is not a backup.
- Know whether each folder is local, synchronized, shared, or cloud-only.
- Pause or unlink sync before investigating recurring deletions.
- Do not empty Windows and OneDrive Recycle Bins until the deletion is confirmed.
- Keep Windows and security software on supported versions.

Frequently Asked Questions
Why do files return after restarting Windows?
A startup program, scheduled task, OneDrive synchronization, backup utility, or another account may recreate them when it runs. Test after pausing OneDrive and in Safe Mode to separate those causes.

Does emptying Windows Recycle Bin empty OneDrive’s Recycle Bin?
No. They are separate locations. Check the OneDrive web Recycle Bin separately before permanent deletion.
Does CHKDSK repair a failing hard drive?
No. It repairs logical file-system errors. Repeated errors, bad sectors, disappearing drives, or unusual noises require backup and hardware investigation.
Should recovery software be installed on the affected disk?
No. Installation and writes can overwrite recoverable data. Use another disk or a professional recovery service when the files are important.
